2 ADVOCACY Federal and state government policies can greatly impact HINJ member companies ability to operate their businesses and innovate new products and therapies. Likewise, government intervention can impact patients ability to access the medicines and devices that their doctors deem best for them. HINJ works with policymakers in Washington, DC and Trenton to ensure that patient access is protected, and New Jersey s premier industry sector is able to discover and bring to market new therapies and continue to be a pillar of the state s economy. Washington With the state claiming the world s largest concentration of biopharmaceutical and medical technology companies, New Jersey s Congressional Delegation plays a vital role in setting federal policy that impacts patient access and innovation. HINJ s federal activities include: Educating one of the most patient access- and innovationoriented Congressional delegations in the nation. Serving as the lead agent in engaging the New Jersey Delegation regarding national legislative priorities on patient access and innovation. Congressional Breakfast Series HINJ hosts regular breakfast meetings with members of the New Jersey Delegation to discuss issues of importance to patients and research-based companies. Community Health Fairs HINJ hosts community health fairs that feature members of the New Jersey Delegation as guests. HINJ s Congressional Staff Receptions and Capitol Hill policy briefings for lawmakers. HINJ Board sessions with candidates for New Jersey s United States Senate seats. Trenton On issues of state healthcare policy, HINJ collaborates with the PhRMA State Task Force to form a powerful team that leverages the strengths of both to advance the industry s position on key issues. HINJ also serves as a liaison with the Administration and the Legislature to create a favorable business climate within which life sciences companies can operate successfully in New Jersey. HINJ s state activities include fostering key relationships with: The Governor s Office The Lt. Governor s Office, including the Business Action Center (BAC) and Red Tape Review Commission Choose New Jersey, the state s marketing and business retention/recruitment arm New Jersey Economic Development Authority (NJEDA) New Jersey Higher Education Department of Banking and Insurance Department of Health Department of Human Services Department of Labor Legislative leaders ALLIANCES HINJ s efforts to protect patient access and promote innovation have included collaboration with our national trade associations: Pharmaceutical Research and Manufacturers of America (PhRMA) Advanced Medical Technology Association (AdvaMed) Biotechnology Industry Organization (BIO) Medical Device Manufacturers Association (MDMA) HINJ also has cultivated strong working relationships with other state-based life sciences organizations across the country. This informal network facilitates the exchange of best practices and encourages collaboration that can amplify the benefits of a robust innovation environment. Recent collaborations have included: FDA User Fee Congressional Briefing HINJ initiated a partnership with ten other state-based life sciences trade associations from eight states, and our national trade associations, to provide a Capitol Hill briefing to more than 50 Congressional offices on the biopharmaceutical, biotech and medical technology user fee reauthorizations (PDUFA and MDUFA).

3 HINJ-CHI Alzheimer s Congressional Briefing HINJ and the California Healthcare Institute (CHI) collaborated to produce a Capitol Hill briefing on Alzheimer s disease to more than 20 Congressional offices. This briefing educated Congressional staff on the promising research and innovative approaches HINJ and CHI member companies, in partnership with prestigious academic institutions, are pursuing to find new treatments, and, ultimately, a cure for this disease. NJ Life Sciences Vendors Alliance (NJLSVA) (NJLifeScienceVendorAlliance.org) Thousands of local businesses of all stripes and the tens of thousands of people they employ provide critical support to life sciences operations in New Jersey. Founded by HINJ in 2005, the New Jersey Life Sciences Vendors Alliance is a coalition of businesses, individuals and academia who provide goods and services to the state s life sciences companies. NJLSVA was founded to educate suppliers on trends in industry procurement and public policy that affect their own businesses. It served as the model for PhRMA s national vendoroutreach program. INCUBATOR / BEST PRACTICES HINJ, a nimble organization that can quickly pilot new initiatives, has successfully pioneered innovative programs and partnerships in New Jersey to expand the life sciences footprint and engage with patients, policymakers, business leaders and other stakeholders on key issues. These programs and partnerships include: Rx4NJ (Rx4NJ.org) Rx4NJ is a central portal for 400 prescription assistance programs that provide free or low-cost prescription medications to qualified patients. Rx4NJ has served over 300,000 New Jersey patients since its 2005 inception. Rx4NJ serves as a critical vehicle in the biopharmaceutical community s efforts to ensure that patients in need have access to their medicines, as well as providing a platform to partner and build strong relationships with policymakers by jointly promoting patient access. Rx4NJ served as the pilot for PhRMA s national Partnership for Prescription