San Francisco Public Library Preliminary Security Resources Analysis Project Team Randle McClure, Celeste Berg & Sarah Swanbeck City Performance Unit, February 6, 014
Project Overview Security Resources Analysis: Key Questions Do existing resources at the Main and the branches meet the Library s security needs? What approaches can the Library take to accurately and consistently track security incidents? What strategies can the Library employ to better meet security demands at the Main and branches?
SFPL Security: Current Initiatives Launched Incident Tracker software, January 014 Formation of a Security Committee in progress Redistricting SFPD boundaries in collaboration with the Mayor s Office Agreement with SFPD to complement current security coverage 3
Stakeholder Outreach Security guard interviews Interview with Sergeant Hamilton Focus groups with Main and branch librarians Focus group with Council of Neighborhood Libraries Interview with Leah Esguerra, DPH Social Worker Meetings with senior management 4
Finding 1: The Library Can Enhance Its Incident Tracking Methodology The Library can improve its collection, tracking and analysis of incident data to more effectively deploy security strategies. RECOMMENDATION: The Library should devote resources toward a full time data analyst that will monitor data collection and data quality, maintain a comprehensive incident database, and conduct complex analysis on incident trends. This analyst could provide support to other SFPL initiatives, as needed. 5
Data Trend: Serious Incidents are Concentrated in the Afternoon Main Library: Incidents by Time of Day* Time 8am 9am 10am 11am 1pm 1pm pm 3pm 4pm 5pm 6pm 7pm 8pm Hourly Percentage 1% % 6% 6% 10% 10% 19% 0% 14% 8% 3% % 1% Branch Libraries: Incidents by Time of Day* 53% Note: Due to rounding, numbers do not add to exactly 100% Time 8am 9am 10am 11am 1pm 1pm pm 3pm 4pm 5pm 6pm 7pm 8pm Hourly Percentage 1% 3% 6% 8% 7% 1% 1% 13% 15% 11% 6% 4% 4% 40% Note: Due to rounding, numbers do not add to exactly 100% *Incident data represents all incident reports filed reporting a time in FY13. 6
# of Guards Incident Level Finding : Daily Security Staffing Patterns Could Better Match Incident Concentration (Example Set: Tuesday-Thursday) 10 Average Staffing and Incident Levels by Hour am 6am 7am 8am 9am 10am 11am 1pm 1pm pm 3pm 4pm 5pm 6pm 7pm 8pm 9pm 0 Incidents Staffing 7
Calculating Security Guard Availability Library Security Guard: Net Available Work Hours Average Annual Hours Total Annual Hours per FTE Average Paid and Unpaid Leave Average Training (447)X (40)X Total Annual Unavailable Hours (487) Annual Net Available Work Hours Security guards are available, on average, 76.7% of maximum available time. 8
# of Guards Incident Level Adjusted Security Guard Availability (Example Data Set: Tuesday-Thursday) 10 Average Staffing and Incident Levels by Hour am 6am 7am 8am 9am 10am 11am 1pm 1pm pm 3pm 4pm 5pm 6pm 7pm 8pm 9pm Incidents Staffing With Leave 0 9
Finding 3: The Library Requires Additional Security Staff to Meet Coverage Needs Data trends exhibit security guard overstaffing in the mornings and understaffing in the afternoons Library security often falls short of full coverage because of guard availability and issues with filling positions Scenario 1 (Current Actuals) Scenario (FY15 Proposed Budget) Scenario 3 (Strategic Coverage) Scenario 4 (Ideal Coverage) FTEs 16.5 FTEs FTEs (9 TEANs) 1.8 FTEs.75 FTEs Roughly 19 FTE ( TEANs) equivalents 0 TEANs Personnel supervisors supervisors supervisors supervisors FTEs 19.5 FTEs 1 FTEs 3.8 FTEs 10
Recommendation: Strategic Staffing Plan 1 Scenario 3: Strategic Coverage Post Preferred Coverage Branches 4 Floors 3 Gate 1 Office 1 Exterior Total am-1pm 1pm-pm pm-5pm 5pm-8pm Gate/Office/Exterior Branch Floors 11
Further Strategic Initiatives Provide targeted resources to hot spot areas such as the restrooms and the express internet stations. Supplement Library security through further partnerships with SFPD and other community security resources. Continue to demonstrate an ongoing commitment to training in incident reporting protocol and improved communication between Library staff and security guards. 1
Summary of Findings 1. The Library can enhance its incident tracking methodology. Recommendation: Full-time data analyst to collect, track and analyze security data.. Daily security staffing patterns could better match serious incident concentration. 3. The Library requires additional security staff to meet coverage needs. Recommendation: Strategic Staffing Plan Targeted security guard deployment across time and location Additional security guard resources Continued partnerships with security resources in the community 13
