THE CENTRE The Regional Centre for Training in Aerospace Surveys (RECTAS) was established on 21 st October 1972, under the auspices of the United Nations Economic Commission for Africa (UNECA) as a joint institution of African countries, to conduct training and research in the field of Aerospace Surveys and Geoinformatics. The Centre, located on the Campus of the Obafemi Awolowo University (OAU), Ile-Ife, Nigeria, is bilingual, with English and French as official languages. At the moment, there are 8 participating countries comprising: Benin, Burkina, Cameroon, Ghana, Mali, Niger, Nigeria (host country) and Senegal. RECTAS Administrative Block 2. VISION The vision of RECTAS is to be a leading Centre of Excellence, providing one-stop solution for quality geospatial science training, education, and research and critical capacity building for sustainable development in Africa. 3. MISSION The mission of RECTAS is to contribute to rapid sustainable development of member states in particular and Africa in general, through timely delivery and responsible use of appropriate geospatial information. 2

OBJECTIVES OF THE CENTRE The objectives of the Centre are: (i) (ii) (iii) (iv) to provide theoretical and practical training in the field of Geoinformatics, including in particular Photogrammetry, Remote Sensing, Cartography, Geographic Information Systems (GIS), and their applications in environmental studies, mapping, natural resources management, disaster management, urban management, climate change, etc.; to conduct seminars, workshops and short term courses with a view to providing an opportunity for dissemination of information in the field of Geoinformatics; to carry out studies and research in the field of Geoinformatics; and to provide advisory and consultancy services in Geoinformatics and other related areas to the governments of the member states of the Economic Commission for Africa and other institutions. 5. THE GOVERNING COUNCIL The Governing Council consists of the following: (i) (ii) The Chairman of the Governing Council, who shall be elected among the representatives of the member countries and who shall hold office for a term of two consecutive ordinary meetings of the Council, on rotatory basis; A representative appointed by each participating Government; (iii) An additional representative appointed by the Government of the host country; (iv) A representative of the United Nations Economic Commission for Africa, who will serve as an ex-officio member; (v) The Executive Director of the Centre, who shall be an ex-officio member and who shall participate without the right to vote, shall also serve as secretary to the Governing Council. 6. STAFF The staff members of the Centre are employed directly from participating countries or other countries within or outside Africa. The Executive Director, who is the Chief Executive of the Centre, has responsibility for the organisation, direction and administration of the Centre in accordance with the policies and decisions of the Governing Council. 3

