1 NORWIN SCHOOL DISTRICT JOB DESCRIPTION JOB ANALYSIS Under the direction of the Assistant Superintendent of Elementary Education, and in cooperation with the Superintendent and other Administrators, the Director of Special Education and Student Services shall assist the Superintendent in providing leadership, vision and strategic direction for curriculum, instruction, assessment, school improvement initiatives, and professional development of principals and professional staff. The ultimate goal of the shall be to develop, achieve, and maintain the best possible educational programs and services for students with across-the-board consistency and continuity when meeting individual student needs and enhancing programs and services. The shall plan, organize, and direct the overall functioning and management of the Special Education and Student Services Department, and collaborate and provide support to administrative and professional staff in meeting identified instructional goals of the District. The Director shall coordinate the efforts and focus of all offices and ancillary services within the Special Education and Student Services Department. The Director shall maintain close communication with administrative and professional staff to reduce fragmentation of efforts and to maximize coordinated efforts, and shall organize and/or work with respective Assistant Superintendents and other District administrators in preparation for their monthly meeting agendas. This position directs special education programs, guidance services, psychological services, and student services. The Director shall provide administrative support to elementary and secondary principals and assistant superintendents with strong emphasis on special education procedural safeguards and technical assistance related to the Federal Individuals with Disabilities Education Act (IDEA) and the Pennsylvania School Code namely Chapter 14 (Special Education Services and Programs), Chapter 15/Section 504 Service Agreements (Protected Handicapped Students), and Chapter 16 (Special Education for Gifted Students). ESSENTIAL FUNCTIONS Special Education 1. Acts as a liaison for the Superintendent and the Assistant Superintendents regarding issues of concern related to Special Education and Student Services. 2. Coordinates District special education programs in accordance with Board policy, goals, and objectives; Department of Education rules and regulations; and federal laws and regulations. Develops long and short-range special

Collaborates with staff to ensure the appropriate inclusion of special education students in all subject classes, school programs, and activities. Assists in planning and implementing programs that support alignment of learning standards with effective special education teaching practices. 3. Articulates and implements a clear vision for moving special education students on a service continuum from the least restrictive environment (LRE) to inclusion in regular education classes. 4. Coordinates and supervises services provided to students identified as eligible for special education. Oversees the development and implementation of individual education plans (IEPs) and monitors compliance with all state and federal regulations. 5. Monitors the placement of students in off-site special education programs. Acts as LEA at individual education plan (IEP) meetings for students eligible for special education whose services are provided by public or private schools. Engages in ongoing program planning in order to develop on-site classrooms designed to meet the needs of students previously placed in more restrictive settings. 6. Supervises and coordinates ACCESS reimbursement for Medicaid eligible students who receive services through their individual educational plans (IEPs). 7. Monitors students needs for assistive technology required for access to the general curriculum. Provides required assistive technology and training for staff and students. 8. Assists in implementation of Chapter 14 regulations and orders of the court, including but not limited to, coordination of the development of individual education plans for students referred for Chapter 14 services. 9. Monitors the development and coordination of curriculum goals and objectives in order to provide special needs students access to the general curriculum. Coordinates distribution of instructional materials for District special education programs. 10. Coordinates Autism Support, Life Skills Support, Visually Impaired Services, and Emotional Support programs, including students transitioning into and out of the program. Ensures appropriate use of a social skills curriculum and behavior management strategies. 11. Coordinates special education services for Alternative Education. 12. Monitors compliance with special education discipline including Manifestation Determinations and suspensions. 13. Assists in completing the contingency fund application to Pennsylvania Department of Education for extraordinary special education expenses resulting in potential recoupment of expenditures. 14. Monitors Pennsylvania System of State Assessment and Pennsylvania Alternative Assessment testing accommodations for special education students.

3 JOB DESCRIPTION, CONTINUED Page 3 of 10 Reviews student IEPs for allowable accommodations and modifications; coordinates staff training for assessments. 15. Monitors Special Education Rosters and student tracking system for compliance with Chapter 14 (class sizes, caseloads and Penn Data). Monitors special education student tracking system. 16. Monitors the Special Education Plan and compliance with state mandated LRE (Least Restrictive Environment) requirements. Endeavors to bring percentages of students placed in outside placements within state limits. 17. Acts as liaison to Central Westmoreland Career and Technology Center for the vocational-technical school process as it relates to special education students and procedural safeguards for IEP processes. 18. Holds responsibility for submission of Special Education Plan Revisions Notices (SEPRN) concerning special education classrooms to the Department of Education. 19. Maintains District Special Education Manual and policies as per PDE mandates and reauthorization of IDEA. 20. Collaborates with instructional and support personnel on placement and instruction of special education students. In conjunction with principals and assistant superintendents, monitors performance of special education professional and support staff. 21. Assists building-level administrators and staff with implementation of District policies, procedures, and programs. 22. Maintains lines of communication among students, parents, and staff involved with special education programs. Interacts with community and state agencies as they are involved in the special education programming process. 23. Holds responsibility for the Special Education Plan, Special Education budgeting and reporting, Special Education liaison, Special Education Advisory Committee (teachers and administrators), and Special Education Parent Advisory Committee. 24. Coordinates special education evaluations and assessments. 25. Supervises, in cooperation with building principals, the following staff: Guidance Staff and Services School Nurses and Health Services Gifted Program Special Education staff and program Intervention Specialist High School Dean of Students (Home/School Visitor) Special Programs staff 26. Supervises and annually evaluates the following administrators: Coordinator of Special Education and Student Services (School Psychologist)

