3 The Liguria Energy Consortium The Liguria Energy Consortium was born on July,24th 2002 thanks to the promotion of the Liguria Region, with the partecipation of Public Institutions and the tecnical support of the Regional Energy Agency of Liguria.

4 Consortium s goals To catch the opportunities offered from the liberalization of Energy and gas market. To allow a reduction of the costs related to the energy bill. To establish the basis for a reduction of the energy consumption in the public system. To help developing an innovative approach in the energy management in the Ligurian Public System. To support once and for all the partners the tender charges (just for pubblications and contributions over Back-office costs,consultants costs and the costs of a possible awarded commission are to be added.

7 Consortium s purpose The Consortium has no financial profit To satisfy the needs of the Partners at the best available conditions on the market, the Consortium can realize tenders for: Electricity, coming from a traditional mix and/or frenewable sources (Green Energy certified by GSE Energy Services Manager) Natural Gas Energy Services Performances aimed to the rationalization of the Energy Consumption

8 Governance The Consortium Partners Assembly: it s made up of all the partners, it s qualified to elect the members of the Board of Directors. The Board of Directors: it s made up of 9 members, including the President and the Vice-President, it accomplishes measures of ordinary and extraordinary administration of the Consortium. The President and the Vice-President : they have a Representative Role inside the consortium and they are qualified to convene and preside the Assembly and the Board of Directors

11 Results 2/2 - Verified Billing data of over 10 millions Euro every year; - Random sampling controls on invoices; - Discovered billing irregularities in 2007 for about refunded to the partners; - Discovered exceeding billing in The problem is still open. - Irregularities on contracts were contested within time-limits agreed in the Contract.

12 Self-financing The Partners give to the Consortium: an 8% Commission on the annual savings obtained. An annual contribution of maximum the 2% of the savings for the other Consortium s costs. The remaining 90% of savings represent a sure reduction on the clients bills.

13 Conclusions The Liguria Energy Consortium: Buys Electricity (Green too) and natural gas; Saves on administration costs (centralized); Obtains favourable prices (thanks to the scale economies); It s self-financed thanks to the savings without extra-costs for the partners.

14 Public Lighting The usual condition in a Municipality: 40% PROPERTY of the Municipality 60% PROPERTY of

15 Public Lighting It mandatory to entrust the management of the plants through a public procedure of assignement (art. 23bis law 166/09). There is the opportunity to renovate the plants and to reach energy savings thanks to the new technologies. How?
