2 Tri-City Regional Fire & EMS School Dinwiddie Middle School March 14-16, 2015 The Virginia Department of Fire Programs and the Namozine Volunteer Fire and EMS Department, Inc will conduct the 6 th Annual Regional Fire and EMS School on March 14-16, All but the HTR classes will be held on March 14-15, Registration Fee A $40.00 NON-REFUNDABLE registration fee is required to register for the Tri-City Regional Fire & EMS School. This registration fee covers school cost and the steak/shrimp feast on Saturday night (March 14 th ). Applications that have incorrect checks will be returned. Make checks payable to the Namozine Volunteer Fire and EMS. Registration Open registration will begin on January 26, Registrations will be taken online on the Fire Record Training System (FSTRS) on a first come, first served basis starting January 26 th. Paper registration forms will also be accepted after that date. Registration fees are due to VDFP within 30 days of online registration or accompanying the paper registration form. Registration and fees shall be submitted by COB February 27, Check In and Opening Ceremonies All students must check-in at the Dinwiddie County Middle School between 7:15 AM and 8:00 AM on March 14, Registration and opening exercises will begin promptly at 8:00 AM in the Auditorium. Classroom assignments will be provided at the conclusion of the opening exercises. The Saturday evening dinner will be held at the Old Town Civic Center which is located at 136 River Street, Petersburg. The food, drink, and fellowship will begin around 5:45 p.m. Door prizes will be given away. Please make sure to attend this enjoyable event. Books Books will be provided for registered participants. Directions: From the north take I-95 south to I-85. Take I-85 south to Exit 53. When you come off the ramp you will go right for approximately 1 mile to the intersection of Route 1. You will turn left and go approximately ¾ miles and turn right on Courthouse Road. The Dinwiddie Middle School is approximately 5 miles down Courthouse Road on the left. From the south take I-85 north to Exit 53. When you come off the ramp you will turn left and go approximately 1 mile to the intersection of Route 1. You will turn left and go approximately ¾ miles and turn right on Courthouse Road. The Dinwiddie Middle School is approximately 5 miles down Courthouse Road on the left.

4 Class offerings Supported by the Virginia Department of Fire Programs HTR Introduction to Technical Rescue, Module II March 14 th through 16 th Description: Module 2 is a 24-hour introductory classroom and practical course addressing the job performance requirements of NFPA This course will require basic rescue skills in the low and high angle environments to include site operations; establishment of landing zones for helicopter operations; victim management; rope, knots, and anchoring systems. This course is designed for personnel who will actually serve on or in support of a technical rescue incident. Students will receive a VDFP Certificate of Successful completion of Modules 1 and 2 are required prior to Module 3. Students must be 18 years of age and have completed a VDFP approved Hazardous Materials Awareness training program prior to attending. Prerequisites: Student must be minimum 18 years of age. Student must be a member in good standing with a recognized fire, EMS, or public safety agency/department to apply to attend. Student shall be psychologically, physically, and medically capable to perform assigned duties and functions at technical search and rescue incident and to perform training exercises in accordance with NFPA-1500 Standard on Fire Department Occupational Safety and Health Programs, Chapter 10 Medical and Physical Requirements. Student must have completed recognized Hazardous Materials Operations course. Equip. Req: Full turnout gear, secondary eye protection Hours: 24 Standard/Reg: NFPA 1006 HTR Confine Space, Level II March 14 th through 16 th Course Description: This program meets or exceeds the requirements for NFPA 1006 Standard for Technical RescuerProfessional Qualifications, Chapter 7, Level II. The student will learn to perform at the Technician Level as specified in NFPA 1670, Standard on Operations and Training for Technical Search and Rescue Incidents, Chapter 7. This 24 hour program includes classroom and practical training coordinating, performing and supervising complex confined space rescue operations. Topics include hazard identification, equipment usage, confined space pre-planning, incident action plan development and implementation, complex rescue considerations, corrective measures for controlling hazards and advanced rescue techniques. Students will receive a VDFP Certificate of Attendance upon successful completion of the program. In order to receive certification to the NFPA 1006 as a Confined Space Rescuer Level II, students will need to successfully pass written and skills testing separate from this program. Prerequisites: Students must be 18 years old; student must have completed ITR Module I & II, Rope, Level I and Confine Space Level I. Student must be in good standing with a recognized fire, EMS or emergency services agency/department. Equipment: NFPA rated fire helment or technical rescue helmet, steel toed boots, gloves, eye protection and minimum long pants/long sleeve shirt with elbow/knee pads. Optional long sleeve coveralls with elbow/knee pads or USAR turn out gear. Student will also have to supply SCBA and face piece with spare cylinder. Hours 24
