2 THE SCHEME FOR PLACEMENT AND PROTECTION SERVICES OF INDONESIA OVERSEAS WORKERS Refer to Act No. 39/24, there are 5 (five) scheme of Placement TKI, as follows; 1. PRIVATE TO PRIVATE Placement is facilitated by Private Company in both of Indonesia (PPTKIS) and Destination Countries (Agency). 2. PLACEMENT BY PERSONAL Working by themselves 3. GOVERNMENT TO GOVERNMENT (G TO G) Placement is facilitated by Government refer to MoU between Indonesia Government and Destination Countries, i.e.; South Korea, Japan 4. GOVERNMENT TO PRIVATE (G TO P) Placement facilitated by Indonesia Government with Private Company in Destination Countries, i.e.; Company in Penang (Malaysia). 5. COMPANY OWN INTERESTS Placement employment Indonesian Private Company working abroad for its own interest
3 THE SYSTEM FOR PLACEMENT AND PROTECTION SERVICES OF INDONESIA OVERSEAS WORKERS Refer to Act No. 39/24 Placement and Protection of TKI involve 13 stakeholders in both of Government or private institutions. It is realize that conditions will affect to the services, should be longer and difficult in coordination. In order to make it faster, easy and transparent, BNP2TKI has developed system which operated and integrated with almost 1.5 stakeholders private and government. 1. Services by system Refer to Act No. 39/24 concerning The Placement and Protection of Indonesia Overseas Workers (hereinafter referred to as TKI), The National Board for Placement and Protection of Indonesian Overseas Workers (hereinafter referred to as BNP2TKI) has developed 3 system in supporting services, i.e.; a) Information System for Jobs market overseas (JOBSINFO) b) Information System to facilitate placement from registration until departure process (SISKOTKLN) c) Information system to facilitate all TKI s complaint (CRISIS CENTER) through several media, i.e; Phone, Fax, , SMS, Letter and Direct Complaint.

Data Center THE SYSTEM FOR PLACEMENT AND PROTECTION SERVICES OF INDONESIA OVERSEAS WORKERS In supporting system goes well for almost 1.5 stakeholders, BNP2TKI has built Data Centre comply to TIA-942 tier 1 (Telecommunications Industry Association) and Wide Area Networking using Virtual Private Network and Public Internet powered by Indonesia Telecommunication Co. 3. We enhance the placement process faster and easier continuously, by integration with all placement stakeholders i.e.; a) Ministry Home Affairs by using Citizen ID (e-ktp) as Single ID for Indonesia Overseas workers data base; b) Indonesian Immigration by using Passport for verification, Real time schedule of Departure and Arrival of Indonesia Overseas Worker; c) Indonesia Representative at Taiwan, Hongkong, Malaysia, Singapore, Uni Emirate Arab and Saudi Arab for verification Demand Letter and Employment Contract; d) 3 Local Manpower Office (Province) and 3 Local Manpower Office (District) for Recruit and Registration based on electronic Citizen ID (e-ktp); e) 53 Employment Agencies (PPTKIS), 99 Health Check Institutions (SARKES), 44 Training Centers (BLKLN), 7 Competency Test Institutions (LSP) and 3 Insurance Consortiums; f) 4 BNP2TKI Rep. offices in both of province and district (BP3TKI/LP3TKI/P4TKI).

7 THE PLACEMENT SERVICE OF PROCESS STEPS 1. Employment Agency Indonesia (PPTKIS) & Agency Destination Country makes placements cooperation agreement, job order/demand letter as a condition for the recruitment of migrant workers. Consular or labor attaches to verify and endorsment job order/demand letter. 2. Job Order/Demand Letter as a condition of the permit deployment of migrant workers (SIP) by BNP2TKI 3. Issued permit recruitment of migrant workers by Labour Office Province 4. To disseminate information about job order, recruitment and selection of candidates by Labor Office Districts & PPTKIS, placement agreement between PPTKIS & candidates 5. Employment Agency & Candidates have document requirements 6. Candidates data entry through an Online System Resgistrasi by NIK based on database Citizen conducted by the Labor Office District
8 THE PLACEMENT SERVICE OF PROCESS STEPS 7. Candidates insurance included pre- placement by PPTKIS and then update data insurance to SISKOTKLN 8. Candidates shall pass medical checks at health facilities and given a Certificate of health, then update data health to SISKOTKLN 9. Candidates registered and training in Vocational Training Center for 1-2 months and then update data training to SISKOTKLN 1.Candidates take the test competence in Competency Test Institutions and given a certificate of competence, then update data sertificate to SISKOTKLN 11.Candidates their passport at the immigration office based on data from SISKOTKLN for passports issued, then update data pasport to SISKOTKLN 12.Candidates insurance included during & after placement by PPTKIS and then update data insurance to SISKOTKLN 13.Candidates documents requirement verified, following the end of departure briefing ( PAP ), issued ID Card (KTKLN) by BNP2TKI representative in the Province/District, and employment contract signing, then update data to SISKOTKLN 14.Candidates departure to country of destination and update data departure from database Imigration to SISKOTKLN