Assistance program. Innovation NJ (InnovationNJ.org) Founded in 2010 as a joint initiative of HINJ and the New Jersey Business and Industry Association(NJBIA), Innovation NJ is a coalition of businesses, industry groups, higher-education institutions and state government agencies dedicated to promoting policies that foster a robust innovation-driven economy in the state. Innovation NJ also works with the state government and serves as the portal to the state s innovation community, reinforcing HINJ s stature as a leader of New Jersey s innovation economy. HINJ Economic Impact Report Since its founding, HINJ has compiled data on the economic impact on New Jersey of its member companies, and regularly publishes a report of the findings. This report has become a key reference point for policymakers in terms of reinforcing the vital importance of our industry to the state s economy. Mayors Committee on Life Sciences No group of individuals recognizes the life sciences significant local socioeconomic impact better than mayors. HINJ and We Work For Health New Jersey in 2010 partnered with the New Jersey State League of Municipalities to create the Mayors Committee on Life Sciences. The Mayors Committee works to educate mayors of municipalities with a life sciences presence about the economic impacts of these companies on their local economies. POLICY AND STRATEGY DEVELOPMENT As the life sciences key interface with New Jersey s state and federal policymakers, HINJ plays a major role presenting our industry s commitment to patients and innovation, which promotes a better understanding of the life sciences. Being a HINJ member ensures that member companies have a direct voice and a platform in this effort through the HINJ forums described below, which are comprised exclusively of peer companies.

4 Board of Trustees HINJ s governing body comprised of senior-level executives from each Sustaining Member company. The Board has overall responsibility for HINJ s strategic and policy agenda and operations. Government Affairs and Alliance Committee (GAAC) This committee of the Board of Trustees is responsible for developing and overseeing HINJ s policy and advocacy agenda, strategy and activities, which, due to HINJ s close ties with PhRMA and AdvaMed, often helps shape the industry s national policy and legislative priorities. Steering Committee Comprised of representatives of all HINJ member companies, this committee meets regularly and serves as HINJ s prime vetting body for state healthcare policy and economic development issues. Federal Legislative Affairs Committee (FLAC) Open to all HINJ member companies that have an interest in federal policy, this committee reviews and helps develop HINJ s federal policy agenda and oversees HINJ s activities in interacting with, and educating, one of the life sciences highest-priority Congressional delegations. THE HINJ MEMBER NETWORK HINJ members represent the leadership of our industry. HINJ membership brings with it this important network. It provides opportunities for frequent interaction and the ability to work together on a broad range of matters among a community of geographically proximate companies that share common interests and concerns. Opportunities to network abound, and it is commonplace for HINJ members to partner and support each other s community and philanthropic causes. Activities include: HINJ ACCOMPLISHMENTS As it has worked on multiple fronts throughout New Jersey and in Washington, DC since its 1997 founding, HINJ is proud of the many and varied accomplishments it has achieved on behalf of, and delivered to, its members as well as its other stakeholders. These accomplishments include: Policy Conducted a campaign to raise awareness of the practice of reusing single-use devices, and persuaded the New Jersey Department of Health to collect data on adverse events caused by these devices. Drafted legislation that was introduced in the New Jersey State Senate, which also was adopted by a national trade association as model legislation. (2007) Successfully responded to measures that would adversely impact life sciences companies, including an attempt by the State Legislature to tax repatriated corporate earnings (2007); a proposed expansion of wrongful death legislation in New Jersey (2008); and the New Jersey Attorney General s efforts to regulate industry marketing practices and interactions with physicians (2009). Successful in gaining clarification of rules regarding the taxation of foreign royalties. (2010) Assisted in gaining enactment of S1834, the Oral Cancer Parity bill. (2012) Introduced the concept of value-based benefit design to New Jersey lawmakers, resulting in the introduction of S1623 to establish a pilot program in the New Jersey state health benefits plan. (2012) Worked with New Jersey s United States Senators to sponsor the Safety Amendments to drug importation legislation considered by Congress. (Recurring) Programs Organized a day-long summit on Latino diabetes for more than 300 doctors and nurses. Program included U.S. Senator Robert Menendez and U.S. Surgeon General Richard Carmona. (2008) Sponsored a program on patient medication adherence featuring NEHI (a national health policy research organization) to highlight the economic and healthcare impact of non-compliance. (2012) HINJ Board of Trustees meetings Events with the Governor of New Jersey Various member-driven community and philanthropic events
