9 Innovate and modernize In a nutshell: 9 To deliver innovative government solutions, Europe's public administrations turn to free and open source software. Innovation is the main motive, costs saving comes next. The OSOR news items show that the freedom, flexibility and scalability enabled by open source software make it an obvious choice for public ventures.
10 Share 10 It makes business sense to use open source software. All the big IT companies are doing it, like Google, Apple, Amazon, Facebook, everybody. But public administrations especially ought to share their software. Public administrations that invest in open source create future benefits and generate a virtuous loop between the public and private sector.
11 Pay it forward 11 Public administration software is financed by taxpayers, and making it public is the best way to share the solutions with citizens and companies. Share their code and their improvements to existing code publicly, is a way to make their IT investments pay forward, and technological self-reliance into the bargain. Swiss, German, and French public administrations have pooled budgets to make new software solutions possible and publicly available.
12 It's public administration I think: Source code is information. And just like other public administrative documents, it should be publicly accessible. Do you agree? Many citizens and administrations agree. (Example: French tax authority, court rule on publishing all the software that is being used in the tax process, France building a new law for making governments digital) 12

34 First Problem: Appreciation Too few politicians appreciate the values of open source Politicians should recognize the value of open source in terms of responsible government, sustainability, openness and independence from it vendors. they should recognize that governments using open source create future benefits. 34
35 First Problem: Appreciation Serafín Olcoz Yanguas, the former chief information officer of Basque country: [free and open source software] creates a virtuous loop between the public and private sector, with a recurring public contribution. Research done on municipal governments in the Netherlands shows: Political support and pioneers ar pivotal for open source. 35
36 Second Problem: The Desktop 36 Even the EC admits it is locked-in. Not really a role model, though: Do as i say, not as i do.
37 Third Problem: Procurement Open ICT standards are fundamental for small ICT firms MEP Andersdotter: EC procurement practice blocks European firms. EC calls for use of ICT standards to battle IT vendor lock-in. EC is considering hotline for procurement errors. 37
38 Fourth Problem: Unaccustomed Shy and unsure Public administrations are shy when releasing their code as open source, and seem unsure about contributing to well-known open source projects. Even though this was extensively researched at the ec, and there are no objections. Public administrations, as system owner of a software asset, have every right to 'give away' an asset via the appropriate licensing scheme though many get it: 38

An industrialized open source desktop is a powerful lever for it governance. "Open Source Desktop lowers TCO by 40%" 43
44 Open Desktop implementations Winner #1: France ODF is France's government standard for editable documents. Many ministries use ODF in combination with open source office suites. Total: some 500,000 workstations daily creating, editing or handling ODF documents. The biggest is the Interior Ministry with some 240,000 PCs. Other ministries using ODF in this way include the Tax Agency, the Ministry of Finance, the Ministry of Foreign Affairs and the Ministry of Agriculture. France has a inter-ministerial working group (Mimo) for an interoperable office suite. 44
45 Open Desktop implementations Winner #2: Italy Italy has many regions, provinces and city administrations in Italy that use ODF and have implemented alternative office suites, such as LibreOffice. Some examples (thanks to Libre Office's Italo Vignoli): The province of Bolzano with LibreOffice and ODF on 6,000 PCs. The Province of Trento: 4,000 PCs, Perugia: 1,200 PCs, Cremona: 500 PCs and the Province of Macerata: 500 PCs. 45
46 Open Desktop implementations The Emilia Romagna region with some 3,500 PCs, The city of Bologna with 3,000 PCs. The city of Piacenza with 600 PCs, the city of Reggio Emilia with 500 PC. The Galliera Hospital in Genoa has 2,500 PCs and is now at their 10th anniversary of the migration.
