3 Introduction Suffolk is one of the safest counties in the country, however we cannot be complacent and it is essential that we continue to work together to combat crime in all forms. Every home in the county has the potential to be subject of crime. A large number of burglaries happen due to lack of basic security; in fact, the burglar does not even have to use force. Often crime is committed by opportunist criminals with little or no forethought or planning. It does not take much to deter these types of criminals. The most rudimentary security precautions could make the difference between becoming a victim or not. This booklet hopefully will provide you with some basic guidance and information so that you secure your home and property. It will help you identify vulnerable locations in your home and advise you as to appropriate measures you can take to reduce the risk of becoming a victim. 4 Basic Principles Generally, burglary is an opportunist crime. A burglar will select a target because it offers the best opportunity to carry out a crime undetected and with the fewest number of obstacles in the way. A building that looks unoccupied and unsecured is far more likely to be targeted than one which is properly secured. Signs the burglar may look for are:- Side gates open Accessible windows open (particularly ground floor windows) Wheelie bins and ladders left out allowing access to otherwise inaccessible windows Garden tools available to force entry Untrimmed hedges or high fences preventing natural surveillance Milk bottles/parcels left on doorstep Newspapers/mail in letter box or piled up on the floor and visible through glazed front door panel Unlit houses after dark. Each of these makes access to the building far simpler and is an indication to the prospective burglar that is worth a second look. Residents of multi occupancy dwellings or flats should be mindful not to grant entry to people via entry phone system, if they do not know them. always be wary of anyone loitering by the communal access controlled door to flats. They may be waiting for the opportunity to follow ( tailgate ) you into the building which overcomes the security provided by access control. 4

Never leave a spare key concealed anywhere near the front door or attached to string on the inside of the letter box Prevent letterbox burglaries by storing house and car keys away from the front door and fit letter box plates or cages Do not label your house keys in case you lose them and they fall into the wrong hands Where possible, try to keep valuables out of sight from windows. Consider fitting blinds or net curtains on windows easily viewed from the street. Make it look as though your house is occupied even if it is not: Install timers that switch lights or radios on and off automatically Have a neighbour or friend pop round to clear your letter box or doorstep Encourage a neighbour to park on your drive if it is empty If going out after dark, close the curtains, leave some lights on and a radio playing Tune a radio into a talk station to give the impression that people are in the house. If you are away for extended periods: Cancel the delivery of milk, newspapers and mail order deliveries Enlist the help of a neighbour, friend or relative to keep a regular eye on your property and keep the front door clear of deliveries If you are prepared to leave a key with a willing neighbour/relative, ask for curtains to be drawn and lights to be put on at night. If snow is on the ground a few footprints will make the house appear inhabited Check your insurance policy. Some insurance policies for contents do not cover you if you are away for more than 30 days Set your burglar alarm. 5

7 PROTECT YOUR PROPERTY The two biggest concerns any burglar has when deciding whether to break into a house is the time it is likely to take and the risk of detection through noise of breaking in. Security devices will make it harder for the burglar to break into a property. All that is required is a methodical way of considering your security. Home security is all about awareness look at your home as if you had locked yourself out and work out where you would try and get in. By applying this simple process you are viewing your home in the same way a burglar will. Make the back garden a difficult area to access with prickly hedging or fencing around the perimeter 7

8 Protect Your Property The most vulnerable part of the house is at the rear. Evidence suggests nearly two thirds of all domestic burglaries take place via the rear or side windows and doors. If burglars can be prevented from reaching these points the chance of attack on the house itself will be reduced. Do not keep wheelie bins on your property where intruders could reach them, as they make ideal climbing aids to reach first floor windows or scale fences and gates. Using prickly plants to create a physical and psychological barrier is something that has been done for many years and is known as defensive planting. Criminals do not like climbing through prickly plants or hedges. They know that a small item of ripped clothing or blood can help the police identify them. It is always wise to use at least two locks on a gate if possible. Always visibly property mark your gardening equipment and valuables with your postcode and house number. Garden sheds are a very popular target with burglars and are often overlooked when security is being considered. The value of the contents, such as garden machinery and cycles can often add up to many hundreds of pounds. It is therefore wise to secure the shed door with at least one heavy duty hasp and closed-shackle padlock. 8

9 Do not make a burglars life easier by leaving gardening tools available to act as the perfect implement with which to force an entry. Always lock them away securely after use. Do not leave ladders around to provide easy access to otherwise inaccessible parts of your house. They should be chained and padlocked to a strong post or wall. All opening shed windows require good window locks. If they are never used consider screwing them shut. There are several commercial alarms designed for use in sheds that normally emit a loud audible alarm when activated. Some systems can be linked to an existing house alarm. If in doubt, speak to your local Crime Reduction Officer. Garages are frequently used for storing all manner of goods. The high value of the property contained in them is well known by burglars and is a favourite location to search as security is often poor. If you already have a burglar alarm system, extend it to the garage. Alternatively, there are various stand-alone alarm devices on the market specifically designed for remote use in garages or sheds. Your local Crime Reduction Officer will be able to advise you on the appropriate product. 9

