The decisin t implement BYOD is a schl ne and this Administrative Prcedure shuld be viewed as a guideline t assist in the prcess, nt a mandate t implement BYOD. 1. Implicatins f BYOD 1.1 As prtable cmputing devices (laptps, tablets, smartphnes) have becme mre and mre affrdable, students and staff are requesting permissin t use their wn devices n schl and Bard wireless netwrks. While this des affrd the pprtunity fr greater access t nline resurces fr staff and students, there are several factrs that need t be cnsidered t ensure that this practice is successful, safe and equitable, and des nt cmprmise the security and efficiency f ur netwrks. 1.2 As mre and mre prtable devices are added t ur netwrk, the demands n ur bandwidth increase prprtinally, resulting in increased csts fr bth bandwidth itself and fr the equipment required t prvide access (access pints, a Wi-Fi cntrller, and sftware t manage authenticatin, t filter cntent and t manage bandwidth traffic.) Wireless netwrk access must be managed t prevent crruptin by viruses, wrms and malware, t prevent inapprpriate access, and t shape traffic t ensure that all schls have the access they need. 1.3 Despite the fact that prtable cmputing technlgy is becming increasingly mre affrdable, there will cntinue t be students whse families cannt affrd t prvide their wn technlgy r wh chse nt t. Schls will need t have prtable technlgy available fr students wh d nt have their wn devices. Classrm practices and expectatins must take int accunt that nt all students will have access t cmputing technlgy utside f schl (i.e. at hme.) Steps will need t be taken t ensure equity f access fr all t respnd t sci-ecnmic disparities amngst students. 2 1.4 With increasing numbers f devices, there is als increased ptential fr student misuse f technlgy. Schl staffs must be prepared t teach psitive digital citizenship and critical thinking skills and t develp effective respnses t inapprpriate behaviurs such as cyber-bullying, the sharing f persnal infrmatin, and ther behaviurs that ptentially put students at risk in nline envirnments. 2. Implementatin 2.1 Prir t implementing BYOD, schl principals shuld perfrm a feasibility evaluatin t ensure that the schl, students, staff and cmmunity are ready and willing t embrace this change in practice. The IT Department shuld be cnsulted t ensure that the Wi-Fi 33 infrastructure in the schl is adequate t handle the implementatin f BYOD. Staff shuld be cnsulted t determine the readiness and willingness f staff t adpt BYOD. A suitable starting pint wuld be t determine in which grades and/r subject areas the implementatin wuld begin. It wuld be preferable t implement BYOD in stages, starting with a small number f ready and willing teachers in rder t build success and capacity befre extending the practice mre bradly. Principals shuld refer t the BYOD Readiness checklist (Appendix A) prir t implementing BYOD in their schls. 2.2 Teacher and staff supprt is critical t a successful implementatin f BYOD and principals shuld cnsult with teachers, the TRA and IT Staff t develp a schl implementatin plan. The plan shuld include the fllwing: a) a ratinale fr the implementatin f BYOD, b) a time frame r schedule fr the implementatin, c) changes in pedaggy and assessment practices due t BYOD, d) designatin f nline platfrms t be implemented, e) hw t supprt students wh dn t have devices, f) a cmmunicatin plan t infrm parents, g) prfessinal develpment activities, h) an updated acceptable use agreement, and, i) digital citizenship and Internet safety training fr all staff. These tpics are discussed in mre detail in Appendix B (BYOD Cnsideratins) and Appendix C (Acceptable Use Cnditins). 2.3 Parental and cmmunity supprt are als critical t a successful implementatin f BYOD. The ratinale behind BYOD needs t be clearly cmmunicated t parents and cmmunity, and they need t be given the pprtunity t prvide feedback. There shuld be a prvisin fr parents t pt ut f their children s participatin in BYOD. Such parents will need t be reassured that students wh d nt have devices f their wn r whse parents request that they nt participate in BYOD will nt be penalized in any way. Parents shuld be infrmed f the learning platfrm that students will be using (eg. GgleDcs, Edmd, D2L) and f the minimum requirements fr a device t prvide access t the learning platfrm. Parents als need t be infrmed f the students respnsibilities when it cmes t acceptable use and security f persnal devices at schl. The Acceptable Use Cnditins (Appendix C) shuld be shared with parents. Principals may want t cnsider prviding all f the abve at an pen huse where the benefits f integrating technlgy int classrm instructinal practices may be shwcased. Permitted Uses f Persnally-Owned Devices 3.1 In rder t maintain the security and integrity f the Bard s Wide Area Netwrk (WAN), persnally-wned devices may be cnnected nly t the AMDSB wireless netwrk. Persnally-wned devices are nt permitted t cnnect directly t the Bard s netwrk via an Ethernet cable. It is the device wner s respnsibility t ensure that security patches and anti-virus sftware fr the device are up-t-date. Devices that are deemed by the IT Department t pse security risks t the netwrk may be prevented frm cnnecting t the netwrk. 