1 ALBANIAN ROAD AUTHORITY TERMS OF REFERENCE FOR CONSULTANT PROJECT MANAGER RESULTS BASED ROAD MAINTENANCE AND SAFETY PROJECT 1. BACKGROUND The Republic of Albania has received a World Bank Loan to rehabilitate and maintain the existing networks of the countries road Infrastructures, Broadly this will be implemented through maintaining the roads under a 5 year Hybrid performance based maintenance contract The Client intends to engage a highly qualified consultant (individual expert) to provide services as a Project Manager. The successful candidate will work closely with the Client and other relevant stakeholders to ensure that RRMSP is managed efficiently and in compliance with the objectives of the Project Appraisal Document (PAD), the Project's Legal Agreement and Financing Agreement, and the Project Operating Manual also the contracts management Department has a strategic and highly visible role to play in the successful outcome of t h e Results-based Road Maintenance and Safety Project (RRMSP) There is a need to interact and liaise with a significant number of different directorates (internal) and also a number of other external bodies e.g. WB, contractors contractor/consultants etc. Creativity and initiative are therefore required to cope with such diverse demands, the project manager will have numerous tasks and activities, and to Interact with the contractor/consultants at the same time. The main challenge is to ensure that the contractor/consultants produce an acceptable quality of work within budget allowances and time. 2. GENERAL INFORMATION Directorate: Project Management Team Albanian Road Authority Individual Consultant Title: Project Manager, Results-based Road Maintenance and Safety Project The Consultant shall report to the Deputy Director General/Director of Contracts Management Department 3. POSITION IN ORGANISATION Immediate superior: Deputy Director General/Director of Contracts Management Department Titles of immediate subordinates: Project Officers x 2 (up to 4) 4. MAIN JOB PURPOSE To plan, monitor and control all project activities by components, in close cooperation with Ministry of Transport and Infrastructure and Albania Road Authority Departments (as described in the Project Operation Manual, or as instructed by D/DG of ARA). In addition, he/she will develop according to the project cycle and Procurement Plan, the
2 implementation of activities as per contract specifications, and in compliance with legal/regulatory framework of the Bank, to ensure that the works, goods and services are satisfactorily completed on time and within budget according to the contractual requirements 5. PRINCIPLE RESPONSIBILITIES The Project Manager will be responsible for the following duties: - Administration, supervision, monitoring and management of all activities included in the Results-based Road Maintenance and Safety Project; - Leading and managing of the Project Officers, including the monitoring of their performance; - ensure liaising with the relevant departments/beneficiaries (in the MoTI and ARA, and other institutions) regarding technical inputs to the Bidding Documents, Terms of Reference (TOR), Technical Specifications etc.; - leading and cooperating with the Procurement Officer in preparing Bidding Documents (technical specifications) and Requests for Proposals (terms of references), as well as revision of technical documents and drawings; - Ensuring the Reporting mechanisms and documentation Systems are in place, including the drafting reports PMT reports to the Bank and his superiors: Cost, Time, Resources, and Scope (including Performance related measures, Quality, HSE & environmental). - After initial checking by Project Officers, the Projects Manager is to submit to the Project Director for approval, certified and completed works, delivered goods and consultant services, including any cost and time changes, as well as the respective taking over. - Approval of Certification by the International Monitoring Consultant, to be checked by Project Officers and Manager. Authorization for Payment then issued by the Project Director and Chief Accountant, to the Bank. - Checking content and issuing copies of progress reports prepared by the International Supervision Consultant, to the relevant Beneficiary Institutions and to the Bank. - Preparing the all PMT Reports (Quarterly,, at the midterm and completion) - Ensuring with Procurement and Financial Officers Reporting mechanisms (as reflected in the POM) in accordance with DLI and Loan Agreement between World Bank and GoA 6. DURATION AND LOCATION It is expected that the period over which the consultant shall provide the Services will be 60 months, based on the performance assessment made by the Employer every 12 months, and the Consultant should be available to commence late Oct early Nov, The consultant should be available to provide services for at least 8 hours each day, Monday to Friday, for a minimum period of 40 hours per week. Subject to notice being provided, the Consultant may take up to 4 weeks leave each year, but remuneration will not be paid during any period of leave.
3 7. REPORTING REQUIREMENTS The Consultant will provide Monthly Progress Reports, within 10 (ten) days after the end of month for which the report is refers. The report should contain at least: (i) the status of progress, problems encountered, corrective actions needed, rationale for actions; and (ii) current costs of each Program s components and estimated costs of completion. The Consultant shall prepare ad-hoc reports on any major project issues raised during Project implementation, at the Client or Bank's request. Deadline for submission of such report will be defined within the request. 8. SERVICES TO BE PROVIDED BY THE CLIENT The Client will be responsible for provision of the following: Fully equipped office space, with access to Internet, local telephone line, printing, photocopying and document binding; Access to necessary documents (current contract management systems and procedures; specific contracts for road works, etc.). Where the Consultant is required to travel, to site or e ls e w h e re in accordance with the Client s instruction, transportation costs will be borne by the Client. 9. MANAGEMENT RESPONSIBILITIES a. No. of direct reports: 2 Projects Officers b. Total No. of staff for which responsible: 2-4 d. Planning of Work: The incumbent is directly responsible for organizing and planning the work of the Project Officers and to be responsible for management of all aspects of the project ensuring he/she Lead and motivate the project team, Manage Internal human relationships, Ensuring and Maintaining quality control is structured and governed by consultants/contractors e. Assessment of Work: Direct responsibility for the ongoing assessment of the work of staff assigned to the consultant. f. Budget: Responsible for ensuring that activities and objectives are accomplished within the approved budget and financial reports g. Management Information Systems, Hold staff meetings and project reviews with project officers, Monitor and control actual vs. plan, Submit periodic reports to top management, Maintain project files e. Objective and Plans Define and clarify objectives and specifications, Review, define and approve all changes in plans and scope, Approve technical design decisions through the necessary channels.

KNOWLEDGE, EXPERIENCE, SKILLS AND COMPETENCIES a) Educational qualifications: A university degree in Civil Engineering b) Area of professional expertise: Road Transportation Infrastructure c) Years of experience: Minimum of 5years in Road Construction/and Project(s) Management Maintenance; past experience with the WB financed Projects would be an asset; d) Additional qualifications and training: Project/Contracts Management, Management e) Required skills and competencies: Skills/Competencies Critical Required Desirable Technical Supervision, Construction good knowledge and command of Contract management and administration, as well a project management PMP would be an advantage Design Good command In English language Computer skills: Word, Excel, scheduling tools (eg: MS Project or similar)
