1 Helsinki, 13 April 2007 Recommended Appropriate Portfolio of Paper Charts For vessels not using a type approved ECDIS with ENCs. For vessels using paper charts as back-up to a single ECDIS using ENC, or the ECDIS in RCDS mode. Note: For waters under the Finnish jurisdiction the RCDS mode is normally not relevant, because almost all of these waters are covered by ENCs. 1. Basic Principles for the Appropriate Portfolio of Finnish Paper Charts The following basic principles apply when deciding the appropriate portfolio of paper charts for navigating safely to Finnish ports. 1. Relevant up-to-date General charts (Scale 1: , 1: : ) shall be used in the Finnish area of jurisdiction. 2. Relevant up-to-date Coastal charts (Scale 1: :50.000) shall be used when approaching Finnish harbours. 3. Relevant up-to-date Harbour charts (Scale 1: :20.000) shall be used when entering Finnish harbours. 4. If the ship is sailing between Finnish harbours using coastal fairways, all coastal charts between the harbours in question shall be used [example Kotka Hanko]. 5. Existing Chart series (L and M) and Saimaa Channel charts (S) shall be used when entering the Saimaa inland lake area. Voyage to the ports of norteastern part of Saimaa require also additional charts numbers and possibly Chart series R. 6. Relevant ENCs in appropriate navigational purpose (General, Approach, Harbour corresponding the scale ranges in points 1 3 above) shall be used when navigating with ECDIS. The current status of available ENCs can be seen on the Primar Stavanger Chart Cataloque [ or on the IHO ENC Catalogue [ 7. Relevant harbour charts (Scale 1: :20.000) shall be used when entering Finnish harbours until ENCs for harbour navigational purpose has been released for these harbours [example Turku harbour]. 8. The publication Chart 1, issued by the Finnish Maritime Administration, should be used in connection with. 9. A list of the recommended Appropriate Portfolio of Paper Charts, for the main harbours in Finland, is in Annex 1. If the harbour in question is not listed in Annex 1, the Finnish Maritime Administration should be consulted. 2 2. Basic Principles for Foreign Paper Charts 1. The use of relevant National is recommended. 2. Corresponding Foreign paper charts may be used instead of National, if they are issued officially by or on the authority of a Government, authorized Hydrographic Office or other relevant government institution and is designed to meet the requirements of marine navigation [Ref. SOLAS Reg. V/2-2] and if the quality of these charts is on the same level than on the national charts. 3. The basic principles as stated above, from point 1.1 to 1.6, apply when using foreign paper charts. The scale and updating frequency of these charts shall be corresponding to the National Finnish. Note: Finland intends to review the copyright arrangements with foreign chart production nations.
