10 viii P R E F A C E PROFILE OF THE INTERNATIONAL HYDROGRAPHIC ORGANIZATION Background The International Hydrographic Organization is an intergovernmental organization whose members are the governments of coastal states. Established in 1921, the Organization provides a forum for the improvement of services to marine navigation through the discussion and resolution of hydrographic issues at the international level, and assists member governments to deliver these services in the most cost effective way through their national hydrographic offices. The IHO is governed by an international convention which has been signed by 80 Member States [December 2011]. Rationale National hydrographic offices provide services to assist the safe and efficient navigation of ships. The principal service is the provision of nautical information, including nautical charts, Notices to Mariners, sailing directions, data for integrated navigation systems and other products and services. The provision of accurate and up to date charts offers significant economic and commercial benefits through facilitation of maritime trade and other marine activities. It also helps to prevent accidents which may result in the loss of life and property and in pollution of the marine environment. Because navigation is an international activity it is necessary to have a means of co-ordinating the work of national agencies and of standardizing products and services, in order to provide an effective world-wide service for Mariners. This is the rationale for the IHO. Mission The mission of the IHO is to ensure the provision of adequate and timely hydrographic information for world-wide marine navigation and other purposes, through the co-ordination of the endeavours of national hydrographic offices. Objectives The Objectives of the IHO are set down in Article II of the Convention. It is the object of the Organization to bring about : [a] (b] The co-ordination of the activities of national hydrographic offices; The greatest possible uniformity in nautical charts and documents;

11 ix [c] [d] The adoption of reliable and efficient methods of carrying out and exploiting hydrographic surveys; The development of the sciences in the field of hydrography and the techniques employed in descriptive oceanography. Working Arrangements In order to achieve its objectives the IHO runs a number of programmes related to technical assistance, standards and publications. The work of these programmes is progressed through a series of committees and working groups, and through close links with other international organizations. L'ORGANISATION HYDROGRAPHIQUE INTERNATIONALE Arrière-plan L'Organisation hydrographique internationale est une organisation intergouvernementale dont les membres sont les gouvernements des Etats côtiers. Créée en 1921, l'organisation constitue un forum en vue de l'amélioration des services assurés à l'intention de la navigation maritime grâce à la discussion et à la résolution, au niveau international, des questions d'ordre hydrographique. Elle aide également les gouvernements membres à assurer ces services, de la manière la plus efficace par rapport aux coûts, via les Services hydrographiques nationaux. L'OHI est régie par une convention internationale ratifiée par 80 Etats membres [décembre 2011]. Vocation Les Services hydrographiques nationaux fournissent des services destinés à assurer une navigation efficace et sans danger. Le principal service est la mise à disposition d'informations nautiques, dont les cartes marines, les avis aux navigateurs, les instructions nautiques, les données destinées aux systèmes de navigation intégrés ainsi que divers autres produits et services. La mise à disposition de cartes précises et à jour procure des avantages économiques et commerciaux importants en facilitant le commerce maritime ainsi que diverses autres activités associées à la mer. Elle contribue également à la prévention des accidents susceptibles d'entraîner des pertes en biens et en vies humaines ainsi qu'une pollution du milieu marin. La navigation étant une activité internationale il est nécessaire de pouvoir coordonner les travaux des agences nationales et normaliser les services et les produits afin d'assurer, partout dans le monde un service efficace à l'intention des navigateurs. C'est là la vocation de l'ohi.

12 x Mission L'OHI a pour mission d'assurer, en temps voulu, la fourniture de l'information hydrographique adéquate destinée, entre autres, à la navigation maritime internationale en coordonnant les efforts des Services hydrographiques nationaux. Objectifs Les objectifs de l'ohi sont précisés dans l'article II de la Convention. L'Organisation a pour but d'assurer : [a] La coordination des activités des Services hydrographiques nationaux ; [b] [c] [d] La plus grande uniformité possible dans les cartes et documents nautiques ; L'adoption de méthodes sures et efficaces pour l'exécution et l'exploitation des levés hydrographiques ; Le progrès des sciences relatives à l'hydrographie et des techniques utilisées pour les levés océanographiques. Organisation des travaux Pour réaliser ses objectifs l'ohi dispose d'un certain nombre de programmes associés à l'assistance technique, aux normes et aux publications. Les travaux de ces programmes sont assurés par diverses commissions et groupes de travail et en étroite collaboration avec d'autres organisations internationales. PERFIL DE LA ORGANIZACION HIDROGRAFICA INTERNACIONAL Antecedentes La Organización Hidrográfica Internacional es una organización intergubernamental, cuyos miembros son los gobiernos de los estados costeros. Fundada en 1921, la Organización proporciona un foro para la mejora de los servicios a la navegación marítima, gracias a la discusión y resolución de temas hidrográficos a nivel internacional, y ayuda a los gobiernos miembros a proporcionar estos servicios de la manera más rentable, a través de sus Servicios Hidrográficos nacionales. La OHI está regida por una convención internacional, que ha sido firmada por 80 Estados Miembros [diciembre 2011].

13 xi Explicación Los Servicios Hidrográficos nacionales proporcionan servicios que contribuyen a una navegación segura y eficaz de los buques. El servicio principal es el suministro de información náutica, incluyendo cartas náuticas, Avisos a los Navegantes, derroteros, datos para los sistemas de navegación integrados y otros productos y servicios. El suministro de cartas precisas y actualizadas supone importantes beneficios económicos y comerciales gracias a la facilidad del comercio marítimo y otras actividades marinas. También ayuda a evitar accidentes que puedan causar víctimas, pérdidas materiales y una contaminación del medio ambiente marino. Como la navegación es una actividad internacional, es necesario tener medios de coordinar el trabajo de las agencias nacionales y de normalizar productos y servicios, para proporcionar un servicio mundial eficaz a los Navegantes. Esta es la explicación de la OHI. Misión La misión de la OHI es asegurar el suministro de información hidrográfica adecuada y puntual para la navegación marítima mundial y para otros fines, a través de la coordinación de los esfuerzos de los servicios hidrográficos nacionales. Objetivos Los objetivos de la OHI están indicados en el Artículo II de la Convención. Organización del trabajo Para llevar a cabo sus objetivos, la OHI maneja un número de programas relativos a asistencia técnica, normas y publicaciones. El trabajo de estos programas se desarrolla a través de una serie de comités y grupos de trabajo, y a través de estrechos vínculos con otras organizaciones internacionales.
