1 A: LEGAL ASSISTANT III The Port of Oakland is seeking a Legal Assistant III. The Legal Assistant III performs specialized and responsible assistance and support to the Port Attorney and other staff attorneys as directed and oversees the work of the other Legal Assistants. Incumbent performs a wide variety of legal support related to compiling, organizing, processing, filing, indexing, maintaining and updating various resolutions and ordinance, Port rules and procedures, legal forms, agreements, leases, contracts, public works contracts and specifications, opinions and litigation, and other similar or related legal documents of more complex and sensitive matters. Legal Assistant will also develop, coordinate and maintain system of records retention, and of responding to Public Records Act requests. The salary range for this position is $7,379 - $9,145 per month. Progression through the salary range is based on performance. The Port is part of the California Public Employees Retirement System (CalPERS). CalPERS is a defined pension provided to regular fulltime employees that work for the Port. MINIMUM REQUIREMENTS FOR APPLICATION This examination is open to persons who have a combination of education and experience that would reflect possession of the required knowledge, skills and abilities. A typical combination would include the following: Education: High school diploma or equivalent. A Bachelor s degree in liberal arts education is preferred. An equivalent combination of education and experience may be considered, such as the completion of an accredited paralegal program. Experience: Six years of demonstrated experience in either one or a combination of (a) a legal assistant position, (b) a paralegal (c) a legal secretarial position, or (d) records specialist, at least two years of which has been as a senior legal secretary, senior paralegal or records supervisor. Additional Requirements: The Port of Oakland requires each incumbent to successfully complete a Transportation Security Administration (TSA) background check, which will include a fingerprint-based Criminal History Records Check (CHRC) and a Security Threat Assessment (STA), prior to being considered for this position. Exempt employees shall serve at the pleasure of the appointing officer. Using various legal support and case management software, the Investigative Assistant/Paralegal position provides administrative and paralegal support for the criminal prosecution of pending cases. Working under the guidance and direction of the Paralegal Supervisor and Assistant District Attorneys, the essential functions of the classification include, depending on the unit to which assigned: Collect all materials for all cases, communicates with the San Francisco Police Department inspectors, attorneys, police department personnel, other law enforcement agencies, public defenders and private attorneys, and/or related witnesses to obtain and coordinate discovery for trials and ensure integrity of case files. Participate in investigative work involving various types of criminal law, including but not limited to interviewing witnesses; fact-finding in the preparation of legal documents and instruments and prepares reports on investigations. Assists in arranging subpoenas for the appearance of witnesses to present evidence and present testimony in court. Investigate, collect and compile case materials and documentary evidence in criminal prosecution under the jurisdiction of the District Attorney. Analyze exhibits, witness statements and pleadings pertinent to criminal prosecution. Assemble exhibits and performs such other duties as are necessary during the course of criminal prosecution. Perform time sensitive transcription of legal dictation from tape, CD, Dictaphone or longhand notes. Maintain case files, update files with criminal histories, and archive files according to records retention polices established by the office. Includes the opening, maintenance, monitoring and closing of legal case files, as well as maintaining correspondence and records files. Maintain accurate program records and compile statistics relating to the work of the unit as required by grantors and by office procedures. Abstract information from various sources and put information into proper legal form. Generation of complaints for Arraignment Calendars for Felony Courts and

3 Misdemeanor Calendar Complaints to meet daily court deadliness. Use case management software to enter pleadings. Assist attorneys with the set up and preparation of trial equipment such as laptops, speakers, projectors for power point presentations and/or playing recorded interviews for court proceedings and jury trials. Index all closed files in Excel Database and DAMION, scan all statistics into required database prior to sending files to storage to ensure that files, when required, are readily available. Screen office and telephone callers; personally assists callers by providing information when possible. Train interns in Department procedures and ensures that interns complete work assigned by Assistant District Attorneys. Uses case management system, DAMION, to charge cases, obtain case information and amend pleadings used by the Department. Preparation of case files for court. Performs other duties, as needed and assigned, supporting the investigation and preparation of cases for prosecution. Minimum Qualifications: Possession of an Associate of Arts degree or higher, paralegal certificate, a minimum of two years experience within the criminal justice system or an equivalent combination of training and experience suitable to success in a busy law office environment. Desirable Qualifications: Bachelor s degree in a social science, criminal justice, business administration or related field preferred. Good working knowledge of existing criminal law, legal procedures, investigative techniques and methods, presenting and preserving evidence. Ability to prioritize and organize case materials on a daily basis and respond to the distinct needs of the attorneys of the Unit to which assigned. Computer skills for word processing and database management and trial presentations. Ability to speak and write effectively, demonstrate ability to apply analytical thinking to critical projects, and accept and apply oral and written direction. Ability to effectively communicate with internal and external customers including, but not limited to, attorneys, investigators, police officers and other law enforcement personnel, civilian witnesses and the public. Ability to function in an efficacious manner in a large volume, fast paced law office environment. Demonstrated ability in Microsoft Office software, including Microsoft Word, Excel Experience using law practice software such as: PowerPoint, Acrobat Professional, Photoshop, Westlaw, Lexis-Nexis, CALJIC/CALCRIM Jury Instructions, DAMION case management software. Ability to prepare video/audio/data files for trial presentation, build PowerPoint presentations, courtroom setup using notebook computer/projector/elmo and use case management system to research cases.
