3 Current position of GIR in Unions The intended outcomes for this session were (1) to find out how much the unions had embraced and owned the GIR programme (2) to receive feedback on what is working and what is not working for the unions (3) To share latest World Rugby GIR statistics on each union and finally (4) to look at case studies of unions that are working well. How is GIR important for the Unions? Feedback from some of the union delegated was as below NAMIBIA: To nationalize rugby MALAWI: To Standardize approach used to develop rugby in the country whilst ensuring safe practice / coaching ZIMBABWE: To increase numbers and to aspire for and associate with the Olympic games There was agreement that GIR offers best way to introduce and to of rugby. Notable fact was that GIR ultimately is gearing to increase the number of registered players (base reflects at the top /bringing players through) Union GIR RAG and SWOT analysis This section required each respective Union to complete a GIR specific self-assessment exercise. This would reinforce union understanding of programme KPIs and ensure they use these to track progress. This was go give unions a clear indication of what was deemed to be the current state of their GIR programme based on factual reports the unions had submitted. Most of the Unions felt that much more was happening within the union than was reflected by the figures shown. Issue of double counting was also raised where some figures were much higher than what was on the ground. Hence to solve these two issues, unions were required to file more accurate and consistent KPI reports. Further, consultations with regional staff were required for unions to understand how best to file their reports so as to avoid double counting. Lastly, direction on how to go about rectifying previously erroneous figures / reports was to be sought from World Rugby. 6

8 Union case studies Three Unions had been requested to prepare presentations on how their unions are implementing the GIR programme. These were South Africa, Zimbabwe and Rwanda. Due to unavoidable circumstance, the Rwanda delegate did not attend the conference hence only the South Africa and Zimbabwe presentations were shared. Both presentations were very well received by the delegated as evidenced by the numerous questions posed to the presenters GIR implementation trouble spots Feedback on some key areas that unions struggled with in the implementation of their GIR programmes cited by RDO were shared: Not engaging stakeholders (Union only project) Staffing (inadequacy, incompetence, retention) Union priorities (Elite, Seniors, governance, other development projects) Finance (lack of, mismanagement & overdependence on grant) Culture & practice (quick fix vs LTPD, inefficiency) Poor planning and operations GIR planning and Union development framework The intended outcomes for this session were to (1) consider World Rugby report on where each of the unions was with their Implementation planning and find out difficulty unions faced with this (2) look at the online IP and discuss the trouble spots (3) discuss an outline of GIR union organization structure plus roles (JD) for GIR Technical Director and Coordinator and finally (4) look at GIR teacher/coach training course outcomes and implementation Union GIR Implementation planning status As of 3 rd of March NO IP PLAN: Namibia, Zambia, Zimbabwe and Botswana IP NEEDS TO BE FILLED AS PER GUIDELINES: Kenya, Madagascar, South Africa, Burundi and Lesotho NOT YET REGISTERED: Malawi NOT AT THE CONFERENCE: Uganda, Rwanda, Swaziland, Ethiopia Decision was to ensure all union IPs are well completed by end of first quarter of 2015 IP completion challenges Despite the four main reasons given by delegates namely (1) internet connectivity (2) difficulty in understanding how to fill in the IP (format used) (3) GIR staff issues plus no one directly responsible and (4) No reporting culture in the Unions, all felt that these were not good enough reasons to explain why respective union IP were yet to be updated. This hence becomes a key priority area for both the Unions and Rugby Africa (to be completed by end of 1 st quarter of the year) Sample GIR organization structure and TD / coordinator roles Participants worked in two groups to give feedback on the two stated topics. Their reports were as follows The Botswana GIR model was presented as an example 7

9 BRU BOARD - Union Vice President heads technical arm GIR TECHNICAL DIRECTOR - Budgeting, activity planning, union representation, training and union passcode GIR PROJECT COORDINATOR - Oversees activity and passcode for centers/locations LOCATION LEADERS - Location passcodes and activity COACHES & TEACHERS - work with the players Duties for GIR Technical Director and Coordinator as follows Technical Director (delegates feedback) o Plan the Union GIR programme (structure for GIR) o GIR manual for the country (best practice) o Grant application for GIR o Report on GIR Coordinator (delegates feedback) o Implement the union GIR structure/programme through the RDOs in the various locations o Submit online GIR reports and make posts on the Rugby Africa FB page o Visit locations (site visits) o Budget for activities Teacher/coach training course Regarding the organization of teacher training courses, information was share with the delegates around the following topics Outcome is not written to teach participants how to coach Rugby, as there are already excellent websites available to do this Pre-course considerations that include Rugby Ready prerequisite, Educator competence, Resources available, course duration, certification, online resource support and the retention and development of trained GIR workforce Implementation of the teacher / coach training course: where the 2 hour timetable from GIR website and Full day timetable used by Rugby Africa RDOs were contrasted based on target audience and intended outcomes 8

