1 REPUBLIC OF TURKEY DUZCE UNIVERSITY REGULATION FOR ADMISSION OF STUDENTS FROM ABROAD PART-1 Aim, Scope, Basis and Definitions Aim and Scope ARTICLE 1- The aim and content of this regulation is to determine the procedures and principles to be applied in application, admission and registration of international students to the faculties, schools and vocational schools at Düzce University. Basis ARTICLE 2- This regulation has been prepared in compliance with the Articles 5 and 6 of the Law 2922 concerning Foreign Students Receiving Education in Turkey and the decisions taken by the Council of Higher Education on the Jan Terms ARTICLE 3- The terms and their references in this regulation are as follows: a) TR : Republic of Turkey b) NCTR : Turkish Republic of Northern Cyprus c) University: Düzce University, d) Executive Board: Duzce University Executive Board e) Senate : Düzce University Senate Council, f) Faculty: Faculties of Düzce University, g) School : Schools of Düzce University, h) Vocational Schools : Vocational Schools of Düzce University, i) Department : Departments in Faculties, j) Program : Programs in Vocational Schools. PART- 2 General Principles on Application, Registration and Admission General Requirements ARTICLE 4 (Amended by the provisions of Düzce University Senate dated and numbered as /54.) Candidates to Apply: a) Are accepted on the condition that they are in their last year of high school or high school graduates and; 1) They are foreigners, 2) They are Turkish citizens at birth but received the alienage permission from Ministry of Internal Affairs whose minor children have The Document on the Use of Rights that are given by the Law numbered as 5203, 3) They are foreigners at birth but became Turkish citizens and have dual citizenship,

2 4) Turkish citizens who have completed the last three years of their high school educations in a foreign country except for NCTR, 5) Citizens of NCTR, dwelling in NCTR, and completing their high school in NCTR and have the scores of General Certificate of Education A Level GCE AL b) The following candidates aren t accepted; 1) TR citizens (except for the ones who completed their high school education in a foreign country except for NCTR), 2) NCTR citizens (except for the ones that completed all of their high school education at NCTR high schools and have the scores of General Certificate of Education A Level GCE AL ) 3) Dual citizens one of whose citizenships is TR (except for the ones who completed their whole high school education at NCTR high schools and have the scores of General Certificate of Education A Level GCE AL ), 4) TR citizens who completed their high school in NCTR. Application ARTICLE 5 (It was amended by the provision of Düzce University Senate dated and numbered as /54.) Explanations regarding application are announced on Düzce University web site. Applications are made via mail or in person to Düzce University Directorate of Student Affairs between the dates stated in the academic calendar by filling in the application form (Form-1) with the other necessary documents stated in Article-6. a) Candidates can make 3 (three) choices at most. b) The application documents that arrive after the deadline in the mail aren t processed. c) The applications of the canditates with missing documents are not processed. d) Applications to the departments/programes that admit students based on special talent tests will be made in person to the relevant department, school or vocational school and the decision will be made by the relevant departments. The Required documents in the application process ARTICLE 6 - (It was amended by the provision of Düzce University Senate dated and numbered as /54.) The following documents are required in the application process. a) Filling in an application form (Form-1) with three choices at most by the foreign student, b) A certified copy of high school dilploma or graduation certificate which is approved by notary in Turkey or consulate in their country (with Turkish translation), c) Notary or consulate certified copy of the official transcript of the candidate which shows the courses and the grades the candidate received in the high school and is approved by the high school manager. (If this document is not in Turkish, it has to be translated.) d) A notary or the consulate certified scores of any one of the following examinations stated below (with Turkish translation), Test Types and Conditions SAT I minimum 1100 / 1600 GCE (A Level) Exam A grade level in at least 3 subjects ACT (American College Test) Exam minimum 24

Being successful in at least 5 fields with a grade of O. The average of the three exams two of which are about the related field is minimum 150. Minimum 13 points Minimum 6,5 points Minimum 275 points Minimum 12 points Minimum score in 6 academic fields including Chemistry, Physics and Mathematics Students who do not get the enough points or do not have any points in international, national exams should graduate with 70 out of 100 as a high school graduation points Students who get gold, silver or bronze medal Minimum 50 points in Foreign Students Admission Exams which are conducted by the other universities in Turkey. e) The application of the candidates with scores that are not above mentioned are evaluated by the related academic commission. f) A certified copy of the page of the passport showing the identification information translated into Turkish and certified by the consulate or the notary. g) 1 Passport Size Photo Evaluation ARTICLE 7 (Amended by Düzce Üniversity Senate s dated and 2012/54 numbered decision.) (1) The applications of the foriegn students are evaluated and finalized by the academic commissions determined by the executive board of the University.

