5 Executive Summary Trinitek Services, Inc. provides expert regulatory consulting focusing on environmental compliance, nuclear engineering, and radiation safety. We provide clients with professional, scientific and technical services and training in areas related to nuclear safety, NEPA permitting and environmental assessments, nuclear materials licensing and radiation safety, and management of nuclear and hazardous wastes. We develop and conduct training in environmental and radiation safety areas, as well as in nuclear quality assurance. Trinitek Services is an 8a certified, woman/minority-owned small disadvantaged business incorporated in the state of New Mexico (USA). Trinitek was founded in 2006 by Gloria Chavez, Ph.D. and Stanley Fitch, MSE, CHP. We work throughout the USA and internationally. We have staff with USDOE Q clearances. 9 Capabilities We are familiar with the Federal and States regulatory framework as well as the international regulatory framework and recommended practices in environment, health and safety. We have experience working inside the USDOE, USNRC as well as state agencies. We apply and recommend International as well as US regulatory best practices for our international clients. We have a number of IAEA registered experts. Our staff is highly experienced in preparing and reviewing complex NRC and Agreement State license applications for industry, medical, and academic applications, including the nuclear fuel cycle and uses of byproduct and accelerator-produced materials. In addition, we have prepared and implemented remediation plans for uranium and radium contaminated soils; for complex mixtures of radioactive, biohazard, and chemical wastes from medical research; for waste generated incidental to radioactive material shipments. Our staff and associates include former Agreement State regulators. There are former chairs of the Organization of Agreement States (OAS) and Conference of Radiation Control Program Directors (CRCPD). They were senior management and staff for radiation control bureaus for the states of New Mexico, Texas, California, and South Carolina, and Arkansas. Stanley Fitch is a Past Chair of the OAS and was Co-chair for NRC s Materials Security Working Group (a group that developed security requirements for NRC and Agreement State materials licensees). 10 extensive operations experience in government facilities and industry. We can ensure radiation shielding designs are adequate for facility usage. We can support RSO operations. Radiation Protection Programs Trinitek develops and helps implement radiation protection programs customized to the needs of the customer. The programs are comprehensive, covering such areas as occupational and environmental controls, dosimetry, monitoring, development of procedures, operations planning, and decommissioning planning. Whether it s operational or environmental, Trinitek can help you with a program that meets the expectations of the various regulatory agencies. We support RSOs. Federal and State Licensing and Permitting Assistance Trinitek personnel have many years experience in the licensing and permitting processes, first as licensees, permittees, and then as regulators. To the extent possible, we utilize standardized formats and templates employed by federal and state regulators. When requested, we accompany or otherwise represent our clients in meetings with regulators during licensing or permitting actions to serve in the role of an advocate. Regulatory Support Trinitek principals and associates have experience as senior regulators, at multi-state and federal levels, assessing compliance and developing new regulations in conjunction with stakeholder and multi-agency interest groups. We have worked on nuclear material security, NORM, medical radiation, radiation safety training requirements and other regulations. We have provided advice and assistance to international regulatory authorities in developing regulatory, compliance and inspection frameworks. Audits and Assessments Trinitek audit protocols are closely based on applicable NRC, Agreement State, DOE, and EPA regulations and guidances. We collaborate with regulators to remain informed of changes in regulations and inspection procedures. Trinitek believes that is a best practice to maintain insight on the concerns of the regulators in addition to understanding regulatory requirements. Our audits are broad-based, but can also be designed to specific customer needs. Clients are encouraged to accompany Trinitek personnel on audits. At completion, a close-out meeting is held with the client to assess possible findings. A written report is delivered to the client in a timely fashion, in a format that may be filed for future use, including review by federal or state inspectors. Monitoring and Measurements Trinitek provides monitoring services in all facets of environmental radiation protection, including industrial and medical applications. We assist clients in surveying or otherwise measuring radiation and quantities of radioactive material, and in evaluating potential exposures and radiological hazards. We provide properlyequipped personnel to perform monitoring and consulting physicists to evaluate the results. We design and verify, as required by law, the adequacy of X-ray and radiation shielding designs for medical and commercial facilities including veterinary hospitals. We perform radiation and facility compliance surveys for radiation source gauge users. We can also support chemical measurements in the environment and workplace. Radioactive / Hazardous Waste Management Trinitek consults clients on the proper storage and disposal of regulated radioactive waste, and other regulated waste, and assists our clients in clearing the regulatory hurdles of waste disposal. We have staff with extensive operations experience in radioactive, mixed waste and hazardous waste management, including waste characterization, certification and related processes. 