3 1 INTRODUCTION AND AGENDA The meeting, chaired by Sonja Schouten, leading Sherpa for the Action Cluster on Business Models, Finance & Procurement, followed the proposed agenda (enclosed). It was based on one general presentation, working group and open debate. Time was also allocated to allow networking between participants. Participants representing the AC Business Models, Finance and Procurement commitments were invited by the EC to the event, as well as Sherpa s staff and experts. (List of participants enclosed). 2 DISCUSSION AND CONTENTS 2.1 Discussion points 11:00-11:20 Welcome & Introductions Sonja Schouten opened the meeting, thanking the participants for their attendance and introducing the AC supporting team. She underlined the importance of this Action Cluster and the strong relation with other ACs. Each participant briefly introduced himself and his experience and interest in Smart Cities. The AC is constituted by a complementary group with local representatives, industry, public/private networks, financial institutions and financial experts. With 14 commitments represented, 2 of them presented to other priorities but with strong interest in the Business Models, Finance and Procurement AC. 11:20-11:30 Overview One overall presentation gave key information on the SIP and the first call of commitments result. (Enclosed). This is a relevant AC and the High level group of the EIP Smart Cities and Communities has launched three related and relevant questions: 1. How to bring public and private funders and funds to the table fast to excite market growth? 2. How to stimulate cities to aggregate demand? MEETING NR /10/2014
4 3. What additional actions are needed to support scaling up, e.g. new business models and financing, inter-operability of solutions and smart standardization? It was noted that for AC Business Models, Finance and Procurement: It is a small AC according to the number of commitments, with 16 commitments. 10 commitments are individual commitments. Small presence of Eastern countries. The commitments integrate different stakeholders, with different roles. Almost all of them have related cities and many industries. Many Commitments resulting from local ecosystems or public/private clusters and are focused on local business models and procurement Related commitments in other ACs, mainly in integrated infrastructures and in Sustainable Districts & Built Environment. 11:30-12:30 Your Commitments 10 commitments have been presented, all of them expressing their wish to learn more about each other s' work and possibilities for collaboration. The commitments show different levels of ambition and implementation. Nevertheless, commitments constitute a good basis for developing, scaling and spreading concepts where: Local ecosystems work with new business models; Aggregate needs to increase the market demand; Procurement issues; Platforms for best practices, exchange of knowledge, collection of experiences; Integration of public and private financial tools. 12:30 14:20 Work Group discussion Discussion on: What can you offer to other Commitments? / What are you looking for from other Commitments/us? 15 minutes were devoted to working groups, in three small groups (approx. 8 participants per group.). After the discussion, all the participants offer their experience, knowledge; the following points were noted in relation to expectations participants: MEETING NR /10/2014
5 Share knowledge. o Existing innovative business models Key partners o Capacity building o Proof of concept(s) Scale up activities, through replication; developed at local level attracting manufacturers and investors. Overcome the barriers to implementation. Real possibilities for commitments integration. Define new financial schemes. Public / private financial tools. To increase the efficiency for all the participants. Use of the funds constructively, properly. Tools to evaluate the impact. In the working groups two relevant thoughts: How to interact with other ACs. The economic difficulty related to work with social houses. What do we want to achieve together within this Action Cluster? 15 minutes were devoted to working groups, in three small groups (approx. 8 participants per group.). After the discussion, the following points were noted in relation to AC objectives: General: o To share concepts/practices/experiences with the wide community What exists Lessons learned Indicators. To improve, you need to know where you start from o To cooperate with relevant stakeholders, Eastern European countries, local banks, small cities. o To identify financial / legal barriers for new technologies implementation. o To generate a Business school community. o Holistic view - frequent interaction with other clusters Business models. o Develop Business models. In complex frameworks. Replication Scale up. Aggregated demand MEETING NR /10/2014
6 o Implementation of business models, cooperation with commitments from other AC. To learn the language of investors (public & private). o Beyond the theory, generate demonstrators with synergies and complementarities between the commitments / activities. o Develop case studies on business models and financial innovation o Wider picture and impact of our business decisions Finance o To design new Public/private financial tools to support new technologies implementation. o Guidelines for integration of financial funds; public and private. Public funds at regional, national and European level. Procurement. o To identify barriers, take into account the scale of the cities. Support of the smallest ones. o To simplify the procurement processes. Internal processes in the local municipalities. o New policies, new rules at European level 2.2 Conclusions In line with the objectives discussed, three subgroups are proposed: - With specific objectives - Fully interrelated - With one integrated management team. The strong relation between the subgroups financial and business models generate a reflection about the possibility to integrate the two sub groups. Finally the agreement is to maintain the structure of three subgroups but with a strong relation between them and a join methodology to work. MEETING NR /10/2014