5 NFA Decision Making for the Initial Company Operations Description: Decision Making for Initial Company Operations is designed to develop the decision making skills needed by Company Officers (COs) to accomplish assigned tactics at structure fires. All activities and scenarios used in this course are based on structure fires. As a Company Officer (CO) with the real possibility of being the first to arrive at an incident, the CO s initial decisions will have an impact throughout the entire incident. It is vital that they be able to make good management decisions that have a favorable impact on the eventual outcome. In addition to a possible role as the initial Incident Commander (IC), the CO may well be assigned a subordinate position within the ICS organization. COs need to have a clear understanding of the system, the position they are assigned, and their role in the organization if they are to function effectively and help make the system work. Target Audience: Line fire officers, unit commanders, or program supervisors; Fire or rescue personnel due for promotion/appointment to officer rank or supervisory position within 6 months; Training officers, staff, or administrative officers of fire and rescue organizations. Prerequisites: IS-100, IS-200, and IS-700. Please attach copies of all certificates with your application if not listed on your FSTRS student transcript. Students must be minimum of 18 years old or Certified Junior Firefighter. Equip. Req: None Books: Books will provided at the school at the time of registration. Special Note: This is not a certification course. Students will receive VDFP training hours and a National Fire Academy Certificate of Training. Mayday! Firefighter Down Description: A course designed for all members of the fire service from the Chief to the newest member. The mission of this class is to provide training for every member of the team to survive the worst event on the fireground using self-rescue techniques. The following subjects will be covered; two-in/two-out, selfrescue, flashover recognition, building construction for firefighter safety, firefighter accountability and other safe fire ground skills. Prerequisites: Firefighter Level I and Hazardous Materials Operations Equip. Req: Students must bring PPE, SCBA, and spare bottle to class. Special Note:. This is a physically demanding course. This is not a certification course. Students will receive training hours and a Certificate of Basic Pump Operations Description: A course designed for new operators with emphasis on hands-on operation of pumpers at draft and from hydrants, and relay operations. Prerequisites: EVOC, Class III Equip. Req: Personal Protective Clothing Books: Student manual available from VDFP Bookstore
6 Propane Emergencies Awareness and Operations Description: A course designed to review the properties of liquefied petroleum gas, its use, storage, and response to emergencies. Various containers, construction, distribution devices and different transportation hazards will be addressed through lecture and case studies. Exercises and skill stations using assorted L.P. Gas props throughout the class will conclude with live fire training. Prerequisites: Firefighter Level I Equip. Req: Full PPE and SCBA with a spare bottle. Special Note: The practical evolutions are very labor intensive and require a high degree of physical fitness. This is not a certification course. Students will receive training hours and a Certificate of VFMA Certified Forensic Fire Investigator Module IV Photography Description: Certified Forensic Fire Investigator; a multi module course designed for the individual assigned investigation responsibilities with a local Fire Marshal or law enforcement agency. Module IV Photography, a 2 day 16 hr. course that will lead the fire investigator into new techniques to photograph the fire scene. Classroom as well as practicals will be utilized. Please bring duty camera with flash to class. Prerequisites: Must have completed Fire Investigator School (1033, with the individual still assigned the responsibility of fire investigations within their local jurisdiction, or full time law enforcement officer.) Equip. Req: Camera with flash must be provided by each student. Standard/Reg: Based on NFPA 921 Special Note: Recertification credit will be provided for those that have NFPA-1033 certification. Emergency Vehicle Operations Train-the-Trainer Description: A 16 hour course to teach those interested in presenting the VDFP EVOC program throughout the Commonwealth. The candidate will be provided classroom presentation on the key points of delivery and will be required to conduct teach back on parts of the EVOC program. Candidates will be provided proper practical skill set up and will be required to set several courses up for evaluation by the trainer. Prerequisites: Fire Instructor I, EVOC Levels I-III. Candidates will need to schedule and successful pass the pre-test from the Division office by the deadline for registration. The test will be a 25 questions which are taken from the EVOC program. Pass rate will be 70 percent. Equip. Req: Safety footwear, long pants and ANSI Class III vest.
7 Supported by the Virginia Department of Emergency Medical Services Vehicle Rescue, Awareness and Operations Description This class is part of a program offered through a partnership between the Office of Emergency Medical Services (OEMS), the Virginia Department of Fire Programs (VDFP), and the Virginia Association of Volunteer Rescue Squads (VAVRS). Participants who complete this course will receive a certificate of completion that will be recognized by VDFP, OEMS, and VAVRS. The Vehicle Rescue Course approaches extrication as a 12 step systematic process. This course will take participants through all 12 phases, beginning with awareness to the equipment necessary to complete safe extrication all the way through hands on practical to help develop the skills necessary for vehicle rescue. Prerequisites: Student must be minimum 18 years of age. Equip. Req: Full personal protection equipment to include helmet, coat, pants, gloves and primary eye protection. Standard/Reg: Supported by the Virginia Department of Emergency Management Search and Rescue First Responder 16 Hours This course is designed for law enforcement and emergency services personnel who are the first responders to a search and rescue incident. The intent of the course is to provide enough tools to adequately evaluate an incident and to take appropriate initial actions. The basics of search planning and tactical operations are presented. Specialized resources and their appropriate use are discussed. What actions and next steps should be anticipated. Integration and availability of assistance through the Virginia Search and Rescue System. Prerequisites: Minimum 18 years old. Equip. Req: Participates should have footwear suitable for walking long distances over various types of terrain Clothing should be suitable for classroom and outdoors activities.
