Action Item(s): Implement new salary provisions effective July 1, 2014 Affected Employee Group(s)/Unit(s): Eligible Unit 13 employees Details: Pursuant to the November 10, 2014, Memorandum of Understanding (MOU) between the California State University (CSU) and the California State University Employees Union (CSUEU), SIEU Local 2579, Unit 13 - English Language Program at the Los Angeles campus, salary program provisions for FY 2014/15 are provided below: Salary Program effective July 1, 2014: 4.34% General Salary Increase (GSI) Unit 13 salary step rates will be increased by the GSI percentage. Detailed Information for Salary Provisions: General Salary Increase (GSI): Effective July 1, 2014, a 4.34% GSI will be applied to the individual salary rates of eligible bargaining unit members who were in active pay status as of July 1, The campus will manually post the increases as a GEN transaction for individuals appointed in Core and Term ELP Instructor classifications. GSI increases for eligible employees in non-pay status (e.g., on leave) will be processed manually by the campus effective the date the employee returns to active pay status. Distribution: Vice President, Administration, CSULA Benefits Representative, CSULA Budget Officer, CSULA Employee Relations Designees, CSULA State Controller s Office/PPSD

3 Page 2 of 3 Employees on Military Leave receiving a Military Difference in Pay CSU salary supplement should have the difference between the CSU salary and military pay recalculated based on the employee s new salary rate, pursuant to the CSU policy. The campus is responsible for completing this manual process. Core ELP Instructors (class code 1350): Core ELP Instructors teach three (3) to six (6) courses per term. The time base fraction/full time equivalency (FTE) associated with the course assignments, including the approximate corresponding monthly pay period and annualized salary rates, are provided below as an example. Actual time base fractions and their corresponding pay period and annualized salary rates may differ: Teaching Schedule: Number of courses Timebase Fraction/ FTE Equivalency Approximate Monthly Pay Period and Annualized (*12) Salary Rate Effective July 1, 2014 Three (3) 01/02 =.5000 $2,400 / $28,800 Four (4) 02/03 =.6667 $3,200 / $38,400 Five (5) 05/06 =.8333 $4,000 / $48,000 Six (6) FT = 1.00 $4,800 / $57,600 Effective July 1, 2014, additional employment provisions pursuant to provision 15.4(c) of the collective bargaining agreement include: o Special Projects: a forty-hour special project will be compensated at the rate equal to that paid for a single course, pro-rata for special projects less than forty hours. (Example: a 10 hour special project at 2014/15 rates = $2,400/4 = $600.) Term ELP Instructors (class code 1351): Term ELP Instructors teach one (1) or two (2) courses per term. Each eleven (11) week term is established as a separate temporary appointment with specific beginning and ending dates. Salary payments are derived from the classification s step-rate salary structure (set at $7,467) and the time base fraction/fte associated with the course assignments. The example below identifies monthly pay period salary rates based upon completion of a full pay period. Instructors that work less than a full term or less than the full number of days within a given pay period will receive a pro-rated amount. Example: Teaching Schedule: Number of courses Time base Fraction/FTE Equivalency Approximate Monthly Pay Period Salary Rate and Full Term Compensation Amount Effective July 1, 2014 One (1) 01/08 =.125 $ / $2,400 Two (2) 01/04 =.25 $1, / $4,800 Term ELP Instructor Salary Payments Step rate * time base = salary rate. The monthly salary rate is derived by multiplying the step rate by the appropriate time base fraction. The time base, or full time equivalency (FTE), is established based upon the number of classes taught. All classes are based upon a five (5) day workweek. The salary rate is paid pro rata based upon the number of days in the respective state pay period over the course of the term. Final Settlement pay will be based upon the session rate for the term less the compensation paid through master payroll warrants issued over the course of the term, including any unused PTO.

English Language Program (ELP) Substitute Instructors (class code 1360): Substitute ELP Instructors continue to be processed on an hourly intermittent basis, and the salary range minimum and maximum remains unchanged from the 2013/14 hourly rates ($ $38.00.) Payroll Calendar: A campus payroll calendar has been established which identifies the beginning and ending dates of the terms for appointees in the English Language Program: o Core ELP Instructors are compensated on a12-consecutive month pay cycle from July through June. The 12-consecutive months of pay is paid at the same rate each pay period, adjusted as appropriate for time base changes. For example, July pay period begins the 12-consecutive month pay cycle, although the summer term appointment commences in June pay period. Regular pay incorporates holidays and residual days (non-work days in between terms) as noted on the campus payroll calendar.

5 Page 4 of 3 o Term ELP Instructors are appointed based upon the respective term s beginning and ending dates, regular pay incorporates holidays that fall within the respective term as noted on the campus payroll calendar. o Substitute ELP Instructors are paid on an hourly, intermittent basis over the course of an appointment term or specific period, for the number of hours worked. Holiday provisions are not applicable to Substitute ELP Instructors.
