1 CFILC Executive Committee Meeting July 17, 2013 ACTION ITEM: Teresa will send the Statewide meeting sponsorship policy language to Jimmie to review and then have the Executive Committee vote on at the next meeting. 2 Debrief Statewide Meeting The facility and materials worked well. There was some surprise at how the Department of Rehabilitation section went, especially regarding 204 and 7B funding. Holding Statewide at the same time as DCAD was difficult for CFILC staff and not a lot of Directors attended DCAD. Is it worth it to Directors to have the events at the same time? While it doesn t hurt, it does not seem worth the effort. It is determined it would be best to tie the Statewide Meeting to a day at the Capitol for EDs, which has not happened in a long time. As we move forward with the funding formula, we will need to set up time to advocate for the new formula. This would best be separated from DCAD but perhaps we can give an extra halfday or other time to prepare prior to going to the Capitol. Follow-up: Policy Development for Meeting Sponsorship Teresa is working on the new policy that states that non-members need to have a sponsor to attend Statewide Meetings. ACTION ITEM: Teresa will send the Statewide meeting sponsorship policy language to Jimmie to review and then have the Executive Committee vote on at the next meeting. Status of Funding Formula Development The Statewide Funding Formula Meeting takes place Friday at 2pm. Eli and Teresa spoke with one of the L.A. centers that had questions but haven t received any other questions or concerns. At the meeting, the first step will be to ask for questions and concerns, then move on to a vote. The hope is to be able to move forward quickly following this meeting. 7B Funding for next SPIL There is serious concern that DOR does not get 7B funding or RFPs out in time for ILCs to efficiently spend down the funding, and that RFPs are under-applied for because the grants are not reflecting the real needs of ILCs. For instance, this is the second year in a row ILCs received a couple hundred thousand dollars for leadership projects with only three months to spend it in. Funding is not being used because people are not applying for grants. The questions to DOR are: how can they get the money out at the beginning of the year so it can be used well? How can they write the RFPs so centers feel they can apply for them and use the funds? Page 2

3 There will be a DOR meeting on Friday to address these questions. DOR has responded that the SPIL is less complicated this year and they plan to put out fewer RFPs so they can better stay on top of them, but ILCs want to know the plan and that there will be a better representation of their needs in the grants. Ana, Louis, Eli and Teresa will be on the call. It would be useful for SILC to take on a stronger leadership role in holding DOR to deadlines, as they are administering SILC s funds. The SILC has been having similar discussions as they develop the new SPIL, and how they can make it easier for DOR to create RFPs. With a more streamlined SPIL; stronger SILC leadership on this; stabilized leadership at DOR; fewer RFPs; and more focus on the needs of the ILCs, hopefully this situation will be much-improved. Goal and Topics for October Statewide Meeting Oakland The funding formula should be front and center, particularly creating a plan for working with the state legislature and governor s office. Other potential topics: In-home care and the IL network s role and developing a strategy around both the IHSS and private side of the issue, including developing some business models. ILC-MCO work and the duals discussion. A Covered California update. Covered California starts October 1 st. Perhaps Cal NonProfits can do a presentation and discuss strategies for the next opportunities in Covered California; Elsa and any other EDs involved can discuss their projects. Depending on what happens with the Rehab Act and the ILA and whether we are going to move into the ACL, it would be interesting to invite someone from the ACL to come to California to discuss what that would mean for us and them. ACTION ITEM: CFILC will extend an invitation to speak at the next Statewide Meeting to the ACL when in Washington, D.C. for the NCIL conference next week. Finance Report CFILC is in a good cash position and is on target for management of the budget. Teresa doesn t have concerns about where we are at. She will also discuss later in the meeting, but CFILC has also received some additional contracts. A budget revision based on this additional funding will first go to the Finance Committee and then to the Executive Committee for approval. By the next Statewide Meeting, CFILC will be working on the 2014 budget. Page 3

4 The Finance Committee is working to get the audit to all members. CFILC is currently ensuring the document is accessible; it will then go out electronically to the membership. Policy Report State Funding Friday's meeting will determine the next big step - getting people to vote on the formula is imperative. Louis is hoping to get enough directors on the call and hoping to accept the formula so we can move forward. ACTION ITEM: Sheri will set up a proxy for her vote on the state funding formula and will send to Bob. The sub-committee decided it was be easiest to only address state funding with this formula, just looking at social security reimbursement dollars. Therefore, it does not take into account 7C money. We will work through NCIL on the 7C formula; we can incorporate some of our strategies there. National Funding Sheri has been sending out updates on where we re at with the national funding formula. NCIL Report/Strategy A sub-committee of the Policy Committee has been focusing on the Rehab Act reauthorization and 7C funding discussions prior to the NCIL conference next week. There is possibly a Senate version coming out in support of the reauthorization of WIA. The sub-committee met with Kelly Buckland and the NCIL Rehab Act subcommittee chairs to talk about concerns brought forward from our Board; they weren t pleased with some of the last-minute opposition but we assured them we wouldn t put forward any written or direct opposition and will continue to work with them and Senator Harkin s office to make changes. It was discovered after that meeting that Harkin had made the recommendation to move us to Health and Human Services in ACL. Kelly put out a notice this morning confirming the Health Committee is also considering moving Voc Rehab to Dept. of Labor. For the most part, we feel that makes the most sense. It is unclear when the bill would come out (hopefully next week), and there will have to be consensus with the House version, which doesn t include IL at all, so we are not sure whether we ll be in opposition or in support of it yet. A small group is meeting with Assistant Secretary Kathleen Greenlee next Friday to have a discussion about what this might look like and what kind of support we would Page 4

