The meeting started at 7pm 131. Audio recording of full Council meetings The Mayor reported that this was the first full Council meeting to be audio recorded by the Council. The recording will be published on the Council s web site in due course Emergency Evacuation Procedure The Mayor drew attention to the emergency evacuation procedure which was set out on the visitor notice, a copy of which had been circulated around the public gallery Apologies The Chief Executive reported that apologies for non-attendance had been received from the following Councillors: John Adams Carol Ainge Sue Anderson Roger Marley Gill Seymour

2 A Mayor s Announcements a. Death of Former Councillor Harry Cutler MBE The Mayor referred with deep regret to the recent death of Mr. Harry William Cutler MBE. Mr. Harry Cutler was first elected to the former County Borough Council in May 1966 as a Councillor for the Moordown South Ward and served until May He was re-elected in May 1971 and continued in membership until the re-organisation of Local Government in Mr. Cutler was first elected to the present Council in June 1973 and represented the Kinson South Ward until May He was re-elected as a Councillor for Boscombe West Ward in May 1996 and served until May During his four periods of service, Mr. Cutler was a member of many important Committees including Amenities, Catering and Entertainments, Housing and Social Services Committees. He was Chairman of the Housing Committee from June 1999 to June Mr. Cutler held the Cabinet portfolio for Developing Communities and Tackling Crime following the introduction of the Council s new political structure on 1 April He represented the Council on a large number of outside bodies including the Citizen s Advice Bureau and the Governing Body of King s Park Primary School. For his services to the community and charity, Mr. Cutler was appointed as a Member of the Most Excellent Order of the British Empire in That the Council place on record its sincere appreciation of the services rendered by Mr. H. W. Cutler MBE and express to his family its deepest sympathy and condolences in the sad loss they have suffered. Members and Officers of the Council then stood in silent tribute.

Long service and retirement of Principal Democratic Services Officer, David Harrison The Mayor referred to the impending retirement of David Harrison, Principal Democratic Services Officer and, in particular, the 50 years service he has achieved with the Council. David was appointed as a General Clerk in the former Borough Engineer s Department on 7 September After approximately 5 years he took up a post as Committee Clerk in the former Town Clerk s Department. In April 1972 David was awarded the Diploma in Municipal Administration with distinction. In January 1986 he was appointed as Principal Committee Administrator and later that year following organisational changes he took up his present post of Principal Democratic Services Officer. David, as the Council s longest serving member of staff, has seen many changes in local government over the last 50 years which has included working under seven Town Clerks and Chief Executives. These were: Lindsay Clegg John Bowen Keith Lomas David Newell Paul Godier Pam Donnellen Tony Williams That the Council place on record its sincere appreciation and thanks to David Harrison, Principal Democratic Services Officer, for his service to the Council over the past 50 years and wish him a long, healthy and happy retirement.

4 A4 AT A MEETING OF THE BOROUGH OF BOURNEMOUTH COUNCIL, 9 Group Leaders and other Councillors then expressed their thanks to David for all his work for the Council. David responded to the Council and the Mayor presented him with the Council s gift in recognition of his 50 years of service. The Mayor then referred to the impending retirement of Kevin Neale, Democratic Services Manager who would shortly be leaving the Council after 33 years of service. Group Leaders and other Councillors then expressed their thanks to Kevin for all his work for the Council. 5 A5 AT A MEETING OF THE BOROUGH OF BOURNEMOUTH COUNCIL, Signing of Minutes The minutes of the Ordinary Council meeting held on 28 October 2014 were confirmed without dissent Public Questions The following public question was put and answered: Susan Chapman on the estimated damage to the economy from climate change over the next 30 years. The Cabinet Member for Planning and Environment, Councillor David Smith, responded to the question. Deputations It was noted that there were no deputations for this meeting Presentation of Petitions It was noted that there were no petitions for this meeting.

6 A Recommendations from Cabinet, Boards, Committees and Overview and Scrutiny Panels The report of the Licensing Board held on 18 November 2014 was presented and its adoption moved. The report as presented is adopted Late Reports It was noted that there were no late reports for presentation at this meeting Local Authority Health Scrutiny Consideration was given to a report of the Monitoring Officer concerning the proposal for the Council to delegate its powers contained within the Health and Social Care Act 2012, for the discharge of Health Scrutiny functions. Councillor Mike Greene moved and Councillor David d Orton-Gibson seconded that the Monitoring Officer s recommendations as set out below be adopted: That, in accordance with Regulation 28 of the Health and Social Care Act 2012, the Council confirms the delegation of its health scrutiny functions to the Health and Adult Social Care Overview and Scrutiny Panel.

7 A7 The motion is adopted and the Monitoring Officer s recommendation as presented above is approved. Note: Councillors Cheryl Johnson, Philip Stanley-Watts and Chris Wakefield left the meeting for consideration of the above item Councillor Motions under Council Procedure Rule 69 Councillor David Smith moved and Councillor Robert Chapman seconded 1 That the Council notes the following: The concerns previously expressed in a motion to the Council on 29 October 2013 about the increasing number of betting shops in the Borough and the proliferation and/or clustering of such shops in high streets. That each of these shops can have up to four gaming machines, also known as fixed odds betting terminals FOBTs which differ from traditional fruit machines found in amusement arcades, bingo halls and public houses and allow the customer to bet up to 100 per spin every 20 seconds in casino-style games like roulette. The proliferation of betting shops and the existence of FOBTs in such shops can lead to increased crime and higher levels of gambling addiction in poorer communities as well as other anti-social behaviour.

8 A8 That the Newham Borough Council is planning to submit a Sustainable Communities Act proposal asking the Government to reduce the maximum bet on FOBTs from 100 per spin to 2 which that Council believes will reduce the number of betting shops that open up in the same street. 2. That the Council resolves to support the proposal of the Newham Borough Council and that the Government be informed accordingly. The motion as presented is adopted 42 in favour, 2 against, 2 abstentions and 1 not voting.