10 Protect Your Property 1. door Viewers If possible. fit a small viewer in your door at eye level to help you identify any callers 2. Hinges Check that the door hinges are sturdy and secured with strong heavy scews. For added security, fit hinge bolts. 3. Letterboxes Never hang a spare key inside the letterbox, as it is an obvious place that a thief will check. Consider fitting a letterbox cage or other restrictor, which prevents thieves from putting their hands through letterbox and trying the latches from inside. 4. Rim Latch Most front doors are fitted with a rim latch which locks automatically when the door is closed, but can be opened again from inside 5. Automatic Deadlock For further protection, this locks automatically when the door is closed. It requires a key to open it from both the inside and the outside 6. Chains & door bar These are inexpensive and easy to fit, and will help you speak to callers without letting them in, Use them before you open the door, do not leave them on all the time. 7. morticed Deadlock You can only open a deadlock with a key, so a thief won t be able to smash a nearby glass panel and open the door from the inside. Also, if thieves do get into your home, they can t carry your belongings out through the door. KEYS Never leave a spare key in a convenient hiding place such as under the doormat, in a flowerpot or behind a loose brick - thieves know all the usual hiding places. If you move into a new home, consider changing the front and back door locks immediately as other people may have keys that fit. 10

11 Securing your doors If your front and back doors are not secure, neither is your home. Keep your doors locked even when you re at home. Use the morticed deadlock or, on PVCu or other enhanced security doors, the fully or double locked mode- especially at night. Patio doors Patio doors should have special locks fitted top and bottom unless they already have a multi locking system. For further information, look in your telephone directory for the names of local locksmiths who are members of the Master Locksmiths Association, or visit If you live in a flat The door of your flat is likely to be the most vuluerable part of your home, so ensure you have the strongest one you can afford. Securing your windows Many burglars take advantage of an open window, so ensuring yours are closed whenever possible is essential. Easily visible window locks throughout the house will deter many thieves, or at least force them to break the glass and risk attracting attention. DIY shops sell inexpensive key-operated locks for all kinds of windows. If possible you should: Fit key-operated window locks to all downstairs windows, those that cannot be seen from the street, plus easily accessible upstairs windows such as those by a drainpipe. Try to ensure that even small windows such as skylights or bathroom fanlights, have locks. Remember to remove keys from locked windows, keep them out of sight in a safe place, but make sure you know where they are in an emergency. Before fitting locks to PVCu or metal windows, talk to the installer to ensure that this will not affect your warranty. On a simpler level never buzz open the main door for strangers or hold it open for somebody who is arriving just as you are leaving 11

12 Protect Your Property Leaving your home unoccupied Your home is more vulnerable when you are not there, so it is important to take extra precautions whenever you go away. The key is to make it look like you are at home, even when you are not. If you can, get a friend or neighbour to look after your home, while you are away, ask them to collect your post, draw your curtains at night and open them in the mornings, and generally make the place look lived-in. If you are going away: Cancel any milk or newspaper deliveries. Don t put your home address on luggage labels when travelling to your destination thieves are on lookout at airports and stations for indications that particular properties will be unoccupied for a while. If you leave your keys with a neighbour don t label them with your address. Remember to lock all doors and windows. Don t leave curtains closed during the daytime and keep all valuable items out of sight. Set time switches to turn on lights, radios and other appliances when you are out. These can be bought cheaply from DIY shops. If you have a burglar alarm, make sure it is set and you have told the police who has a key. Double check everything. 12

13 Around Your House Burglar alarms Many burglars will avoid breaking into a property with an alarm. There are many alarm systems on the market. These range from fairly cheap alarms, which you can fit yourself to more sophisticated systems costing hundreds of pounds, which need to be installed by professionals. Lighting Good lighting can put off or draw attention to a thief. The most appropriate type is high-efficiency, low energy lighting, controlled by a dusk to dawn switch so that it comes on only when it s dark. This provides a constant and uniform level of light. It costs very little to run and helps to create a more reassuring environment. Talk to your insurance company about the alarm companies they recommend before you decide which best suits your needs. 13

14 Security Outdoors Garages and Sheds Garages and sheds are attractive targets for thieves, as they frequently contain valuable property such as power tools, lawnmowers, cycles and golf clubs, but they are often poorly protected. You could also consider the following: Ensure that your shed and garage doors are solid, and fit them with strong locks such as a closed shackle padlock. For double doors, use a heavy duty hasp and staple, coach bolted through both doors. If your outbuilding contains a door through to the house, ensure that this inner door is just as secure as your main front door. With an up and over garage door, it is probably best not to rely solely on the centre lock provided. Instead, consider putting padlocks through the inside runners, or fitting padlocks with a hasp and staple on either side of the door. Replace any cracked shed windows, perhaps with Perspex or laminated glass, use a lock on windows that open, and fit a strong grille or heavy wire mesh wherever possible. If you have a house alarm, you could have it upgraded to include your shed or garage. 14