EDUCATION, TRAINING & RESEARCH Advances in Geo-information, Information and Communication Technology (ICT) introduced a new era for the integration of Photogrammetry, Remote Sensing, Cartography and Geographic Information Systems, which together are the supporting technologies for the production, management, dissemination and use of geospatial information. In view of the recent development, the training programmes of RECTAS now focus on: Geoinformation Production and Management, Geo-information Technology and Geoinformation Science Applications. The programmes cover identification and acquisition of the necessary data and definition of the data transformation processes needed to produce the required maps and other forms of geo-information products and services. The education, training and research programmes are designed for technical, professional and academic personnel working in academic and research institutions and/or organisations involved in the production, management and use of geo-information. These programmes, over the past few years, have spread from survey and mapping departments to application-oriented organisations such as universities, cadastral departments, local authorities, utility companies, natural resources and environmental management agencies, etc. 8.1 DEPARTMENTS AND PROGRAMMES The following programmes are currently available at RECTAS: (1) TD (Technologist diploma) in Geo-information production and management. Duration is 18 months (available in English and French). (2) PM (Professional Masters) in Geoinformation production and management. Duration is 12 months (available in English and French). (3) EM (Executive Masters) in Geoinformation production and management. A weekend (part-time) programme. Duration is 18 months. (available in English only). (4) M. Tech (Masters in Geo-information Technology) (offered in collaboration with Federal University of Technology, Akure, Nigeria). Duration is 18 months; and students are domicile at RECTAS). (available in English only). (5) MSc. (Masters in Geoinformation Science) (offered in collaboration with University of Abomey-Calavi, Republic of Benin). Duration is 18 months; and students are domicile at RECTAS). (available in French only). (6) MSc in Geo-information science and land administration (MGLA). 6 (7) MSc in Cartography and Geo-visualisation. Duration is 18months (available in English). (8) PhD in Geo-information Science. Duration 2-4 years (available in English and French) DEPARTMENT OF CARTOGRAPHY MSc in Geo-information Science and Land Administration The Masters degree in Geo-information Science and Land Administration is RECTAS academic Masters programme. The duration of the Masters programme is 18 months. This course allows participants to carry out integrated independent research in any of the following areas: Geo-information in Land Tenure and Policy. Geo-information in Land Valuation. Geo-information in Cadastre and Property Rights. Geo-information in Land use and Development Control. Geo-information in Agriculture and Food Security. Geo-information in Community-Based Forestry Management. Geo-information for Good Governance in Land Administration. Evaluation of Land Administration Systems. Geo-information Science and the Society a - Objectives Upon successful completion of the programme, participants will be able to: - use geo-information science to generate, integrate, analyse and display spatial data; - evaluate and apply relevant and appropriate methods and models for data analysis and problem-solving in land administration; - understand the concepts of land policy and policy instruments, tenure security, land markets, land reform, land use planning and land taxation; - identify and operate Geo-information, information and Communication Technology appropriately for the functioning of land administration systems; - carry out multi-disciplinary and integrated research in geo-information science and land administration under different specializations paramount to societal wellbeing and human development; - develop and implement sustainable electronic land administration and electronic government interventions and - design, present and defend proposals for development projects. 6

7 b - Admission Requirements Applicants should have a minimum of: (a) Bachelor degree (with minimum of Second Class Honours, Upper Division) from a recognised university in a discipline related to Land Administration, preferably combined with relevant working experience. In addition, applicants must have credits in Mathematics, English Language and two science or social science subjects (or arts subjects for Law graduates) at Ordinary Level. The following qualifications are also acceptable for the Master of Science (M.Sc.) degree programme. (b) RECTAS Postgraduate diploma (PGD), or equivalent, in Geo-information Production and Management. (c) A professional Masters degree in GIS or Surveying and Geoinformatics. Since Land Administration is very broad and multidisciplinary, graduates of the following disciplines are particularly encouraged to apply: Agriculture, Architecture, Civil Engineering, Economics, Estate Management, Forestry and Natural Sciences, Geography, Geoinformatics, Geology, Law, Political Science, Public Administration, Surveying and Town Planning. 8 e - Requirements for graduation To be eligible for the award of MGIT degree, students must have: (i) Passed all core courses for the Programme; (ii) Passed additional elective courses to have an accumulated total credits of at least 48 units; (iii)been in residence at University of Ghana, Legon for a minimum of 4 weeks for Seminar Presentation (iv) Successfully presented at least two seminar proposal and progress seminar (v) Fulfilled all other conditions as presented by the University of Ghana and RECTAS (vi) Successfully completed and defended a research thesis in an oral examination f - Award of Degree The degree is awarded by the University of Ghana (UG) in collaboration with the Regional Centre for Training in Aerospace Surveys (RECTAS). Usually the practical contact hours are insufficient hence students must put in extra time MSc in Cartography and Geo-visualisation The duration of the programme is 18 months. This course allows participants to carry out integrated independent research in any of the following areas: Geo-visualization in Land Tenure and Policy. Geo-visualization in Land Valuation. Geo-visualization in Cadastre and Property Rights. Geo-visualization in Land use and Development Control. Geo-visualization in Agriculture and Food Security. Geo-visualization in Community-Based Forestry Management. Geo-visualization for Good Governance in Land Administration. Geo-information Science and the Society DEPARTMENT OF GEOGRAPHIC INFORMATION SYSTEMS MSc in Geo-information Technology and Geo-information Science The Masters degrees are joint RECTAS/ FUTA and RECTAS/UAC programmes. The programmes and students are domiciled at RECTAS, Ile-Ife, Nigeria. However, the students will spend 4 weeks at FUTA Campus/UAC Campus for academic seminars before they can graduate. The duration of the Masters programme is 18 months. The Masters Degree programmes are offered with the following areas of specialisation: (i) Geographic information systems (GIS) in Disaster Management (ii) GIS in environmental Management (iii) GIS in Land Resource Management (iv) GIS in Natural Resource (including oil & Gas) Management (v) GIS in Hydrology and Water Resource Management (vi) GIS in Meteorology and Climate Change (vii) GIS in Soil Survey and Agricultural Management (viii) GIS in Health and Social Development (ix) GIS in Crime Mapping, Peace and Security 9

