4 DELGOSEA Project Structure and Partnership Partnership: In this network an European indepdent political foundation (KAS), the regional association of LGAs (UCLG ASPAC), and local/regional NGOs, involved in research, consulting and capacity building on local governance are jointly spreading experiences from innovative models on local governance in the five SEA countries. Key Stakholders: 11 Local Government Associations in the five countries (4 in Indonesia, 4 in the Philippines, 1 each in Thailand, Cambodia and Vietnam) At the core of the DELGOSEA network are the capacity building activities for the LGAs to institutionalise knowledge and extent it to other member cities. 15th February 2012, Siem Reap 4

7 Strategic Partners the Key for Success Good local governance requires capacities from various thematic fields. The Network is only as good as its partners and the input they provide to improve local governance. Strategic partners from academia, the private sector, civil society and media contribute highly to the exchange of knowledge. 9 LGAs the Drivers behind the Scene The LGAs as knowledge providers (expert advice, consulting, monitoring) to selected pilot cities; As exchanging platform to share knowledge with other members within their own country and abroad; To ensure sustainability of best practice replication by integrating the knowledge into their regular member services as well as strategic plans. 12 Lessons-Learned from Best Practice Replication Even if the countries have different development levels and specifically in decentralization, at the final end it all comes back to the best practice itself. Learning from a concrete success case is always possible. The transfer process itself is very much dependent on the best practice which is being selected; high infrastructure costs or best practices which are quite general in nature make replication more challenging. On the other side, concrete best practices which make use of easy and low-costs technologies are easier to replicate. 15th February 2012, Siem Reap 12

14 Lessons-Learned from Best Practice Replication On the city level: First and foremost the political will and the support from all actors is still the main success factor. Besides, strategic partners are one of the keys to success. Each city should try to build up a network involving business partners, academia and media to support the project implementation. If possible, close contact should be maintained with the best practice city. During replication many questions will arise which are best answered by the direct counterpart. The most important capacity building activity is the study tour to the best practice city. Try to organise the visit as early as possible to get a clear picture of the situation at the spot. 15th February 2012, Siem Reap 14