11 Emergency Response We are very experienced in emergency management and response. We assist with planning and consultations for emergencies, particularly those related to radiation incidents, and provide training to make your response more effective. Our approaches have been effective and proven in actual radiological emergency situations. We have extensive experience in responding to a wide variety of situations. Medical Health Physics: Hospitals and Veterinary Practices We can inspect medical facilities or veterinary clinics for compliance with regulatory standards and can ensure programs and shielding are adequate. We can also provide training to medical facility RSOs to ensure they are compliant and trained to their license requirements. Nuclear Fuel Cycle Uranium Processes, including In-Situ Recovery We have individuals with operational, field and technical credentials in uranium processes including uranium mining, milling and in-situ recovery. One of our experts in in-situ uranium recovery is Dr. Sheldon Landsberger, professor at the University of Texas at Austin. Radioactive Material Security Stanley Fitch, Vice-President of Trinitek, has been at the forefront of materials security for a number of years, having worked closely with NRC and the Agreement States in development of compensatory measures and increased controls for licensees who possess quantities of concern. Gloria Chavez worked for several years as a Nuclear Facility Supervisor/Training Manager ensuring that nuclear material was properly managed, as required, with appropriate safeguards and monitoring. Dr. Larry Allen and Ivan Waddoups developed security training methods for DOE, NRC and other federal agencies. Trinitek provides compliance audits and training to assist licensees in achieving compliance. Nuclear Quality Assurance / ISO 9001 Quality Assurance We have a Quality Assurance Program that is compliant with NQA , and with ISO We have qualified NQA-1 Lead auditors and ISO 9001 auditors. We can evaluate or help develop programs for compliance with the quality standards. Environment Mt. Taylor Uranium Mine, San Mateo, New Mexico Gloria Chavez, a principal, is a former Sandia National Laboratories Environment Safety and Health manager. She was Sandia s Nuclear Quality Assurance Program Manager and Nuclear Facilities Supervisor. She is the former program manager of Sandia s radioactive, hazardous, and mixed waste program as well as TSCA program. We can assess and obtain necessary permits to comply with environmental regulations to support facility operations. We have successfully prepared permit applications and implemented controls regulated by the Clean Water Act (CWA), National Pollutant Discharge Elimination System (NPDES), National Emissions Standards for Hazardous Air Pollutants (NESHAP), Solid Waste Act and the Resource Conservation Recovery Act (RCRA). Environmental Assessments and Impact Statements In addition, our staff includes experts in the legal and technical dimensions of NEPA implementation. These persons have supervised or supported preparation of numerous EISs and EAs, and other NEPA-required documents. 13 Environmental Support Services Trinitek and its associates have extensive experience in remediation of RCRA wastes, uranium mill tailings, depleted uranium (including ordnance), transuranics, and fission byproduct materials. We specialize in developing quality decommissioning plans, and provide oversight, monitoring, and consulting through all phases of the project. We can provide baseline environmental assessments preparatory to facility siting, and licensing actions including radiological sampling and analysis, preparation of Environmental Reports and EIS as required by EPA and NRC. We can prepare environmental permits for water discharge and other environmental permits, prepare sampling plans for characterization studies and conduct baseline characterization studies. Training We have senior and experienced educators who have developed courses for DOE and industry for over 30 years. We provide training to international clients, as well as national, from basic to advanced curriculum. Trinitek and its experienced staff share their years of experiences in developing curriculum and providing training staff for a wide range of nuclear, radiation, health, safety and security training courses. Trinitek provides training on the safe use of radioactive material and radiation, which can be provided at the client s facility. We also provide training on recovery of high consequence radiation sources, QA programs and supplier qualification elements. The training can be extensive (six weeks) or shorter term to meet refresher training requirements. We can adapt training to your specific needs and have access to unique facilities, as needed, used for emergency response and full-scale exercises through our relationship with New Mexico Tech University. Trinitek developed a very successful Comprehensive Radiation Safety Training Class, taught under contract to New Mexico Tech. The training was funded by USDOE Global Threat Reduction Programs. We developed the curriculum and adapted materials for the Egyptian Atomic Energy Authority, responding to their concerns regarding safe source recovery. The EAEA was very pleased and in 2012 were able to apply their training very effectively in an incident involving radioactive sources. 14 NM Tech has since requested that we prepare a series of 14 courses, offered jointly for international training in these areas, and NM Tech has sponsored a website advertising these courses, developed and taught by Trinitek staff. We also have experienced trainers from the DTRA Defense Nuclear Weapon School. We have also secured work with CUBIC to manage, develop and provide a fourteen (14) week security-facility systems training course to be offered in 2013 to the Saudi Arabian police force. The proof of successful training is in its application. Appendix C includes a copy of a press release published by New Mexico Tech, University following the successful recovery and response by our Egyptian Trainees to several 2012 incidents in Egypt involving radioactive sources. Trinitek developed the curriculum, provided the training and materials. NM Tech provided the facilities in this US-DOE funded project (2010). Security Systems We have experience in nuclear material security and training including security systems analysis, performing vulnerability assessments and consequence evaluations. Our staff includes individuals who developed the nuclear material training requirements and the training curriculum for the NRC. We have staff with extensive experience in developing security plans and ensuring requirements are met. We have experience in performing and training to security vulnerability assessments and consequences assessments including WMD. Our staff includes individuals with backgrounds in national and state law enforcement, including DTRA WMD experience. We can also provide extensive physical security services and training with our business partners who come from local and federal law enforcement and US Government security backgrounds. Teaming with our partners in security systems, G1-Global Solutions, we can greatly expand our capabilities to included extensive training in various aspects of security programs including Active Shooter, VIP Protection and related activities.
