1 The instructional technology plan survey is designed to allow districts the opportunity to compile all data related to their technology planning and needs in one location. The data collected in the survey may be used as the basis for funding opportunities and will satisfy the New York State Education Department s requirement that school districts submit technology plans per Part of the Commissioner s Regulations. The regulation states: To be eligible for aid for instructional computer hardware and technology equipment expenses pursuant to Education Law, section 753, school district shall develop and maintain a plan, in a format prescribed by the commissioner, for the use of the instructional computer technology equipment ( This document contains the DRAFT Instructional Technology Plan survey questions. These questions should be considered draft until the NYSED officially releases the questions and the online collection tool. The questions are being shared to provide an opportunity to review. 3 B. Instructional Technology Vision and Goals 1. Please provide the district mission statement. The Salmon River Central School District values academic achievement, cultural diversity and celebrates individuality within a safe, supportive learning environment. The Salmon River Central School District will use technology to enable all staff, students and the community to successfully implement our mission. Response is limited to 100 words. 2. Please provide the executive summary of the instructional technology plan, including vision and goals. Summary - Introduction: The Salmon River Central School District is committed to preparing our students to be college and career ready by equipping them with the technological skills necessary to make wise decisions, to work productively and to compete at a global level. We are committed to providing students with meaningful and authentic opportunities to access and critically analyze information, to develop and showcase higher order thinking skills, and to be creative and collaborative problem solvers. Computer and information technology have transformed the way the world learns, communicates and conducts business. This change requires the SRCSD to continually assess the ways in which we educate our students, but also creates challenges that affect district policies and planning for replacement of equipment. Vision: The SRCSD technology plan supports the teaching and learning process required of a 21 st century school, and therefore supports the belief that effective use of technology supports the development of 21 st century skills such as flexibility, adaptability, critical thinking, problem solving and collaboration. We believe that technology is a tool to address the learning needs of all students. Goals: To support administrators and teachers to implement technology in ways that will prepare students for college and career readiness. 3

4 To facilitate the integration of technology into the K-12 curriculum, with a primary focus on Project Based Learning and STEM initiatives. To support administrators and staff in learning, implementing, and promoting professional practices that model 21 st century skills. To collaborate with all stakeholders, while maintaining fiscal responsibility to sustain the necessary growth of the infrastructure and progressive technological needs of the district. 3. Please summarize the planning process used to develop the instructional technology plan. Please include the stakeholder groups participating and the outcomes of the instructional technology plan development meetings. The Technology Committee will convene on a regular basis (at least quarterly) to collaborate about the technology needs and to monitor implementation of the current technology plan. Stakeholders from the District include representatives from instructional technology, instructional support, administration, directors of instruction and special education, library media specialists, teachers and input from community members. 12/16/14 Director of Instruction and Middle school principal and staff presented a plan for digital citizenship for the use of technology for students; free curriculum available for all grades. Will plan to incorporate for middle school for next year. Reported to the public at Board of Ed Meeting. Devices - based upon the needs assessment and district inventory, more devices need to be purchased to reach the goal of 10:1 (devices to students) for this year, 5:1 for next year, and continue to a goal of 1:1by year 3. Professional Development - based on the needs assessment, the majority of teachers do not feel confident to integrate STEM/PBL applications and the use of digital devices such as Ipads and chromebooks. Staffing - the Salmon River Elementary building does not have a staff member devoted to instructional technology,as do the other buildings in the district. Professional development is provided by a variety of staff with pockets of expertise, after school hours. C. Technology and Infrastructure Inventory 1. The District continues to seek effective means to support meaningful integration of technology into the curriculum to complement all teaching and learning, especially in our STEM and Project Based Learning initiatives. Because of the expected influx of digital devices such as IPADs and laptops, the professional development needs of teachers has increased. Funding and access to specialized PD to help teachers to integrate technology to support higher student engagement and research is a priority. Assistance with managing student devices and implementation of assistive technology to improve individualized learning for students with disabilities is also a priority. Funding and training are currently being sought through and agreement with our QZAB funding educational partner, A+ Educators. 11. What are the district's plans to use digital connectivity and technology to improve teaching and learning? The district will use digital connectivity and technology to improve teaching and learning by: Teachers and administrators will utilize My Learning Plan, EDoctrina, and Schooltool Premier for creation of SLOs and the teacher evaluation process. These software products allow teachers to set student goals based on readily available student assessment data, to reflect on their teaching practice based on observation and evaluation data, and to create on goals for themselves and their professional development based on the data and reflection. Teachers will attend trainings (Flipped and blended classrooms, Project Based Learning, Edmodo, blackboard and Schoology demonstrations, library media databases) to learn to integrate more technology into their classrooms and to design more student centered/inquiry based, 21st century learning environments. These environments will encourage students to use technology (computers, laptops, tablets/ipads, ebooks, databases) authentically, on a regular basis, to complete research using reliable resources, to record the pertinent information, and to create presentations to showcase and share their projects or work with appropriate audiences. All students with disabilities in the Salmon River Central District have equitable access to technology in both the general education setting as well as special education settings. All classrooms have access to computer labs, each has a bank of desktop computers within their classrooms, and all classrooms have access to ipad and laptop portable carts. The Director of Special Education works with building principals and the Director of Instruction to ensure equal access to programs, texts, assessments and materials (as well as adapted materials) for students and professional development for special education teachers. 15 Director also works with related service providers, private contractors and the technology department to meet the assistive technology needs of the students with disabilities. Assistive technology needs of both CSE and CPSE students in the district are managed and supported by the Director of Special Education, who oversees the specific individual needs, as noted on individual IEPs of students with disabilities. The Director networks with all available resources to provide the necessary assistive devices, as well as maintenance for the devices, in order to ensure access to and participation in the general curriculum. Resources include related service providers, private contractors of such services, the district s technology department, as well as BOCES and NERIC services. In this section please describe how the district plans to increase student and teacher access to technology in school, at home, and in the community. The District is committed to increasing student and teacher access to technology in school, at home and in the community. In addition to upgrading the computers in the existing labs and classrooms, the district is working to purchase more devices for student and staff use currently through an installment plan and a literacy grant. Wifi is available in all school buidlings. A combination of Chrome books and IPADS/tablets will be available for students in all grade levels via mobile carts, with the ratio of devices to students being at least 1:5 by the end of the school year. The district will begin to explore policies and procedures to allow student use of devices for use at home. Teacher are able to borrow laptops for professional development use during the school year and also the summer. The Board of Education recently approved adding programs for after school and opening the school during evening hours for more community use. Some examples will 22

The SRCSD technology committee will meet at least twice annually to discuss collected data and feedback from staff, administrators, students and community related to the technology plan and technology needs of the district. The timeline in the plan specifies February and Summer/Fall for these evaluation meetings. Data and feedback will be directly related to needs surveys, PD evaluations, verbal and written requests, teacher evaluation data related to technology use, as well as data from the September on-site analysis of technology use collected by our QZAB partner, A+ Educators. The information will be reviewed and discussed, and prioritized,as needed. Agreed upon additions and revisions to the plan will be documented and implemented with a timeline for each action.