3.2 The IT Department reserves the right t cntrl (thrttle) bandwidth fr persnallywned devices in rder t ensure adequate access fr all devices and t cntrl csts. 3.3 Students and staff are permitted t use persnally-wned devices during instructinal time in AMDSB sites fr educatinal purpses. Such purpses include, but are nt limited t: a) research and infrmatin gathering, b) the creatin f dcuments, presentatins, artwrk, music, vide, and ther media t fulfil learning expectatins and demnstrate understanding, c) fr educatin-related cmmunicatin thrugh , messaging, nline cnferencing, etc., d) fr the transfer f schl wrk in electrnic frmat between persnal and schl accunts, and/r t submit schl wrk in electrnic frmat t teachers, and, e) fr cllabratin with thers fr educatinal purpses. 3.4 Schl principals will be respnsible fr determining the readiness f the schl t implement BYOD pprtunities and will infrm the schl cmmunity when implementatin will ccur. Classrm teachers, in cnsultatin with their principals will determine the extent t which students will be permitted t use their wn devices within the classrm. The pprtunity t d s, hwever, shuld nt be unreasnably withheld. 3.5 The pprtunity t bring yur wn device is a privilege extended t students and staff f the Avn Maitland District Schl Bard fr the purpse f enhancing the educatinal experience fr students in supprt f student achievement. This privilege is nt intended fr persnal entertainment and ther activities f a persnal nature. Students and staff are expected t cmply with the schl and Bard cdes f cnduct, AP 140 Cmputers Acceptable Use and Security, AP 320 Use f Internet and Electrnic Devices by Students, and AP 190 Cpyright. 3.6 During nn-instructinal time, persnally-wned devices may be used by students fr persnal purpses subject t the cnditins utlined in AP 320 Use f Internet Electrnic Devices by Students and prvided that the use f the device des nt result in excessive bandwidth cnsumptin (as determined by the AMDSB IT Department.) 4. Student Respnsibilities 4.1 Students under the age f eighteen (18) wh have been asked t bring their wn device t schl fr educatinal purpses are t seek parental permissin befre bringing their persnally-wned devices t schl. 4.2 Students are respnsible fr learning hw t cnnect their devices t wireless netwrks, fr understanding hw their device functins, and fr dwnlading r installing any apps r prgrams that they need t use their devices fr schl purpses. 4 4.3 Students are respnsible fr the security f their wn devices while they are being used at schl. This means taking apprpriate steps t identify the device (i.e. recrd its serial number, inscribe a name n it, etc.), t prvide a secure way t transprt the device t and frm schl, and t ensure that the device is kept in a secure manner r lcatin when nt in use in the classrm. 4.4 Students are required t cmply with the expectatins f the classrm teacher regarding when, where, and fr what purpse persnally-wned devices may be used in the classrm and fllw the cnditins utlined in the Acceptable Use Cnditins (Appendix C). 5. Parent/Guardian Respnsibilities 5.1 Parents/guardians are respnsible fr ensuring that their sn/daughter is mature and respnsible enugh t bring a persnally-wned device t schl and t use it apprpriately. Fr students under the age f eighteen (18), an Acceptable Use Cnditins (Appendix C) will be made available t parents with the expectatin that these cnditins are fllwed. Parents may chse t prvide the schl with infrmatin pertaining t identificatin f the persnally-wned device in rder t assist with tracking shuld the device g missing. Nte: Security f the device is the respnsibility f the student and nt the schl. 5.2 Parents are respnsible fr ensuring that the device is functining prperly, cntains the necessary apps r sftware t be used at schl, and that their sn/daughter knws hw t cnnect t a wireless netwrk and understands hw t use the device. 5.3 Parents are respnsible fr making any necessary repairs t the device and t ensure that it is free f viruses, malware, spyware, etc. and that security patches are up-t-date. 5.4 Parents need t be aware f schl and Bard expectatins fr the use f persnal devices and aware f teachers expectatins fr classrm use f persnal devices t ensure that their sn/daughter cmplies with these expectatins. 