5 24/7 Hazardous Materials Response VIVA provides responsive, professional, and quality Emergency Spill Response services. VIVA has the most experienced and specialized delivery of Emergency Spill Response (ESR) and Hazardous Material Clean-Up services in West Texas and Southern New Mexico. VIVA s first responders are on-site within one hour of the initial call. VIVA s ESR in-house equipment inventory includes: Level A-D personal protective equipment, self-contained breathing apparatus (SCBA) units, pressure washing units, earthmoving equipment, chemical and petroleum transfer pumps, light towers, a fully equipped HAZMAT trailer, and other specialized HAZMAT equipment. In addition, VIVA has the ability to provide on-site HAZMAT screening and testing. VIVA has extensive experience responding to the following HAZMAT incidents: Industrial equipment mineral oil / dielectric fluid Polychlorinated biphenyls (PCB) oil Acids and Caustics Mercury Lead, lead compounds, and other heavy metals Hydrocarbons In addition, VIVA s emergency HAZMAT responders have received specialized training in identifying biological terror agents such as Anthrax. 5

6 Industrial Environmental Maintenance Programs (IEMP) VIVA has developed and delivered Industrial Environmental Maintenance Programs (IEMP). A customized IEMP provides specialized services in risk assessment, pollution prevention planning, spill response, and risk management. These programs are important for efficient operations because preventive maintenance is far more effective and less costly than remedial action. 7 Industrial Environmental Maintenance Programs (IEMP) (cont.) Inspections include identifying and the correct labeling of equipment and containers. Containers are inspected for leaks. When leaks are detected, VIVA staff repairs the containers as part of routine services provided. Sampling includes wipe samples and oil samples from industrial equipment for HAZMAT classification and waste profiling. VIVA follows strict chain-ofcustody protocols to ensure sample integrity. This sampling is performed to assist in the proper disposition of the equipment. VIVA s IEMPs also include decontamination of contaminated industrial equipment. VIVA utilizes in-house Occupation Safety and Health Administration (OSHA) trained and experienced personnel to perform tasks involving HAZMAT contamination. VIVA s crew are trained to inspect and report any areas of concern with respect to environmental conditions. Irregular or deficient environmental and facility conditions are then reported to the facility operator along with recommendations for corrective actions. 7

Asbestos Consulting Services VIVA s asbestos consulting services include: surveys of buildings, abatement designs, and project monitoring of abatement activities including air monitoring. VIVA is a Texas Department of State Health Services (TDSH) licensed consultant agency. Lead Decontamination Services VIVA s personnel are experienced in providing services to decontaminate equipment. VIVA performs various types of lead decontamination within industrial facilities. VIVA has experience performing decontamination activities within limited time periods to accommodate client schedules. VIVA also performs air monitoring to determine the airborne concentrations of lead for OSHA compliance. VIVA is a Texas Department of State Health Services (TDSH) a certified Lead Firm. 9

10 Bio-Cell Remediation VIVA provides program planning and field coordination for the operation and maintenance of the bioremediation land farms at industrial facilities in New Mexico and Texas. VIVA s bio-cell field operations includes soil sampling, tilling soil, liner repair, monitoring bio-remediation progress, and construction and maintenance. VIVA periodically collects samples for hydrocarbon concentrations, bio-remediation nutrients and analyzes the samples for compliance monitoring. VIVA s heavy machinery operators can optimize the bioremediation process by tilling thousands of cubic yards of hydrocarbon contaminated soil to facilitate microbial activity. PCB Management VIVA has implemented programs that consist of: Verifying PCB status on equipment Conducting inspections of equipment Performing inspections of PCB-containing materials Confirming decontamination levels Assisting in management of PCB inventories Manifesting and transporting PCB equipment for disposal Wildlife Rescue and Management VIVA maintains permits from the U.S. Fish and Wildlife Service, the Texas Department of Parks and Wildlife, and the New Mexico Department of Game and Fish to transport injured or juvenile migratory birds to wildlife rehabilitators. There are legal and compliance issues associated with birds that are protected by federal laws. VIVA has developed programs to manage sites where birds roost and nest. These programs include removing birds and their nests from dangerous locations and coordinating bird transport to licensed wildlife rehabilitators for relocation to a safer area. 10

