1 How to use your new card Tomorrow s Queensland: strong, green, smart, healthy and fair

2 Safer, stronger cards for Queenslanders The Queensland Government has used the latest technology to make new Queensland Driver Licences, Industry Authorities, Marine Licence Indicators and Adult Proof of Age Cards more secure, more reliable and more durable. The laminate cards currently in use across Queensland have been in existence for almost a quarter of a century and are in need of an overhaul. They have become increasingly vulnerable to tampering and fraud and need to be replaced with more secure technology. Improved security Numerous technological and visual security features including holograms, special inks and watermarks make the cards extremely difficult to duplicate or tamper with and mean it s easier to identify forgeries, providing cardholders with increased protection against identity theft. This technology is being adopted all over the world and is being successfully used in: Australian passports credit cards such as those issued by most large financial institutions. In the future, this technology will assist you to perform more online transactions with the Department of Transport and Main Roads. PIN and shared secret protection If you provided a Personal Identification Number (PIN) or shared secrets when you applied for your card, these will be encrypted and securely stored on the card s chip. Your shared secrets and their responses will also be securely stored by Transport and Main Roads. Make sure you keep your information secure only you should know your PIN and shared secrets. Your shared secrets are the answers you gave to two questions when you applied for your card. Remember: keep your card secure at all times do not keep a record of your PIN or shared secrets do not tell anyone your PIN or shared secrets do not allow anyone to use your PIN or shared secrets. 2

3 Your PIN Your PIN allows you to control access to your personal information stored on the card s chip. This may include your name, address, date of birth, gender, height and eye colour. Keep your PIN and card secure at all times. If you have forgotten your PIN or you believe it has become known to someone else, you can change it by visiting a licence issuing centre with your card. Shared secrets Your shared secrets are the answers to two questions you provided when you applied for your card. In the future, your shared secrets will allow you to transact online with Transport and Main Roads. Any subsequent cards you apply for will have this information. Change of name and address requirements If you hold a driver licence, industry authority or a marine licence, you are required to notify Transport and Main Roads of a change to your name or address within 14 days. Penalties may apply if you fail to do so. You may also choose to advise Transport and Main Roads of a change of name or address on your Adult Proof of Age Card, if you wish. Card care Check the details printed on your card are correct. If they are not correct you will need to visit a licence issuing centre to apply for a replacement. To maximise the life of your card, you should: keep it flat, and not try to bend or fold it keep it in your wallet, or business card holder not deform it by cutting or hitting it not soak it in any liquid not expose it to temperatures above 70 C, or direct sunshine for more than four hours. Inappropriate handling of your card may affect its usability, and you may be required to pay for a replacement. Damaged, faulty, lost or stolen cards If your card is damaged, faulty, lost or stolen, you will need to visit a licence issuing centre to apply for a replacement. You will need to complete a replacement card form and a fee may be applicable. To change your name you will need to visit a licence issuing centre and you will be issued with a new card. To update your address you can go online, call or visit a licence issuing centre. A change of address label will be sent to your new address for each card you hold with instructions on how and where to place the label on your card. Your card s chip can be updated with your new address details when you next visit a licence issuing centre. 4

4 Privacy and security The Queensland Government is committed to ensuring the privacy, accuracy and security of your personal information, digital photo and signature in accordance with the Information Privacy Act 2009, transport legislation and the Adult Proof of Age Card Act However, it is important for you to remember that your first and best defence against fraud or misuse of your card or personal information is to protect it and the security of your PIN and shared secrets. If you do not want anyone else to access your information, make sure you do not give anyone your card and do not use your PIN to release your personal information. If you suspect someone has misused or accessed the information on your card s chip without your consent, contact Transport and Main Roads on or visit You are required to give your Driver Licence, Marine Licence Indicator or Industry Authority card to a Police Officer, Transport Inspector or Shipping Inspector when asked to. They will use special card readers to view the information stored on your card s chip, including your personal, licence and authority information. 6

5 Collecting personal information In accordance with the Information Privacy Act 2009, the Queensland Government will only collect personal information that is relevant and necessary for the purpose for which it is required. The relevant transport legislation and the Adult Proof of Age Card Act 2008 allows for the taking, keeping and use of your personal information for particular purposes. Personal information collected by Transport and Main Roads may include your name, address, age and any relevant physical characteristics, such as height or eye colour. Personal information includes your digital photo and signature. The Police Powers and Responsibilities Act 2000 and relevant transport legislation allow for the release of a digital photo to a Police Officer for investigating and enforcing transport offences. Access to your digital photo for investigating, prosecuting and enforcing the criminal law will be in accordance with the Police Powers and Responsibilities Act An application must be made to a Justice of the Peace (qualified) or a Justice of the Peace (magistrates court) for an Access Approval Order before your digital photo is released. A Police Officer may also access your digital photo in an emergency if it is suspected that there is an actual or imminent serious risk to a person s life or health or to public health or safety, and access to the photo is reasonably likely to reduce that risk. A Post-Access Approval Order from a Justice of the Peace (qualified) or a Justice of the Peace (magistrates court) is required in this case. How the Queensland Government will keep your information safe Strict security protocols Strict checks using facial image verification, together with standard evidence of identity procedures, will be employed to confirm your identity before a card is issued. Secure distribution Your card will be produced and distributed from a secure location to ensure a high level of security and protection of your information. Public key infrastructure (PKI) technology Public key infrastructure is a technology (including digital certificates) that will be used to authenticate or identify you to Transport and Main Roads. Each card uses different digital certificates to ensure a breach of one card does not result in the breach of other cards, or the whole system. A person or business relying on a digital certificate may enquire with Transport and Main Roads as to whether your digital certificate is current. Transport and Main Roads may provide for a digital certificate to be checked through an online certificate status protocol service, or may publish a list of revoked digital certificates. Police cannot search the digital photo database by date of birth, ethnicity, physical description or using facial recognition technology. 8

6 Strict protocols for information management Legislation sets out stringent guidelines for the storage, use and release of digital photos, signatures and other information. Transport and Main Roads observes the obligations imposed by legislation in delivering customer service. If you are asked to hand your card over for use by a business, make sure you are aware and comfortable with what they may use it for before doing so. The Queensland Government is not responsible for any use of a Queensland Driver Licence, Industry Authority, Marine Licence Indicator and Adult Proof of Age Card for any purpose other than that for which it was issued.