10 (x) GIS in Military Intelligence (xi) GIS in Urban Planning and Physical Development (xii) GIS in Land Administration (xiii) GIS in Urban Planning (xiv) GIS in Surveying and Geodesy (xv) GIS in Food Security a - Objectives The objectives of the programme are: - to provide theoretical and practical training in Geoinformatics and applications; - to produce high-grade professional experts/scientists in Geoinformation science; - to enhance capacity and capability for research development and application of Geographic Information Technologies; - to equip graduates of various disciplines with adequate technical capability in Geoinformation science applications; - to disseminate to the public the results of research and facilitate the practical application of these results; and - to collaborate with national and international agencies in the areas of applying GIS to tackle relevant problems. b - Admission Requirements The requirements for admission into the MGIT and MSc programmes consist of: (i) RECTAS Postgraduate Diploma (PGD), or equivalent, in Geoinformation Science and Production Management with minimum average score of 60%. (ii) A professional masters degree in GIS or Surveying and Geoinformatics. (iii) A good first degree not below second class honours (lower division) or a higher degree in related arts, social science, science, engineering and medical disciplines from any recognised university. When admitted the student in category (iii) will be required to take necessary remedial courses or the PGD course. 10

A student that is unable to complete the thesis or course work could remain for another semester (i.e. a maximum of 24 months). The fee for the extended period is the student s responsibility). Upon completion of the course, participants should be able to implement and supervise geoinformation production systems and quality control systems in: 12

13 the use of appropriate integrated geoinformation production technology for a selected application; the identification of appropriate data sources and evaluate products/services performances; the evaluation of data sources, production systems and products/services performances; and the implementation of quality assurance/control systems, etc. b - Target Group The Technologist Diploma Programme (GPM.4) is intended for Technologist and those who will be involved in the use of integrated geoinformation production systems in: National survey and mapping organisations; Application-oriented organisations (e.g. cadastre, local authorities, utilities companies, natural resources surveys, environment, etc.); Private geo-information production organisations, etc. c - Admission Requirements To be considered for admission to the Technologist Diploma (GPM.4) course, applicants should have a minimum of: 1. GCE A/L with Credits in 2 cognate subjects including Mathematics, or the NANTEB Advanced National Technical Certificate (ANTC) and general entry qualification into the Technician Diploma or Upper Credit Technician Diploma in Photogrammetry, Remote Sensing, GIS, Cartography, Surveying or any of the Environmental or Earth Sciences and general entry requirements into the Technician Diploma. 2. 14 e - Commencement and Duration The Technologist Diploma Course commences on 1 st October each year with a duration of 18 months. The deadline of submission of application form is 30 th May. f - Award of Diploma At the end of the course, successful participants will be awarded The Technologist Diploma in Geoinformation Production and Management (indicating the area of specialisation) g - Course Structure The Technologist Diploma Course is organised in twenty-four (24) modules. The modules are structured in learning activities in Geoinformation technology with each module oriented towards problem-solving. The specialisation is based on the student s area of research project, which is the execution of the final project. 15 DEPARTMENT OF PHOTOGRAMMETRY & REMOTE SENSING Professional Masters in Geo-information production and Management This programme is twelve-month training in Geoinformation Production and Management. a -Objectives The objectives of the Professional Masters (PM) Course is to achieve competences in: the use of integrated geo-information production technology (data acquisition, information extraction, information presentation, databases and spatial information systems); the operational management of geo-information production systems (design, planning, execution and quality control ); the application of geo-information science to diverse areas such as environment, agriculture and forestry, natural resources, etc. Upon completion of the course, participants should be able to: (i) Contribute to the design and implementation of geo-information production systems and quality control systems in the following areas: design and use of integrated geo-information production systems for selected applications; analysis of information requirements and definition of products/services and system specifications; evaluation of data sources, production systems and products/services performances; identification of production constraints; and design and implementation of quality assurance/control systems. (ii) Manage geoinformation production systems and be able to: communicate with users; plan, direct and control geoinformation production systems; cost products and services; and report on results. 15