15 Side passages It can be a good idea to fit a strong, lockable, high gate across the passage to stop a thief from getting to the back of the house and working undisturbed, if your alleyway is a public right of way, consult your local council or Crime Reduction Officer on how to proceed. Garden, gates and fences Prevent intruders getting to the back and side of your home by installing strong fencing or gates. Check for weak spots where a thief could get into your garden, for example, a low or sagging fence, or a back gate with a weak lock. Garden Security Thousands of gardens in the UK are raided each week. The most likely items to be stolen are tools, mowers, strimmer s, chainsaws, ornaments, furniture and plants. It is best to make sure you do not leave any items outside unnecessarily. This is especially true of tools and ladders, which could be used to gain entry to the rest of your property, but it is also important to remember gardening equipment, toys and bicycles. Natural Barriers One of the best ways of preventing intruders is to use natural means. A thick, prickly hedge may be all the protection you need to deter a burglar. 15

16 Security Marking Mark your property Every year, property worth hundreds of thousands of pounds is recovered by the police but not returned to its owners. This is because the police cannot identify it and, if they are unable to prove the property is stolen. Marking your property deters thieves, helps police in securing convictions and improves the chance of you getting it back. It is a good idea to write down the serial numbers of all your electrical and home entertainment equipment. You might also want to mark your gardening equipment, power tools and outdoor furniture. Marking things like jewellery or antiques is difficult and could reduce their value, but you can keep a record of them with a photograph or video, preferably in colour, paying special attention to any distinguishing marks such as initials or crests to help with identification. Take the photograph against a plain background and include a ruler to give an idea of size. Keep your photographs safe at all times. To help mark your property, you can get easy-to-use kits from stationers and DIY stores. You can also register your property for free at It only takes a couple of minutes and once you have registered you will have a better chance of getting your property back. Register your property for FREE and improve your chances of getting it back if it is lost or stolen. 16

17 Bogus Callers If you are concerned about a caller at your door, call the police on 999. Don t become a victim of a bogus caller A bogus caller can be a man, woman or even a child. The most common tricks they use to get into people s homes and steal money or valuables are: Claiming to be from the waterboard Asking to use the toilet or telephone Claiming to have lost a ball in the garden Offering to do work on the house, such as gardening or building work. Claiming to be from a charity, the local council or the police. If you are unsure about a caller It is best to keep your front and back doors locked, even when at home. Ensure that the back door is locked before opening the front, in case the caller has an accomplice who might slip in the back while you are being distracted. Even before you answer the door, you should check through your door viewer or a window to see who is calling. Before you open the door ensure you have the door chain or bar in place. Check the callers details and identify thoroughly, even if they have made an appointment. Check any telephone number against the phone book entry, then ring it for confirmation. Do not agree to any work being undertaken, or sign any contracts, until you have got a second opinion from someone you trust. Do not give in to any pressure; genuine callers will always wait patiently while you confirm their identity. Alternatively tell them to write to make an appointment. 17

18 Identity Theft Your personal details could be used by someone to commit fraud, such as obtaining goods, services or money without your consent or creating false bank accounts in your name. Your details need not be obtained from the internet, they could be intercepted by post, stolen from a bank or taken from a dustbin. 18

19 Using the internet The internet is not as risky as many people think, but there are still steps you can take to make it safer. Here are a few essential tips: Install the firewall and anti-virus software recommended by your internet service provider and keep it up to date. Ask your telephone service provider to bar premium rate services unless you need to use them. This helps ensure that you won t accidentally access one from your PC. Do not respond to unsolicited s asking you to confirm passwords or other personal details. Try to stick to websites you know, especially when buying online. Before submitting credit card details, look for a locked padlock symbol near the taskbar area of the screen. If there isn t one, the website concerned or use a site where the locked padlock appears. To avoid becoming a victim Shred or destroy any unwanted documents that contain your personal information. Be particularly rigorous with bills, receipts, credit card slips and bank statements. At cash points, do not use a nearby bin to dispose of receipts or mini statements. Your bank will never ask for your security number or PIN. If they call to request details that you are unsure about disclosing, ring them back to check that it is a genuine call. Thoroughly check your bank and credit card statements; if you notice any unfamiliar transactions, contact your bank or credit card provider immediately. Ensure that your purse or wallet contains minimum personal details. Do not carry your National Insurance card, driving licence, passport or credit cards unless absolutely necessary. If any of these items are stolen, ring the appropriate helpline immediately. Do not keep security numbers, PINS or passwords in your purse, handbag or wallet, or stored in your mobile phone or computer. If you change address, advise your bank, credit card provider and other relevant organisations, and ask the Royal Mail to redirect your post. 19

20 Police Direct A high tech messaging service to bring you up to date information about crime and policing issues in your area. Information can be sent by , by text of by leaving a message on your landline. The service will give you a range of information relating to policing which includes the following: Latest information on local crime Crime reduction advice Updates from your Safer Neighbourhood Team (SNT) The service is FREE to join and you can choose how you want to receive the alerts, via , text, phone or any combination of these, You can register up to three postcodes in total. This could be any of the following: Your home address Your work address The address of a relative A stable yard A farm An industrial premise Where to Register? Register for Police Direct online When registering you will be asked for information about yourself. You do not have to answer all of the question if you choose not to, but the more information we have, the better we can ensure that the information we send you is as relevant as possible.