6. Schl Respnsibilities 6.1 The schl and/r classrm teacher will be respnsible fr infrming parents/guardians and students when, where, and hw BYOD will be implemented. 6.2 The schl and/r classrm teacher will ensure that students and parents are given access t the Acceptable Use Cnditins (Appendix C), and that prper cmmunicatin has been prvided t parents regarding the ratinale and cnditins f BYOD. 6.3 The schl and/r classrm teacher will wrk with students t chse the apps r prgrams that will wrk best n their devices. 6.4 The schl and/r classrm teacher will prvide instructin t students n hw t use the selected prgrams and n apprpriate and inapprpriate use f technlgy in the classrm. 6.5 The principal and schl staff will determine suitable cnsequences fr inapprpriate use f persnally-wned devices, in keeping with the expectatins f AMDSB Administrative Prcedures and schl and Bard cdes f cnduct. The schl will als be respnsible fr cmmunicating expectatins t staff, students, and parents. 5 6.6 Staff may use persnally-wned devices fr persnal use during breaks, at lunchtime, and during preparatin and marking time, prvided that the usage is cmpliant with AP 140 Cmputers: Acceptable Use and Security and prvided that the use des nt result in excessive bandwidth cnsumptin (as determined by the AMDSB IT Department.) 7. The Respnsibilities f the IT Department 7.1 The IT Department will wrk with schl principals t evaluate schl readiness fr BYOD in terms f wireless access. The IT Department will make recmmendatins as t the number f access pints needed and the apprpriate lcatin f access pints fr sufficient cnnectivity. The IT Department will als install access pints and prvide staff with instructins n hw t cnnect. Principals are asked t keep in mind that the installatin f additinal access pints will be required as mre and mre devices becme cnnected t the wireless netwrk. 7.2 The IT Department will mnitr wireless netwrk traffic t eliminate bttlenecks and make the system as efficient as pssible. As new management technlgy becmes available, the IT Department will wrk t cntinuusly imprve the functinality f the wireless netwrk. 7.3 The IT Department will ntify schl principals f any activity by a student r staff member that may cmprmise the integrity and security f the netwrk. Netwrk access may be suspended r remved altgether fr individuals wh use the wireless netwrk inapprpriately. 7.4 The IT Department will prvide a list f basic trubleshting tips fr cnnecting t the netwrk and will assist in identifying cnnectivity issues. Hwever, the IT technicians and TRAs will nt perfrm diagnstics, repairs, r updates n persnally-wned devices. 7.5 The IT trainers will prvide staff training n prgrams recmmended fr use by the IT Department, Prgram Department, and Learning Services. A list f such apps and prgrams will be develped by the IT trainers, Prgram and Learning Services Departments and will be shared with schls. The IT trainers will cnsider apps r prgrams recmmended fr use by teachers, but they cannt supprt all apps and prgrams available fr use nline. 8. Review f BYOD Administrative Prcedure 8.1 Due t the frequent changes ccurring in technlgy, usage, and wireless netwrking, this Administrative Prcedure will be reviewed annually by the Principal f Infrmatin Services and the Prgram Cuncil t ensure that it is updated t meet the changing needs f ur students, staff, and schls. 6 Appendix A BYOD Readiness Checklist Pedaggical Readiness has BYOD been discussed with teachers and a ratinale develped fr the implementatin f BYOD? Have teachers discussed hw BYOD will change classrm instructinal practices and assessment? Is the staff supprtive f a BYOD implementatin? Has the parent cmmunity been cnsulted and are they n bard? Are there plans in place fr cmmunicating t parents the ratinale fr BYOD and an explanatin f hw students will be using their wn devices in class? Are plans in place t put infrmatin abut BYOD n the schl website? Teacher Readiness are there teachers n staff wh are ready and willing t implement BYOD? Lgistics have teachers determined when, hw ften, and fr what purpses students will be able t use their wn devices in class? Has the staff discussed and reached cnsensus n when and where students may nt be allwed access t their wn devices? D teachers have the resurces necessary t teach digital citizenship and has a plan been develped fr teaching it? 7 Appendix B Cnsideratins Prir t Implementatin Ratinale fr the Implementatin f BYOD The prspect f letting students bring their wn devices t schl will be a daunting ne fr many teachers and parents wh will have legitimate