11 Bio-Hazardous Waste Remediation VIVA s bio-hazard waste remediation services includes the removal of bird and rodent waste, and clean up of potentially infectious contaminated materials and medical waste. These services are highly effective for eliminating sources of infectious diseases such as hepatitis, hanta virus, and histoplasmosis. VIVA s personnel receive specialized training to handle blood borne pathogen materials, proper use of personal protective equipment, and decontamination methods to protect themselves. This prevents the contaminants from being carried away from the work site. VIVA maintains a TCEQ Medical Waste Transporter license and manages all transportation and disposal aspects of bio-hazard waste remediation generated by clean-up activities. 13 ASTM E1527 Phase I Environmental Site Assessments The purpose of a Phase I Environmental Site Assessment (ESA) is to identify recognized environmental conditions associated with a property. Recognized environmental conditions are those conditions that indicate the presence or likely presence of any hazardous substance or the presence of petroleum products under conditions that indicate an existing release, a past release, or a material threat of a release into the surrounding structures, soil, groundwater, or surface water of the property. The Phase I ESA process consists of a records search, site reconnaissance, and interviews. During Phase I ESAs, VIVA personnel have collected samples to address recognized environmental conditions in order to expedite the assessment process. VIVA has performed Phase I ESAs for water treatment facilities, electric and water utility corridors, electric utility substation facilities, school properties, developed and undeveloped commercial properties, and various industrial facilities. ASTM E1903 Phase II Environmental Site Assessments VIVA performs Phase II Environmental Site Assessments on properties in which recognized environmental conditions were identified as a result of a Phase I ESA. The Phase II ESA process consists of developing a sampling and analysis plan, execution of the plan, determining the extent of contamination, and developing an appropriate response action plan. VIVA performed a Phase II ESA on a 31-acre property which a school district was proposing to develop as a sports complex. The Phase I ESA identified three active oil production wells and associated oil tanks on the subject property. VIVA drilled over 20 soil borings to investigate the subsurface soils with respect to hydrocarbon contamination and chemicals associated with the installation and production from oil wells. VIVA s Phase II activities identified the areas on the property which were impacted by hydrocarbons. VIVA utilized the TCEQ Texas Risk Reduction Program (TRRP) standards and methods to determine which specific concentration of the identified chemicals in the soils posed significant dangers. The findings and recommendations provided by VIVA in the Phase II ESA provided the school district with the information they needed to develop the site to minimize potential exposure pathways. 13

14 Remediation Design and Management Services VIVA has extensive experience in providing remediation and site restoration services with hundreds of projects successfully completed. VIVA provides expertise in the design, installation, and management of hydrocarbon recovery systems, bio-remediation, hazardous and non-hazardous remediation, groundwater monitoring, plume management zones, natural attenuation monitoring, surface and subsurface soil remediation, and waste disposal management. VIVA is also experienced with the EPA s Phase II Stormwater permitting requirements, which include developing Stormwater Pollution Prevention Plans for industrial facilities. VIVA has performed stormwater analyses and developed conceptual designs to alleviate erosion. VIVA has conducted hydrologic analysis using the US Army Corps of Engineers (USACE) HEC-1 hydrologic software to develop hydraulic models of streams and arroyos. 17 Asbestos Regulatory Compliance Consulting VIVA is licensed by the Texas Department of State Health Services (TDHS) as an Asbestos Consulting Agency. VIVA s professional staff includes a TDHS-licensed Individual Asbestos Consultant, air monitoring technicians, and asbestos inspectors. VIVA has performed hundreds of comprehensive asbestos surveys at commercial, industrial and military facilities. VIVA develops abatement and management plans to safely maintain the asbestos material in-place until renovation activities become necessary. VIVA provides on-site monitoring services during asbestos abatement projects to verify that the removal activities comply with specifications and the regulatory guidelines to protect the environment and the health of the building occupants. VIVA provides specialized asbestos assessments to document indoor ambient air concentrations of asbestos fibers, settled dust, and bulk sampling to detect asbestos content. These assessments are useful to reduce liability exposure. VIVA s comprehensive understanding of asbestos and asbestos regulations has allowed our clients to successfully perform renovation and demolition projects without violating the complicated layers of local, state, and federal asbestos regulations. 17

18 Indoor Air Quality Assessments VIVA s indoor air quality services help identify sources of irritants and pollutants inside commercial and industrial buildings. VIVA maintains a wide range of air sampling and direct reading monitoring equipment w h i c h can detect and measure volatile organic compounds, carbon dioxide, respirable particles, asbestos, lead, and many other common air borne contaminants. Our indoor air quality assessments include an initial assessment consisting of interviews and observations of building occupants to determine common symptoms of those who have been affected. A site specific sampling plan is then developed to identify the source of the air contamination. In most cases, VIVA is able to accommodate the schedules of the building occupants. Once identified, VIVA s professional staff can provide solutions to remove the sources of the air borne contaminants. Air Plume Dispersion Modeling Calculations and Studies VIVA uses advanced air dispersion modeling to perform air quality studies, evaluate air pollution impacts and analyze air quality issues. The information is used to develop air pollution control strategies. VIVA professionals incorporate meteorological data into the air quality models to predict dispersion of air pollutants and accidental chemical releases.
