28 The Big Messages Lots of the things people talked about were about how we get a good balance between using the money in the best way we can whilst still treating people as citizens with a right to a good service. Lots of people thought it was a good idea to be able to say Lots of people thought it was a good idea to be able to say how much money things would cost and that people should be able to know how much they are entitled to. At the same time people felt that this should never just be about the money but about making sure people get access to good quality specialist health services if they need it that supports them to be citizens of their community.
29 Conclusions Six new scales to create an integrated MH&LD tool Nine new LD units to create an integrated MH&LD needsled classification system Acceptable statistical properties and clinical face validity Compatible with other work streams Unchanged allocation process for MH units Potential to link to forensic MH units (forensic LD) Suitable as the basis of a payment system for LD linked to a robust Q&O framework Potential to help reduce inpatient use, support personalisation & joint commissioning