16 b - Target Group The Post Graduate Diploma course is intended for middle-level professionals involved in the design, use and operational management of integrated geoinformation production systems in: National survey and mapping organisations; application-oriented organisations (e.g. cadastre, local authorities, utilities companies, natural resources surveys, environment); Private geo-information production organisations, and Academic and research institutions, etc. c - Admission Requirements To be eligible for admission into the Professional Masters (PM) programme, applicants should have: 1. a minimum of first Degree (B.Sc. or equivalent) from a recognised university or institution in cognate disciplines such as Engineering, Geosciences and Environmental Sciences with a minimum of one (1) year post qualification work experience in relevant disciplines or, in exceptional cases, a minimum of Upper Credit in Technologist Diploma (Higher National Diploma HND) in cognate disciplines such as Engineering, Geosciences and Environmental Sciences with a minimum of three (3) years post qualification work experience in relevant disciplines; 2. In addition, candidates are expected to posses at least a pass in English Language and Credits in four other subjects which must include Mathematics, Physics (for Photogrammetry and Remote Sensing specialisation), Geography (or Chemistry), Additional (Further) Mathematics, Biology, Agricultural Science, Technical Drawing, or Economics; and 3. 17 e - Commencement and Duration The Professional Masters Course commences on 1 st duration period of 12 months. September of every year with a f - Award of Diploma At the end of the programme, successful participants will be awarded the Professional Masters in Geo-information Production and Management (indicating their areas of specialisation) g - Course Outline The Post Graduate Diploma programme is organised in seventeen (17) modules. The modules are structured with duration of three weeks each to encourage those who cannot attend the full course to attend the module(s) of interest as a short course. The specialisation is based on the student s area of research project, which is the execution of the final project. Modules 3 to 9 are run in collaboration with the International Institute for Geo-information Science and Earth Observation (ITC) as part of the ITC-RECTAS Joint M.Sc. Geoinformatics programme. 18 8.1.4 OTHER PROGRAMMES Executive Masters in Geo-information Production and Management The Executive masters Programme is borne out of the need to reach the large communities of experts and professionals who would like to apply Geoinformation Technologies in their operations but do not have the opportunities to leave their jobs for formal academic programme at RECTAS. These crops of potential students are in different organizations, research and academic institutions with huge responsibilities that could not allow them to attend programme domiciled at RECTAS on a full time basis. The programme is a part time Programme (week-end Only) with the following Objectives: a- Programme Objectives The objectives of the Executive Professional Masters (EPM) Course is to achieve competences in: the use of integrated geoinformation production technology (data acquisition, information extraction, information presentation, databases and spatial information systems); the operational management of geoinformation production systems (design, planning, execution and quality control ); the application of geoinformation science to diverse areas such as environment, agriculture and forestry, natural resources, etc. Upon completion of the course, participants should be able to: (i) Contribute to the design and implementation of geoinformation production systems and quality control systems in the following areas: design and use of integrated geoinformation production systems for selected applications; analysis of information requirements and definition of products/services and system specifications; evaluation of data sources, production systems and products/services performances; identification of production constraints; and design and implementation of quality assurance/control systems. Admission Requirements To be eligible for admission into the Executive Professional Masters (EPM) programme, applicants should have: 1. a minimum of first Degree (B.Sc. or equivalent) from a recognised university or institution in relevant disciplines such as Engineering, Geosciences, Environmental Sciences, Geography, Physical Planning, Pure and applied sciences with a minimum of Second class Lower division or, in exceptional cases, a minimum of Upper Credit in Technologist Diploma (Higher National Diploma HND) in relevant disciplines such as Engineering, Geosciences and Environmental Sciences with a minimum of three (2) years post qualification work experience in relevant disciplines; 2. In addition, candidates are expected to posse credit in English Language and other four subjects from the following: Mathematics, Physics, Geography, Chemistry, Additional (Further) Mathematics, Biology, Agricultural Science, Technical Drawing and Economics or Commerce. g. Commencement and Duration The Professional Masters Course commences on 1 st October of every year with a duration period of 12 months. h. Award of Diploma At the end of the programme, successful participants will be awarded the Professional Masters in Geo-information Production and Management (indicating their areas of specialisation) Three Specialisation options are available for the Programme, which are as follows: Geographic Information Systems Photogrammetry and Remote Sensing Cartography PhD programme The PhD programme is run in English and French in the following areas: (a) Geo-information Science. (b) Cartography & Geo-visualisation. (c) Photogrammetry and Remote Sensing 20

