3 An internationally competitive Research Base More Universities near the top of international rankings than any country other than the USA UK s research base second in the world only to the USA for number of citations, and it is the most productive country for research in the G8 in citations and publications per pound.[1] With 1% world population UK produces 6.4% of world publications, receive 11.6% of citations and 15.9% of citations with highest impact. UK has won 79 Nobel Prizes for science and technology including Medicine in Second in the world and more than anywhere else in Europe. World Economic Forum [3] evaluation ranks UK among top four nations in the world in university-business R&D collaboration a notable competitive advantage for the UK Global Innovation Index 2014 [4] showed the UK moving up to 2 nd in the world rankings (and still ahead of US) out of 142 economies (from 14 th in 2010). 4 Why does Government fund Science and Research? Improving the performance of existing businesses Businesses, public and third sector organisations spent nearly 2.6billion with HEIs in 2012/13 on contract research, collaborative research and consultancy Creating new businesses: UK second only to the US for spin-outs Autonomy, based on Cambridge University research, is now a FTSE100 company Economic Impact Delivering highly skilled people to the labour market e.g. 20,440 new PhDs and 173,840 other higher degrees in 2011/12 Improving public policy and public services. BIS acts as custodian of the research base for all Government Departments. e.g. Research Council funding instrumental to developing the Institute for Fiscal Studies Attracting R&D investment from global business e.g. 658 new R&D projects attracted to the UK for the period 2009/ /12

6 Government investment in Science & Research Our Objective - to deliver and maintain a UK research base which is : excellent across a broad span of disciplines flexible, responsive and dynamic financially and intellectually sustainable and has a high impact on the economy and society This is enabled by: Dual Support for HEIs: Project funding from Research Councils Institutional funding from Funding Councils (Quality-Related research funding QR ) Funding for national research institutes by Research Councils with core and project funding Most countries with a large research base have a combination of core institutional (often formula based) and project directed funding.

7 Science and Research Independence Haldane Principle Research Councils & National Academies decisions on individual research proposals are best taken by researchers themselves through peer review. Prioritisation of an individual Research Council s spending within its allocation is not a decision for Ministers. HEFCE has statutory independence Further and Higher Education Act 1992 the Secretary of State may not attach terms and conditions on grants to HEFCE which are framed by reference to: particular courses of study, programmes of research, the criteria for the selection and appointment of academic staff or the admission of students. Government sets the overall level of funding for science and research, allocations to partner bodies, and has role in agreeing longer term/large scale infrastructure

These same 10 Universities also receive 51% of Research Council grant funding.
