BACKGROUND Lack of electricity is a key constraint hampering economic development and the improvement of livelihoods in Rwanda. About 80% of all households rely on traditional biomass for their cooking and heating needs, which has led to deforestation and soil erosion. INTRODUCTION Le manque d'électricité est un obstacle majeur qui entrave le développement économique et l'amélioration des moyens de subsistance au Rwanda. Environ 80% des ménages dépendent de la biomasse traditionnelle pour leurs besoins en matière de chauffage et de cuisson, ce qui a conduit à la déforestation et l'érosion des sols. Pour pallier cette situation, le gouvernement du Rwanda (GR) à travers la Stratégie de développement économique et de Réduction

The GoR has given priority of investment to infrastructure development, particularly in the energy sector and set targets for 2017: (i) increasing generation capacity from 90 MW to 1,000 MW and (ii) increasing household connections to electricity from 110,000 (6%) to 1,451,855 (70%); with a special emphasis on connecting social infrastructure: health facilities, schools, and administrative offices. For the Government of Rwanda to achieve the objective above mentioned, ADF has agreed to extend to the Government of Rwanda a loan of fifteen million four hundred and ninety four thousand Units of Account (UA 15,494,000) and a grant of eleven million eight hundred and seventy one thousand Units of Account (UA 11,871,000) for the financing of the Project. The amount of the main loan accorded by the Funds will be reimbursed over a period of forty (40) years, after a grace period of ten (10) years, at interest rate of 1% for the ten first period of repayment and the rate of 3% per annum thereafter. de la Pauvreté (EDPRS), a identifié le secteur de l'énergie comme un secteur stratégique pour le développement de l'économie nationale et d'accélération de la réduction de la pauvreté. En vue de permettre au gouvernement du Rwanda à atteindre l'objectif susmentionné, le FAD a accepté d octroyer au gouvernement du Rwanda un prêt de 15,494 millions d'unités de Compte ( UC) et un don de onze millions huit cent soixante mille Unités de Compte ( UC) pour le financement du projet. Le montant du principal du prêt consenti par le Fonds sera remboursé sur une période de quarante (40) ans, après une grâce période de dix (10) ans, a un taux d intérêt de 1% au cours des dix premières années de remboursement et de 3% par an au cours des

Umushinga ugizwe n ibice bine (4) bikurikira: A. Gusana no kongerera ubushobozi ibigo bikwirakwiza amashanyarazi The overarching goal of the proposed project is to support the long-term and short-term development strategy and program of the government of Rwanda. The expected outcomes are (i) improved access to electricity for households and priority public institutions in the proposed project area and (ii) sustained reliable electricity supply. The project consists on the following four (4) components: A. The Project will support the Government s strategic vision and its Economic Development and Poverty Reduction Strategy (EDPRS-2) and will help improve access to electricity for households and priority public institutions in the Northern and Western provinces of Rwanda, ensure reliable electricity supply, and support scaling up inclusive and green connections through the use of Compact Florence Lamps in future connections. Le Projet appuiera la vision stratégique du Gouvernement et sa Stratégie de Développement Economique et de Réduction de la Pauvreté (EDPRS-2) pour la période et contribuera à améliorer l accès a l électricité pour les ménages et les institutions publiques prioritaires dans les provinces du Nord et de l'ouest du Rwanda, assurer l'approvisionnement en électricité fiable et appuyer l'élargissement des connexions «inclusive et verte" grâce à l'utilisation de lampes compactes Florence lors des connexions futures.