Serves as a member of the District s Emergency Management Plan Team. 29. Ensures proper adherence to District policy and procedures, and ensures proper adherence to applicable contract language that is in effect for the District. 30. Oversees the efficient delivery of K-12 Learning Support instruction at Norwin by using an inclusionary model and by assigning Learning Support teachers for instructional support rather than instructional aides for maximum benefits, educationally and financially. 31. Maintains comprehensive awareness of K-12 special education teachers assignments, with the goal of increasing capacity and efficiency as a priority. 32. Monitors roles and responsibilities of the K-12 Department Head for Special Education for a more inclusive team-building effort with planning and implementation of programs and services. 33. Monitors the Work Study/Transition Coordinator for grades 9-12, including that position s performance responsibilities related to special education, communitybased instruction, and career and technical education. 34. Maintains a list of Norwin School District professional employees with Special Education and Bridge certifications, including English as a Second Language (ESL). 35. Maintains awareness of documented caseloads for Special Education teachers. 36. Advocates for equitable distribution of IDEA funds from the Westmoreland Intermediate Unit. 37. Oversees the smooth transition of Westmoreland Intermediate Unit Learning Support, ESL, and other related services to District operations for consistency, continuity, supervision and cost-effectiveness. Student Services 38. Coordinates K-12 guidance services, such as suicide awareness and prevention, group counseling, and special education initiatives. 39. Completes annual fire drill reporting as required by the Commonwealth of Pennyslvania. 40. Participates as a member of Special Education Parent Advisory Committee, the Superintendent s Parents Advisory Committee, the Special Education Advisory Committee, and CASSP (Child and Adolescent Service System Program) meetings.

5 JOB DESCRIPTION, CONTINUED Page 5 of Remains knowledgeable about and provides leadership for student referrals and cases, and acts as an advisor to the Student Assistance Program and Response to Instruction and Intervention. 42. Assists in supervision and hiring of professional staff along with other District administrators; observes teachers and instructional/non-instructional support staff. 43. Coordinates and supervises nursing staff, including certified and non- certified registered nurses. 44. Coordinates and supervises services provided to identified gifted students. Oversees the development of gifted individual education plans (GIEPs) and monitors compliance with state (Chapter 16) and federal mandates. 45. Coordinates and supervises the development of Chapter 15/504 Service Agreements. Oversees and monitors compliance with state and federal mandates. 46. Serves as liaison for the Homeless Initiative Program to ensure compliance with all related laws, regulations, and policies. 47. Coordinates Safe Schools Reporting, early entrance to kindergarten, Alternative Education Programs (VIP, Adelphoi, etc.), and the Character Education Program. Coordinates and supervises special programs such as Student Assistance Program, and English as a Second Language (ESL)/English Language Learner (ELL) program, homebound instruction home school instruction, charter schools, cyber schools, bully prevention/character education programs. 48. Coordinates District child accounting services. Coordinates District attendance accounting and reporting; develops and maintains current and accurate child accounting methods and records. 49. Assists in the facilitation of pre-referral intervention services to ensure least restrictive practices, quality interventions, and screening data. 50. Represents the District as LEA at Interagency Team Child and Adolescent Service System Program (CASSP) meetings. 51. Holds responsibility for IDEA (Individuals with Disabilities Education Act) Annual Report, state reports and surveys, Safe & Drug Free Program/Final Expenditure Report. 52. Coordinates District testing program including Pennsylvania System of School Assessment and PSSA-Modified, Pennsylvania Alternate System of Assessment, National Assessment of Educational Progress, and IOWA testing, assists with Data collection and assessment profiles, i.e., School Profiles, Comprehensive Data Analysis, and Pennsylvania Value-Added Assessment System.