7 (2) Firstly, the grading of the national exams of the countries mentioned in Article Six, international exams and foreign student acceptance exams performed by the universities are converted into 100 points system. The placement is made according to the department/program preferences and the points calculated out of 100 points system. Afterwards, the students applying with their cumulative grade point average are placed to the rest contingencies according to their preferences. (3) Should the placement points be equal, cumulative grade point average will be taken into consideration. If there is again an equality the student who is younger will be preferred. (4) The students accepted to more than one department or program will be placed to only one department or program based to their preferences. (5) The number of the candidates in the substitute list is equal to the main list. The substitute candidates are placed to the substitute list according to their preferences. (6) Düzce University exercies its right to fill the contingencies or not. Being eligible to apply does not necessarily mean acceptance to the placement. (7) Being eligible to apply does not necessarily mean acceptance or placement to the department or program. The applications with missing documents and/or failing to bear mentioned standards are not taken into consideration. (8) The applications made to the departments or programs accepting students with special talent exam are evaluated by the related committees according to the criteria determined by the related departments or programme. Announcement of the Results ARTICLE 8 The department and the programs the candidates were placed are announced together with the registration calendar on the web by the Directorate of Student Affairs. Furthermore, a letter of acceptance is sent to the students accepted to the university. Exact registration ARTICLE 9 (1) The exact registration takes place at the Directorate of Student Affairs. The students accepted to the university perform the registrration procedures within the determined registration dates with the documents mentioned below. The candidates, unless otherwise indicated, should have the original documents mentioned in the Article Six of this regulation;

8 a) A copy of the passport s pages, certified by the consulate or the notary, showing the identity information and education annotated visa, b) The original certificate of equivalence of the certificate of high school or its equivalant taken from the Ministry of Education, c) (Annulled by Duzce Üniversity Senate s dated and 2012/54 numbered decision.) ç) The original documents showing the financial indemnity amount determined by the Board of the University to ensure that the student can afford to continue his/her higher education, d) Tax identification number taken from the Turkish Republic Tax Office, e) Together with 4 Passport size Photos, they register themselves. f. (Added by Düzce Üniversity Senate s dated and 2012/54 numbered decision.) The bank receipt showing the deposited tuition fee. g. (Added by Düzce Üniversity Senate s dated and 2012/54 numbered decision. ) The student visa taken from their country s Republic of Turkey Embassy, (2) (Amended by Düzce Üniversity Senate s dated and 2012/54 numbered decision.) The foreign students accepted to the departments or programs whose the medium of instruction is Turkish are requested additional document apart from the ones mentioned above. These students are required to have a certified copy of Turkish proficiency document from either their country s T.R. embassy/consulate or the original Turkish Proficiency document taken from Turkish Teaching Center (TOMER). The students whose scores are at least 60 and above out of 100 are considered proficient. The students with scores less than 60 are considered on leave for one year by the decision of the Executive Board of the University. At the beginning of the following academic year, the students can start education after they document being succesful in Turkish language by means of Turkish language proficiency exam prepared by the Department of Turkish Language or Turkish Teaching Center (TÖMER). Exams and Validity Periods ARTICLE 10 ( Amended by Düzce Üniversity Senate s dated and 2012/54 numbered decision.) In the evaluation of the applications of the candidates, there is no validity period for the exams (Abitür, International, Baccalaureate, GCE, Tawjihi etc.) which are at the same status with high school graduation exams. Nevertheless, the exams (SAT, ACT, GAOKO etc.) which are at the same status with university entrance exam have two years of validity.

9 Procedures with the Documents ARTICLE 11 During the application or registration, if the documents required are not in either English or Turkish, the candidate students are responsible for attaching the Turkish or English certified copies of the required documents to the original ones. SECTION III Miscellaneous and Final Provisions Amount of the Financial Security ARTICLE 12 Foreign students having the right to admission to Düzce University must document that they can afford expenses during their education. The amount which is documented is determined by Executive Board of the University. Education ARTICLE 12 Accepted foreign students are subject to Düzce University Undergraduate education and examination regulations and Duzce University Associate Degree education and examination regulations. Situations with no provisions ARTICLE 13 In case of situations with no provisions Düzce University Undergraduate education and exam regulations and Duzce University Associate Degree education and exam regulations and Senate s decisions are applied. Validity ARTICLE 12 This regulation enacts when it is approved by Higher Education Council. Execution ARTICLE 13 Düzce University Rector enacts this provisions of this regulation.