5 have if the move happened, whether because we continue to push for it or because it s already in the bill. Sheri sent note last night to Kelly as an alert that a written response from the Board regarding policy issues will be sent today or tomorrow. Teresa is working on that letter, which just says what was discussed last month. During the NCIL Conference trip, there will be a meeting with Kelly regarding these issues. Advocacy awards for Region 9: regional and youth advocate awards going to California Sheri s advocate is receiving the regional award (Ted nominated), and Christina nominated Sara Moussavian (SVILC s past YO! volunteer) for the youth advocate award. Some YO! youth received scholarships and will be attending. It is estimated representatives from California are coming over 30 from the region. ACTION ITEM: Christina will search for a CFILC banner to be carried at the Rally. Youth can use the YO! banner and wear YO! shirts. Because of all of the changes to reauthorization, NCIL is limiting the talking points to: the need for a bi-partisan effort to push reauthorization through and including an ILA. They have taken everything else out. They are not including a change to the funding formula or core service changes. Rehab Act Sub-Committee The Rehab Act sub-committee met yesterday. Christina was told the bill would rd th be considered on the 23 or 24 as many NCIL participants as possible are planning to attend the hearing. Bill language is expected to come out tomorrow. Voc Rehab Funds A significant issue that came up yesterday is that there is interest in moving IL to ACL, but with the split from Voc Rehab to Labor, there are huge concerns around 7B dollars that are designated as VR dollars, not IL dollars, as well as Social Security Reimbursement dollars, which are VR dollars, not IL dollars. Kelly and Austin said they would talk to Harkin s office today. There is an emergency meeting at 3pm tomorrow to discuss and read the language with a fine-tooth comb. Some centers asked why there was no base in the NCIL suggested funding formula, which is likely the result of California's concerns and Sheri's questions to the group. Page 5

6 ACTION ITEM: Christina will forward the bill language regarding Voc Rehab's move to Labor to the Executive and Policy Committees. CFILC will wait to see the bill language before submitting the letter to NCIL. Although the letter will just put forward what our membership voted on, any information that is no irrelevant can be removed. We can say there are concerns about what happens with the split but not add in specific solutions or questions until the full board can discuss. CFILC will still send the letter this week, perhaps with a follow-up from the membership depending on what the bill language looks like. Development Report Urban Institute Contract CFIL will receive $107,000 over the course of the 9-month project around housing and people with disabilities. This is a confidential research project and CFILC is not allowed to talk much about it. We are hiring a full-time temporary staff person to work on that project. CIL Berkeley Contract CFILC will receive $10,000 over 12 months for this youth curriculum contract. AFP Amendment CFILC is waiting on an amendment, which we anticipate but has not been confirmed for the additional $660,000 for guaranteeing loans. The extra funding would put in a bank account; at this time, we have a little over $200,000 for guaranteeing funds. RSA is trying to keep it quiet as there are some states unhappy they didn t get a chance to apply for it, instead of backfilling previous requests, such as ours. ILC-MCO Report Access to Independence is working on a 6-month pilot project with Care First. They will serve 300 seniors and PWD who are Medi-Cal recipients. They will be helping Care First locate people, do intakes, conduct health-risk assessments, and get people connected with the health plan. They will also help individuals get stabilized and get an IL plan, transition plan, and revised health-risk assessment. The goal is to help the health plan reduce cost of hospital and ER visits. They are paid per member per month plus a location fee. MCIL is working with a health plan to submit a basic MOU pilot and will keep everyone updated. This is a county-organized health plan. Page 6

7 California Association of Health Insuring Organizations Elsa and Teresa are meeting with the CAHIO managed care plans that are county-organized health plans - on Monday.They will report back. CIL Net Managed Care Summit Some interesting programs and services CILs have been conducting with MCOs across different states were presented. California is late getting into the game, comparatively. We are still experiencing some push-back from some MCOs. A lot of states are making money from providing direct PAS services and charging Medi-Cal for it. This doesn t apply to us while we have Public Authorities. Discussing Private Pay PAS Strategy for Quick Match Teresa and Eli have discussed what would be a financial incentive and a way for centers to build capacity, CFILC to build capacity, and provide QuickMatch and PAS services in conjunction, centering around the idea of CFILC potentially becoming the financial manager of Quick Match, assisting the consumer in managing payroll, insurance, and liability questions in hiring a PA, since the consumer is the employer. Basic resources are given through QuickMatch, but this might be a role for CFILC to play and generate revenue for CFILC and ILCs that run registries through QuickMatch. Directors Report AFP CFILC has a bank willing to conduct some loans regionally. Another bank we are meeting with at the end of the month or early August may work statewide. There is also a meeting with National Cooperative bank and RSA to see what they can do nationally for AFPs. Access to Independence is working on their lending institution paperwork to become the Southern California lender. There is still no band for DOR s Loan Guarantee program. AT Network The AT Network is working with ILP to get contracts out to DLLs and to determine how centers have performed with their standards this year. It is unclear yet if all centers will get contract renewed. Final numbers should be available later today there are currently 14 DLLs. DOR requires 13. Some centers have done really well (one center has conducted 248 loans the goal was 75) and some have just barely made it into the 75 goal. YO! YO! youth were awarded NCIL awards and scholarships. 8 There is a new YO! volunteer at ILRCSB. There are currently 12 YO! volunteers. There are typically volunteers. YO! representation at the White House commemorating the ADA anniversary: NCD asked us to send a youth representative to talk about the ADA and we have 1-2 members attending. DO Network Additional local regional summits in Eureka and Chico took place last week. The statewide model was applied to these local summits. ILCs have wanted Ted to help put on a summit in local communities so the center could drive activity rather than hub, which was the purpose in the new contract. The Network reached about 264 through these and the three earlier summits. CFILC Website The new CFILC website is close to being finished.