Provides leadership of District School Psychologists to build administrative capacity, including leadership and enhanced oversight of K-12 Response to Instruction and Intervention (RtII) and K-12 Student Assistance Programs in collaboration with Elementary and Secondary Guidance Counselors. 54. Improves management and oversight of the diagnostic, intervention and referral process for special education eligibility. 55. Supervises the Coordinator of Special Education and Student Services and the Coordinator of Special Education and Psychological Services (School Psychologists) including speech/language therapists to ensure that appropriate services are provided in accordance with all state and federal regulations. 56. Holds responsibility for Coordinator of Special Education and Student Services and Coordinator of Special Education and Psychological Services (School Psychologists) and is responsible for ensuring implementation of the Office of Special Education Programs Corrective Action Plan for the Pennsylvania Department of Education. 57. Coordinates Positive Behavioral Support Intervention Planning initiatives, including Positive Behavior Support Plan and Crisis Prevention/Intervention. 58. Initiatives and coordinates referrals involving the appropriate personnel for expeditious problem solving of issues and concerns. Department Operations 59. Serves as Compliance Officer for Chapter 15, Section 504 Complaints filed on behalf of students. 60. Responds to parental concerns and issues raised by community groups, by telephone, in writing, and in person at conferences and public meetings. 61. Arranges for collaborative efforts regarding grant writing. 62. Supervises the writing of grant proposals to augment budget limitations. 63. Monitors the implementation of all grant-funded projects for the Special Education and Student Services Department such as ACCESS and Contingency Funds. 64. Determines the needs of the Special Education and Student Services Department and submits budget requests and adjustments, as needed. 65. Develops the Special Education and Student Services Department Budget and is the assigned budget controller to authorize disbursement of funds. 66. Participates as a member of the monthly Superintendent s Administrative Leadership Development and Training Committee, Education Roundtable, and

7 JOB DESCRIPTION, CONTINUED Page 7 of 10 Support Services Roundtable, as required, as well as the weekly Central Office Leadership Team meeting. 67. Interviews prospective administrative and professional candidates and reviews personnel applications. 68. Oversees the implementation of Special Education and Student Services Department initiatives. 69. Authors and prepares technical documents regarding the operation of the Special Education and Student Services Department. 70. Authors Board Policy and Administrative Bulletins that pertain to Special Education and Student Services procedures. 71. Oversees the enhancement of Special Education and Student Services information on the District Web site and through other venues to better inform parents/guardians regarding educational programs and services. 72. Convenes regular monthly meetings that will involve appropriate educators to ensure across-the-board communication and collaboration between and among all administrators, the department head for Special Education, counselors, nurses, school psychologists, mental health agency representatives, etc. (Procedural Safeguards). Additionally, convenes meetings with the District s High School Dean of Students (Home and School Visitor), as needed. 73. Performs any other task assigned by the Superintendent of Schools. Ability to recognize areas of concern relating to student services / special programs issues and propose or recommend appropriate solutions to problems. Ability to communicate effectively. Ability to exercise initiative and make independent decisions to reschedule work to meet deadlines or to effectively handle emergency work. PROFESSIONAL QUALIFICATIONS The shall be a strong leader in the design, implementation, and management of a District-wide special education system focused on continuous improvement of student performance and achievement. Additionally, the Director shall have a caring attitude and concern for establishing programs and services to meet the individual needs of students.

8 JOB DESCRIPTION, CONTINUED Page 8 of 10 The shall have extensive experience in and sophisticated knowledge of curriculum, best practices in instruction and assessment, school operations and management, leadership development, and a demonstrated record of success in leading strategic educational initiatives that result in measureable improved student achievement. Requirements for the position include a combination of any two (2) of the following: Letter of Eligibility Comprehensive (K-12) Principal Certification Supervisor of Special Education Certification In addition, the position requires: A minimum of three years of related administrative experience. Demonstrated knowledge and application of effective principles, practices and trends within special education and student services. Executive Core Qualifications, including the ability to lead change and lead people, the ability to meet District goals with a focus on results, the possession of business acumen, and the ability to build coalitions. Must be able to lead and manage, and to ensure that targeted goals and initiatives are achieved. Ability to enhance overall educational programs and services for all students by building capacity and consistency for effective change and sustainability. Ability to increase capacity, accountability, and efficiency for improved effectiveness among administrative and professional personnel. Ability to enhance communication, critical thinking skills, and collaboration among administrative and professional personnel. Ability to promote team-building and shared responsibilities among administrative and professional personnel. Ability to perform the above responsibilities at a high level. Must also complete and submit an Arrest/Conviction Report and Certification Form as required under Pennsylvania Act 24 of TERMS OF EMPLOYMENT Twelve-month work year. Salary and benefits will be in accordance with the Act 93 Agreement. EVALUATION Performance will be evaluated annually by the Superintendent of Schools in accordance with the provisions of Policy on Evaluation of Administrative Personnel, as amended.