cncerns that the technlgy may be a distractin and may be used inapprpriately be sme students. There needs t be a sund ratinale put frward, utlining hw student-wned devices will enhance student learning by prviding immediate access t infrmatin and pprtunities fr cllabratin and creativity that wuld nt exist t the same degree withut the availability f student-wned devices. Teachers and principals wh wish t implement BYOD wuld be well-advised t research the tpic and develp a well-reasned, cmprehensive ratinale fr BYOD. Time Frame fr Implementatin Careful cnsideratin shuld be given t hw and when BYOD will be implemented. A gd first step wuld be t ensure that there are teachers n staff wh are ready t implement BYOD, wh have planned instructinal strategies and classrm activities that will enable students t make effective use f their devices. If there is nt purpseful use, then the technlgy will very likely becme a distractive influence. And if pprtunities are nt prvided fr students t use their technlgy in class, they may stp bringing it t schl. Teachers need t have clear expectatins f when the devices may be used and they need t develp cues r signals telling students that it is time t put away the device and re-fcus their attentin n the teacher. Teachers need t be prepared t deal with nn-cmpliance and t have develped a clear understanding with their students f the cnsequences fr nn-cmpliance. Parents need t be infrmed f this as well. A gd first step might be t designate ne day a week where students can bring their wn devices t class r t start with a class prject fr which they can use their wn technlgy. Mst successful implementatins f BYOD have started with small steps and then increased the frequency f BYOD use. The age f the students shuld als be cnsidered when determining where, when, and hw ften BYOD shuld ccur. Changes in Pedaggy and Assessment Practices It is prbably fairly bvius that ne f the majr cnsideratins in implementing BYOD is hw instructinal and assessment practices need t change. Hw will classrm practices need t change if students have immediate access t infrmatin? Hw will assessments need t change if students have access t infrmatin? A gd starting pint wuld be t examine SAMR mdel, which lks at hw technlgy integratin changes teacher practice. Designatin f Online Platfrms One f the big challenges with BYOD is that students will ptentially have a wide variety f devices, with different perating systems. It will be difficult t find apps r prgrams that will wrk n all devices and s the use f nline (Web 2.0) prgrams shuld be cnsidered. Befre implementing BYOD, teachers shuld research and test ut sme f the many prgrams ut there t find ne that best suits their needs. It might be a blg, a wiki r an nline learning management system like Edmd, GgleDrive r D2L. Cnsultatin with ther teachers and with the IT trainers is strngly recmmended. Supprt fr students wh dn t have Devices This can be a difficult issue as there will n dubt be students wh dn t have access t a device f their wn r whse parents will nt permit them t bring a device t schl. The best slutin is fr the schl t have additinal devices available fr students t use in class. It ges withut saying that we cannt require students t have a device r require them t d their wrk in an nline envirnment unless we make apprpriate arrangements fr students wh dn t have their wn devices. This may mean alternate activities and assignments r at least a chice f assignments, sme f which d nt require technlgy and it is prbably a gd idea t peridically have assignments that all students must d withut the use f technlgy. We must be careful that technlgy nt becme a vehicle fr stigmatizing students. 8 A Cmmunicatin Plan t Infrm Parents The ratinale fr BYOD and the plan fr its implementatin needs t be clearly cmmunicated t parents in rder t explain the ratinale behind BYOD and t gain their supprt fr the initiative. This can be dne in a variety f ways and a multi-faceted apprach is prbably best. Befre a BYOD implementatin is annunced, cnsultatin with Schl Cuncils and with parents generally is advisable. There shuld be discussin at a Schl Cuncil meeting and feedback frm parents shuld be slicited. Feedback may be requested thrugh newsletters, at pen huses, and at parent-teacher interview time, fr example. When the schl is ready t implement BYOD, thse same methds might be used and the plan shuld be psted n the schl website. Prfessinal Develpment As with any new initiative, teachers will need supprt and encuragement in rder t achieve success. While there are all kinds f resurces nline regarding BYOD, cnnecting teachers with ther teachers within the schl and the Bard is strngly recmmended. Teachers shuld be encuraged t share best