Service prviders have fr many decades measured key perfrmance indicatrs fr their SS7 intercnnects with lng-distance r internatinal peratrs r peering partners. Such measurements are defined in ITU-T Recmmendatin E.411 "Internatinal Netwrk Management Operatinal Guidance" and E.422 "Quality f Service fr Outging Internatinal Calls" and include Answer Seize Rati [ASR], Pst Dial Delay [PDD] and Netwrk Efficiency Rati [NER]. 3 SIP Peering KPI s Page 3/12 Answer Seize Rati [ASR] is the cmmn measure fr call cmpletin but it discunts calls that are nt answered by the Callee. This is nt necessarily a netwrk fault but it des depress the success rate. Answer Seize Rati [ASR] is used as a measure f netwrk quality althugh the measurement als includes user behavir. In ther wrds, if the call was nt answered, the netwrk culd nt be faulted, althugh the ASR measurement wuld be reduced by the uncmpleted call, indicating lwer quality. Hwever, because fr a given hur within a day, unanswered calls wuld always represent the same percentage, frm day-t-day, this ffset wuld be nrmalized ut and carriers are able t mnitr the trend f ASR and treat it as a relative measurement Netwrk Efficiency Rati is a measurement that mre accurately shws calls succeeding and calls failing due t netwrk errrs. Netwrk Efficiency Rati was designed t eliminate the impact f user behavir n the measurement and better represent pure netwrk perfrmance. Netwrk Efficiency Rati [NER] is defined as: User Answers r Nrmal call clearing - Cause cde: 16 + User Busy - Cause cde: 17 + Ring N Answer - Cause cde: 18 & 19 + Terminal Rejects) - Cause cde: 21 NER = x 100 (Ttal # f Call Attempts i.e. IAM s) SIP is a mre flexible prtcl and has wider uses than simple call cntrl. Therefre, use cases differ widely and systems such as vic and call frwarding skew expected behavir fr answered calls Furthermre, SIP is a mre flexible prtcl and has wider range f respnse messages which can be used t specifically indicate certain types f failures frm either servers, netwrk devices r the mvement r absence r ther behavir f users. Accrdingly, IETF has defined KPI's equivalent t Answer Seize Rati and Netwrk Efficiency Rati. These are described under SIP End-t-End Perfrmance Metrics draft ietf-pml-sip-perf-metrics-04. The fate f a SIP call is determined by the Respnse t each Request fr each transactin within the SIP call. Fr example as abve, sessin establishment is determined by a successful utcme frm the call sessin establishment phase Similar t NER in SS7 ISUP, Sessin Establishment Effectiveness Rati (SEER) is SIP INVITES which successfully setup a vice call plus busy scenaris r VIP Phnes has been mved i.e. the netwrk has dne its jb Similar t NER in SS7 ISUP, SIP End-t-End Perfrmance Metrics als defines Sessin Establishment Effectiveness Rati (SEER) This metric is cmplimentary t SER, but is intended t exclude the ptential effects f the terminating UAS frm the metric and therefre mre clsely reflect the perfrmance f the netwrk. SEER is defined as the number f INVITE requests resulting in a 200 OK respnse and INVITE requests resulting in a 480, 486, r 600; t the ttal number f attempted INVITE requests less INVITE requests resulting in a 3XX, 401, 402, and 407 respnse. In rder t simplify the frmula, the fllwing variable a is used t summarize multiple SIP respnses a = 3XX, 401, 402, and 407 The SEER is calculated using the fllwing frmula: # f INVITE Requests w/ assciated 200 OK, 480, 486, r 600 SEER = x 100 (Ttal # f INVITE Requests) - (# f INVITE Requests w/ 'a' Respnse) All these KPIs fr bth SS7 ISUP and fr SIP are easily selected fr graphing with in IPTEGO's advanced service assurance mnitring platfrm, Palladin.
