Bush signed into law the Safe, Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy for Users (Pub. L , 1(a), Aug. 10, 2005, 119 Stat. 1144; SAFETEA LU). SAFETEA LU established a new core Highway Safety Improvement Program (HSIP) to achieve a significant reduction in traffic fatalities and serious injuries on all public roads. A provision of the HSIP requires every state to submit an annual report describing not less than 5 percent of its public roadway locations exhibiting the most severe safety needs to the Federal Highway Administration (FHWA) by August 31 of each year (23 U.S.C. 148(c)(1)(D)). The 2010 California Highway Safety Improvement Program 5 Percent Report (Report) satisfies the HSIP SAFETEA LU requirements and complies with FHWA guidance. II. Purpose This Report begins the investigative process and is not intended to be used as a tool for the allocation of funding for, or prioritization of, public roadway safety projects. The purpose of this Report is to: 1. Satisfy the HSIP reporting requirement. This Report is one of four reports required by SAFETEA LU for California to receive its full apportionment of federal HSIP funding. In addition, the development of an approved Strategic Highway Safety Plan (SHSP) is required. 2. Raise public awareness of the safety needs and challenges in California. In accordance with SAFETEA LU, the U.S. Department of Transportation promotes public awareness by posting the approved Report for California, and other states annual reports, on the FHWA s Web site. III. Collision Factors The Venn diagram on the next page shows collisions resulting from one factor or a combination of two or three factors: the vehicle, the driver, and the road. For example, the Interactive Highway Safety Design Module: Accident Predictive Module report indicates that a collision may result from faulty brakes, an impaired driver, or a curve that is too tight for the prevailing speed. 1 Nationwide, 12 percent of all collisions involve some factor of the vehicle traveling the roadway, 34 percent involve some characteristic of the roadway, and 93 percent involve human factors. Of the total collisions represented by this figure, 57 percent involve human factors alone, 3 percent involve roadway environmental factors alone, 2 percent involve vehicle factors alone, and 37 percent involve a combination of these factors. (The numbers do not add up to 100 percent because of rounding.) This information shows the importance of focusing on the three factors that can occur in every collision in order to develop safety improvement strategies in engineering, education, enforcement, and emergency medical services. 1 Harry Lum and Jerry A. California Roadway Data Table 1 shows California s most recent and currently available roadway information segmented by city streets, county roads, and State highways (roadways maintained by the California Department of Transportation [Caltrans]). City streets and county roads have similar lengths of maintained miles and lane miles; however, city streets carry more traffic than county roads. A review of the State Highway System (SHS) reveals that, even though the SHS constitutes fewer maintained miles and lane miles than city and county roads, the SHS carries the majority of vehicle miles traveled (VMT) in California. 2 Table 1. Methodology Two different methodologies, one for the SHS and another for local streets and roads, were used for identifying the top 5 percent locations included in this Report. These methodologies are described below. State Method For the purpose of this Report, Caltrans used the SHS location information from its Traffic Accident Surveillance and Analysis System (TASAS) Table C Report, which generates a list of high-collision-concentration locations requiring traffic safety investigation. The TASAS Table C Report provides information for the 36-month period from January 1, 2006, through December 31, It considers collisions for 3-, 6-, 12-, 24-, and 36-month periods; traffic volumes; collision rates; average collision rates; and roadway types. The locations on the TASAS Table C Report were sorted into three lists: roadway segments (0.2-mile segments), intersections (each intersection location includes 250 feet on all approaches), and ramps (each ramp location includes entry, exit, and body of ramp). For each of these lists, the top 2.5 percent locations by fatal and injury collision rates and the top 2.5 percent locations by the number of fatal and injury collisions were identified. Combined, these figures comprise the 5 percent SHS locations for this Report. (No highway segments, intersections, or ramp locations were identified by both fatal and injury collision rates and the number of fatal and injury collisions.) The results (102 locations) are shown in Appendix A. Local Method The California Highway Patrol s Statewide Integrated Traffic Records System was used to obtain collision information for identifying locations on local streets and roads for this Report. The local streets and roads were divided into 0.5-mile segments within each county, resulting in a total of 280,166 segments. Collision concentrations were determined for segments on which at least one fatal or severe injury collision occurred from 2006 through 2008, with the assumption that these areas could have potential safety needs. There were 17,535 segments identified and sorted to generate lists by county. Each county list was sorted from high to low by the number of fatal or severe injury collisions for each segment. Following that, the top 5 percent segments for each of these county lists were identified. Segments with at least three or more fatal or severe injury collisions were included in this Report as locations. The results (870 locations) are shown in. VI. Remedies, Impediments to Implementation, and Cost The Venn diagram on page 2 graphically shows how the roadway, the driver, and the vehicle are all involved in fatal, injury, and property-damage-only collisions. Efforts to improve safety on the SHS and local streets and roads must continue to incorporate engineering, education, enforcement, and emergency services countermeasures and strategies. California s SHSP establishes statewide goals, objectives, and strategies to address the State s safety needs on the SHS and local roadways. California s SHSP identifies key safety challenge areas and includes the most effective strategies, countermeasures, and actions from these challenge areas to meet the State s safety needs. Implementation of SHSP actions is ongoing and will continue

For more information about the SHSP, please visit < In its annual HSIP report to the FHWA for fiscal year , Caltrans reported that it awarded $122.2 million of State and federal money to safety projects. The projects consisted of intersection improvements, roadway and structure improvements, roadside improvements, signs, beacons, rumble strips, and barriers. The California Office of Traffic Safety reported to the FHWA in its Highway Safety Plan for federal fiscal year 2010 that California s planned fund distribution for all active grants totaled more than $95 million for the following program areas: alcohol and other drugs, emergency medical services, motorcycle safety, occupant protection, pedestrian and bicycle safety, planning and administration, police traffic services, roadway safety, and traffic records. VII. Discovery and Admission into Evidence As stated in title 23 United States Code section 148(g)(4): DISCOVERY AND ADMISSION INTO EVIDENCE OF CERTAIN REPORTS, SURVEYS, AND INFORMATION. Notwithstanding any other provision of law, reports, surveys, schedules, lists, or data compiled or collected for any purpose directly relating to paragraph (1) or subsection (c)(1)(d), or published by the Secretary in accordance with paragraph (3), shall not be subject to discovery or admitted into evidence in a Federal or State court proceeding or considered for other purposes in any action for damages arising from any occurrence at a location identified or addressed in such reports, surveys, schedules, lists, or other data. The information in this Report is also protected by title 23 United States Code section 409, Discovery and admission as evidence of certain reports and surveys.