practices and t create their wn persnal learning netwrks by cnnecting with clleagues wh are als implementing BYOD in their classrms. There are many websites and scial netwrking pprtunities fr teacher cllabratin and teachers shuld be encuraged t seek these ut and take advantage f them. Updated Acceptable Use Agreement An updated Acceptable Use Agreement is attached t this Administrative Prcedure. Schl principals and their staffs shuld review it and review their wn student behaviur rules and cdes f cnduct t see if these need t be updated. Digital Citizenship As students d mre and mre wrk nline, digital citizenship becmes critical. Nt all students intrinsically understand what is apprpriate and what is nt and we have an bligatin t teach them digital citizenship if we are ging t expect them t learn in an nline envirnment. There are all kinds f resurces available nline t assist teachers in teaching digital citizenship, but it is imprtant t chse resurces that are suitable fr the age and experience level f the students. Mst resurces fr digital citizenship are universal in nature but sme d make reference t rules and laws; s care must be taken t make sure that they are relevant t Ontari and Canadian circumstances. 9 Acceptable Use Cnditins Appendix C In recgnitin f the fact that technlgy plays a significant rle in the lives f students tday and that many students wuld prefer t use their wn cmputing devices at schl, the Avn Maitland District Schl Bard has implemented a Bring Yur Own Device prcedure. Parents/guardians wh wish t allw their child t use a persnally-wned device at schl shuld read the fllwing cnditins which utline the students respnsibilities regarding acceptable use f persnal devices at schl. Access is prvided t the schl s wireless netwrk nly. Persnally-wned devices may nt be cnnected directly t the schl s Ethernet netwrk (i.e. by means f a cable.) Cnditins fr use f persnally-wned cmputing devices at schl: 1. The student must take full respnsibility fr his/her device and ensure that it is kept safe and secure at all times. While the schl will make reasnable effrts t prevent theft, lss, r damage, the schl and Bard are nt respnsible fr the security f persnallywned devices. 2. The student and his/her family are respnsible fr ensuring that the device is in gd wrking rder and is free f viruses, wrms, spyware, malware, etc. 3. During class time the device is t be used fr schl purpses nly. Access t the Bard s wireless netwrk is granted fr schl wrk, nt fr persnal purpses. Outside f class time students may use their wn devices fr persnal purpses as lng as the activities are apprpriate and d nt cntravene schl and Bard cdes f cnduct and as lng as the activities d nt cnsume excessive amunts f bandwidth (e.g., dwnlading games, watching mvies, nline gaming, etc.) 4. The schl and Bard reserve the right t limit bandwidth access fr persnally-wned devices t amunts deemed by the Bard t be reasnable fr the cmpletin f schl and classrm activities. 5. Use f a persnally-wned device is at the discretin f the schl principal and classrm teachers, wh will advise students when it is acceptable t use their wn devices in class. 6. The use f a persnally-wned device during class must nt be a distractin t the student wh wns the device r t ther students in the class. Students must cmply with teacher requests t clse r turn ff the device. 7. Persnally-wned devices must be brught t schl with a sufficient battery charge t last fr the day. While it may be pssible fr a student t plug his/her device in fr recharging, the schl will nt guarantee access fr re-charging. 8. Persnally-wned devices may be cnnected t the AMDSB Guest wireless netwrk nly. They may nt be cnnected t the secure wireless netwrk r hard-wired t the schl and Bard Ethernet netwrk. 9. The schl/bard reserves the right t inspect and/r cnfiscate any persnally-wned device if there is reasn t believe that it has been used fr inapprpriate purpses, may cntain inapprpriate cntent, r may pse a security risk t the Bard netwrk. 10. Persnally-wned devices must nt be used t capture pictures r vide f students, staff r visitrs, except fr the purpses f class wrk under the supervisin f the classrm teacher and with the written permissin f the parents/guardians f thse whse images r vices appear in the images r audi recrdings. 11. Vilatin f any f these cnditins r any ther schl r Bard rules invlving a student s persnally-wned device may lead t a lss f cmputer netwrk privileges and/r ther disciplinary actins cnsistent with schl and Bard cdes f cnduct and behaviur expectatins. 12. It is recmmended that parents keep a cpy f device identificatin details (make, mdel, serial number, etc.) at hme t assist with recvery in the event f lss r theft.
