3 Dispatch Design Principles Principle 7: All variable resources connected to the IESO Controlled Grid, and embedded variable resources that are registered market participants, will be actively dispatched on a five minute economic basis. Principle 8: Variable generators will operate within a compliance deadband when ambient conditions offer sufficient fuel. Principle 9: Variable generators will be entitled to Congestion Management Settlement Credit (CMSC) payments. 3

5 What is a Constraint? A constraint is considered to have occurred when the Market Schedule differs from the Constrained Schedule. CMSC is only paid when there is constraint causing a change from the Market Schedule economic solution. CMSC is NOT paid when there is a surplus condition in the Market Schedule and no transmission constraint exists. 5
6 Operating Profit and CMSC CMSC payments ensure that market participants who have been constrained on or off receive the total operating profit they would have received for their Market Schedule. CMSC results from the difference between: The operating profit that would result from the Market Schedule; and The operating profit that did result from the Constrained Schedule. 6
7 Operating Profit The market rules assume for purposes of CMSC calculations that participants bid and offer based on marginal benefit/cost. Therefore, operating profit for a generator is: the difference between operating cost, as represented by their offer, and revenue, as represented by Market Clearing Price (MCP). 7

10 CMSC Eligibility MCP is the price of the next available MW in the Market Schedule. Generator 2 sets the price with an offer of $20. 10
11 CMSC Calculation Generator 1 Market Schedule was 100 MW. Constrained Schedule was 100 MW. No constraint to this Generator No CMSC for Generator 1 11
12 CMSC Calculation Generator 2 Market Schedule was 90 MW. Constrained Schedule was 50 MW because a constraint limited the energy Generator 2 could supply to the grid. Operating profit for Generator 2: $20 MCP $20 offer price = $0/MW produced CMSC makes up for lost operating profit: Generator 2 had no lost operating profit. No CMSC for Generator 2 12
13 CMSC Calculation Generator 3 Market Schedule was 0 MW. Constrained Schedule was 40 MW. Under the Market Schedule, Generator 3 would have a $0 operating profit: $20 MCP $25 offer price X 0 MW = $0 operating profit. For every MW supplied as per the Constrained Schedule, Generator 3 is losing the difference between its offer price and the Market Clearing Price: $20 MCP $25 offer price = $5/MW operating profit. 13
14 CMSC Calculation Generator 3 (cont d) With a $5/MW operating profit, Generator 3 loses $200 by producing 40 MW: $5 operating profit X 40 MW = $200. CMSC returns Generator 3 to the Market Schedule operating profit ($0 in this case). CMSC for Generator 3 would be $200 14

16 CMSC for Variable Generators What does this mean for variable generators? 16
17 Impact on Variable Generators As dispatchable generators, you will now be eligible for CMSC The algorithm for calculation of CMSC will not change: Still kept whole to the operating profit that would have been gained from the Market Schedule using the existing CMSC algorithm. Currently, the Market Schedule is the automatically generated economic result produced by the DSO. 17
18 CMSC Considerations for Variable Generators The determination of actual operating profit lost due to a transmission constraint. The relationship between mandatory dispatch instructions and eligibility for CMSC. Feedback to be discussed in March. CMSC design to be presented in April. 18
