1 MARYLAND STATE FIREMEN S ASSOCIATION Representing the Volunteer Fire, Rescue and Emergency Medical Services Personnel Report of First Vice President to the Executive Committee Cordova Maryland February 7 and 8, 2015 Sudlersville, Maryland Johnie F. Roth, Jr. First Vice President Treadway Road Brookeville, MD Home Cell Johnie.roth@bccrs.org President Keller, Second Vice President Davis, Chairman Abrecht, Members of the Executive Committee, MSFA Officers, MSFA Past Presidents, Ladies Auxiliary, Committee Chairpersons, Members and Guests, since the last MSFA Executive Committee report in December I have traveled over 7,104miles. My activities within the MSFA have taken me to: 9 County Association Meetings, 2 Executive Committee Meetings, 7 MSFA Committee Meetings, 3 Legislative Receptions, 6 Partner Meetings, 3 Funerals and1 LODD viewing, 2 Fire/Rescue Fundraisers, 3 Company Meetings, 7 Banquets, 7 Miscellaneous Meetings, 4 MIEMSS and other Conference Calls, 4 Miscellaneous Events, spent 7 days in Annapolis for 2015 General Assembly business, and 1 Polar Bear Plunge. A more detailed list of activities is attached to the end of this report. In my travels through the state, numerous County Association meetings expressed their concerns on losing 508 monies relating to the Fire Incident Reports to the MSFM in a timely fashion, the VCAF Loans and Grants, the MSFA/MFCA SAFER Grant timeline and distribution process (which is being worked on as this report is given), and continual concerns on the NEW National Registry EMT program, the testing procedure and burden of traveling long distances from their local jurisdictions, and question the pass/fail ratio. Additional concerns focused upon the Workman s Compensation Insurance issue regarding the cost, only one carrier will insure in Maryland and possible claims that without the insurance could bankrupt individual companies. It has been requested that the MSFA approach legislators in Annapolis on their behalf for possible legislation to rectify the situation. On a sad note the Maryland Fire Family lost longtime friend and Past President of the Eastern Shore Association Butch Britton and most recently Captain Erik Styeciak of West Friendship Volunteer Fire Department and Belair Volunteer Fire Company. My travels have taken me to many Association Meetings, banquets, and fundraisers throughout the state where I ve had the opportunity of networking and sharing their Maryland Hospitality. I have offered our support to our member companies and have listened to their needs, concerns, and expectations of the MSFA now and in the future. It has been a very busy fall season and everyone is busy in Annapolis with Governor Hogan and the 58 new members and their staffs. I attended both the MSFA and MFCA Legislative Receptions in Annapolis as well as the Montgomery County Volunteer Fire and Rescue Association Reception in
2 Bethesda. Legislators and staffs, fire and rescue leaderships, and MSFA partners very well represented at all three receptions. I was pleasantly surprised at the knowledge shown by the legislators of the volunteer fire and rescue services in Maryland such as the 508, Bessie Marshall Fund, and VCAF. I was equally surprised at all the positive support promised (without prompting) of these same elected officials. They all appear fresh from the elections and are looking for causes as well lending their support to us. Only time will tell. The first couple of weeks have been busy in Annapolis working with the MSFA Legislative Team on upcoming bills which will be reported on from the Legislative Chairman as well as meeting with old and new friends in the legislature. I continue to look forward to serving with President Keller, Second Vice President Davis and this great association. I have begun my preparations in unison with my LAMSFA partner Senior Vice President Darby Byrd for next year and will be preparing the next MSFA leaders and Committees for I continue to solicit New and Young members to take the plunge and sign up for MSFA Committees in the future as our future leaders. I will continue my pledge of support to MSFA President Dave Keller and LAMSFA President Ann Price-Davis, the MSFA Executive Committee, all MSFA Committees, and most importantly our Member Companies.