CONSULTANCY AND ADVISORY SERVICES, SHORT-TERM COURSES The Centre also conducts customised training in the above-mentioned fields to meet the special needs of member states and organisations upon request. The course contents are customized subject to the Client s comments and adjustment where necessary. RECTAS, through its consultancy outfit, RECTAS CONSULT, offers short term and long term training programmes upon request. It also offers advisory and consulting services and facilities in the following areas: Applied Geoinformatics GIS Applications Installation of GIS Laboratory Terrestrial surveys Instrument Maintenance Etc. Individuals and organisations can request for customised short courses of their choice to be designed by RECTAS (in consultation with the organisation and run either at RECTAS or at the premises of the organisation). The course fee is Fifty US Dollar ($50.00) or thirty seven thousand five hundred naira (N7,500.00) only, per participant per day. The course fee covers only tuition, lecture materials, and light refreshments during the duration of the three (3) weeks training. EQUIPMENT AND TRAINING FACILITIES The Centre which has its own VSAT with sufficient bandwidth is fully networked and well equipped with the state-of-the-art laboratories, geoinformatics hardware and software, and other facilities. The Library is computerized and contains relevant and up-to-date textbooks, journals, reviews, scientific magazines, bulletins, important project reports and lecture notes in the RECTAS major areas of specialization, namely: Photogrammetry, Remote Sensing, Geographic Information Systems (GIS) and Cartography. Other allied disciplines covered are Computer Science, Physics, Mathematics, Statistics, Land Surveying (including GPS), Geology, Geography and others. The students laboratories are equipped with high capacity latest generation computers and accessories. The different software used at the Centre includes ArcGIS, ILWIS, ERDAS IMAGINE, ENVI, IDRISI and AUTOCAD. Consultancy Short-Term Course (STC-2) Laboratory Consultancy Production Laboratory 24

25 RECTAS AFREF (African Geodetic Reference Frame) Core receiver permanent station is operational and currently sending data to SEGAL in Portugal, IGS in Germany and CDDIS in USA. Action is being taken to restart the sending of data to HartRAO in South- Africa. AFREF data are used by professional surveyors for different projects. 26 11. ACCOMMODATION Course participants on regular programmes are accommodated in RECTAS Hostels, which are situated within the Centre s premises. However, self sponsored participants may elect to make there own accommodation arrangement outside the campus. For short courses, limited number of shared rooms may be available. METHOD OF APPLICATION FOR ADMISSION Only candidates with National Diploma (OND), technician s diploma, HND, technologist diploma, bachelor, postgraduate, diploma, professional masters, master of science, master of art or other higher degrees in science, social science, humanities, engineering, and health disciplines are eligible for consideration for admission.