10 Get into Rugby special projects Africa challenge The GIR Africa challenge was initiated to acknowledge most active and best performing Unions in the region. During this session, information regarding this initiative was shared with the delegates. Background information regarding why this initiative was started, ranking criteria used and the three 2014 top unions was shared. A proposal for the 2015 project was shared in the form of a video. The idea in 2015 will be to highlight and improve GIR reporting and publicity. Criteria to be used in 2015 union ranking is the following Project will ran between April to September (period leading to the RWC to prepare for growth-gir visibility & opportunities) Rugby Africa will reward the following (1 GIR toolkit per month and 5 for overall winner) Best photo and best video of the month + Description / text to go with photo or video + Union KPI monthly report submission + Rugby Africa FB page likes Unions were very positive about this initiative and asked that they receive all content developed from the project for their union GIR archives and records An inspirational video from South Africa was also shared as an example. Girls GIR specific projects For the girls specific GIR project, the initial focus was to explain to participants what girls specific GIR projects are all about. The GIR website was cited as being a very good resource to support unions with information on varied best practice models to developing girls rugby. Some information from the website was subsequently shared during the presentation. I also play referee The idea is to give the opportunity to the kids to be also referee. They will have to be volunteers (no obligation, it s not a punition) and the outcomes of the projects are: Use the values to build better men Make them better players by a better knowledge of the basic rules Create some vocations to become a referee. The project is fully supported by rugby Africa that will give us a budget for some kits back bag, whistle, cap, basic rules). All the participant union has been enthusiastic and we will launch the programme in Tunisia around the next exco and we expect to have it implemented in 20 unions by the beginning of October. Joint session with Training Managers Outcomes for this session were to (1) share general information about GIR with all (2) involve the GIR and T & E delegates in a mutually interesting topical discussion Power point presentation detailing what GIR is & its importance, GIR implementation and achievements so far was shared. Presentation also highlighted the four GIR priority areas for Rugby Africa in 2015 as follows Continued RDO visits 2 GIR conferences Deliver on key areas reporting / I play referee / preparation for stay phase / 4 new unions Increased visibility especially around Rugby Africa tournaments & events 9

11 An open discussion on the GIR reporting followed how well it has worked and challenges faced (players, coaches and match officials). Tit appears during the different talks that there is a critical need for a specific pre age grade and age grade training in the World Rugby portfolio. Today, most of the players around the world are under 12 and we don t have a specific training for their coaches. We think a couple hours during a level one are not enough, we need a LI (U 12 coaches) a LII (U12 to U 16, coaches during practises and competitions) and a LIII (participation managers, GIR project managers). Young players are not reduce model adults and we have to know how they work and how we can manage them. It doesn t matter if they start by contact or if they play contact after touch or TAG, the problem is the same, if you don t know how to manage it properly, without following some crucial principles, it can be dangerous and kids can be injured. We cannot go from modify rugby without contact directly to WX a side coaching principles and for that we need to add one stage in our training pathway. Sustainability, partnership & collaboration Session outcomes were to (1) give and agree on definition of Sustainable growth (2) discuss correlation between LTPD, pathways and GIR (3) discuss and get feedback on GIR Manager s roles in their union s GIR partnership initiatives Sustainable development was highlighted as one of the GIR KPIs. Just to be sure everyone was on the same page, the word sustainable was defined as balance by avoiding depletion of resources or ability to maintain at a certain rate. Delegates were given some time to reflect on the feedback they had earlier given regarding where their respective unions were with the sustainable growth KPI this on average was AMBER for most. In the LTPD discussions that followed, it was highlighted that Get into Rugby provides an opportunity to link getting started in the game to a wider long term player development model in a variety of ways Delegates were then divided into two groups to discuss and report on the following two topics Potential partners and collaborators within their unions. This was summarized under the banner PPP (Private Public Partnership) by delegates and list of potential partners below given: o Schools stakeholders namely (1) principals (2) national/provincial/local schools governing bodies and (3) community o World Rugby for technical and financial support o Unions and all its associates for technical support, dissemination of information and links to potential partners such as sponsors and clubs o Education departments to grant GIR access to all levels of the education system plus workforce in the form of teachers o Government o Nongovernmental organizations The responsibility of GIR Managers in their union s partnership and collaborative efforts were highlighted as: o Broadly putting together a product (GIR) that potential partners would be interested in. o GIR Managers speak with potential sponsors o They discuss with ministries o Give feedback to the union and teachers/coaches thus being a link 10

12 o Train coaches/teachers It was noted that the Managers do not always directly organize funds or deliver actual coaching sessions Outcomes, actions and recommendations Kenya Include GIR in our strategy plan for Development Get the Exco sensitized about GIR. Employment of RDOs. Partnering with Government/Ministry(sports and Education). Activation of GIR centers Support through Grant. Consistent communication with KRU. In what ways can the conference be improved going forward Add an extra day for more push and pull of information. Resources for all participants to use during the conference only(laptops etc) Namibia How to do proper continuous reporting To implement reporting protocol and create verifying tool Increase GIR centers/locations in the country Appoint more YDOs (they drive the programme) Keep on with the workshops and conferences In what ways can the conference by improved going forward Zambia Need to reorganize structure of GIR in Zambia Hold a workshop for RDOs Involve ministry of Education Incorporate GIR in the schools programme Engage Union and Government officials at the same time for policy direction 11
