2 X. Economic Development Element GOAL X-1: GLADES COUNTY STRIVES TO CREATE A POSITIVE BUSINESS CLIMATE FOR ECONOMIC DEVELOPMENT AND JOB CREATION. Glades County prides itself on being the Land for Opportunity. The County has an ideal location, transportation infrastructure, governance, economic development/job creation efforts, agricultural and marine industries, and the opportunity to accommodate international hubs for exporting, importing, manufacturing, distribution and tourism. Glades County has an abundance of outdoor recreational opportunities with natural resource areas such as Lake Okeechobee and Fisheating Creek. The County will pursue economic development and job creation in conjunction with the creation of a wonderful place to live, play and prosper. The County will strive to garner the support of global, federal, state, and regional public and private sector partners. Glades County has the rare and unique luxury of planning for its future to become the Best Business Climate in Florida. Objective X-1.1: Promote Glade County s Location for Economic Development and Job Creation Projects Glades County will promote its location within the center of South Florida's population of permanent residents, seasonal residents and visitors/tourists (Orlando and Tampa southward to Miami and Naples). The County is within a two and one half hour drive by truck or automobile to six international airports and five sea ports. Four of the airports accommodate both passengers and cargo, while four of the seaports accommodate freight and major cruise lines. Policy X-1.1A: Glades County will support efforts to promote its location for economic development, job creation and business opportunities. Policy X-1.1B: The County will promote qualified economic development and job creation projects by implementing future land use element policy 1.1.3C. Objective X-1.2: Transportation Network and Infrastructure Glades County has connectivity with the consumer markets that surround the County, through an excellent transportation network consisting of US 27, SR 80, SR 78, SR 29, CR 74, CR 731, and CR 721. The transportation network provides linkages to I-75, I-95, the Florida Turnpike and I-4. The County is served by two Class One Railroads (CSX and FEC), via the South Central Florida Express, that provides rail connectivity to the Port of Miami, Port Everglades, Port of Palm Beach, and Port Manatee. Policy X-1.2A: The County will encourage the enhancement of the transportation network through global, federal, regional and local public and private funding and private/public partnerships. Economic Development Element X - 1

3 Policy X-1.2B: The County will explore opportunities for intergovernmental agreements with other local governments to promote the development of appropriate new infrastructure within the county to facilitate economic development and job creation. Policy X-1.2C: The County will work with public and private infrastructure providers to service unincorporated areas to facilitate the expansion of water and sewer capacity to serve economic development and job creation projects. Objective X-1.3: Governance Because of good governance, there is an ease to doing business in Glades County. The Board of County Commissioners, the County Manager, the County Attorney, and county staff are dedicated to facilitating companies, businesses and investors efforts to locate, expand, and relocate to Glades County. Policy X-1.3A: Glades County will use the following guiding principles while undertaking actions to execute this Economic Element: Promote, support and endorse economic development and job creation; Encourage the development and maintenance of talent by advocating excellence in education; Promote the construction and maintenance of infrastructure; and Partner with local and regional organizations and associations that are committed to economic development and job creation while maintaining quality of life. Policy X-1.3B: The County Manager has the authority to designate a project as a county approved economic development and job creation project. Policy X-1.3C: The County will facilitate and participate in the coordination of economic development activity in Glades County by fostering partnerships among educational institutions, financial institutions, government, utility service providers, business organizations, trade associations, and others to enhance development of a positive business, living and working climate. Objective X-1.4: Promote and Support Economic Development and Job Creation Efforts The County will strive to identify and attract new businesses and industries and provide a climate that promotes expansion of existing businesses and supports entrepreneurs. Policy X-1.4A: Glades County will support partnerships with public and private sectors in an effort to bring economic development and expanded employment opportunities to Glades County. Policy X-1.4B: Glades County will promote the county as a destination for economic development and business opportunities. Glades County will encourage a positive business climate by Economic Development Element X - 2

4 addressing economic issues that are critical in facilitating and supporting the expansion and diversification of the County's economy. Policy X-1.4C: Existing business and industry are vital to the County's economy and the expansion of existing business and industry is an integral component in the diversification of the economic base. The County through the County Manager, or his designee will encourage the expansion of existing business and industry. Policy X-1.4D: The County will strive to develop and maintain relationships with appropriate State, Federal, regional and local agencies involved in economic development. Policy X-1.4E: The County will promote and support economic development of large scale commercial and industrial projects by implementing Policy I-1.4C of the Future Land Use Element Policy X-1.4F: The County shall promote qualified economic development and job creation projects by implementing Future Land Use Element Policy I-1.3C. Policy X-1.4G: The County will promote economic diversity and growth by supporting a business climate which encourages entrepreneurs to engage in business and industrial activities. Objective X-1.5: Promote and Support Becoming an International Hub for Exporting, Importing Manufacturing and Distribution. Glades County s central location in South Florida, within two and a half hours of Miami, Fort Lauderdale, Tampa, Orlando, and being nearly equidistant between Fort Myers and West Palm Beach, makes it a natural hub for international and domestic warehousing, distribution and manufacturing markets, via road, rail and air. Policy X-1.5A: The County will support becoming a distribution hub for exporting and importing products manufactured domestically and internationally. Policy X-1.5B: The County will support and participate in activities to identify appropriate locations for the manufacturing and assembly of products in Glades County. Policy X-1.5C: The County will support and participate in activities to identify appropriate locations for warehousing, distribution, staging, storage, and handling of products, materials and component in Glades County. Objective X-1.6: Promote and support becoming a center for Tourism With more than 30 miles of Lake Okeechobee shoreline, 60 miles of Caloosahatchee River frontage and 52 miles of paddling trails on pristine Fisheating Creek, Glades County offers outdoor tourism assets that are unparalleled in Florida, for birders, bicyclists, boaters, hunters, fishermen, canoeist, and kayakers. Policy X-1.6A: The County will pursue State and Federal grant funds available for outdoor recreational tourism industries. Economic Development Element X - 3

5 Policy X-1.6B: The County will strive to promote the economic, recreational, and cultural value of the County s environmental resources. Policy X-1.6C: The County will encourage and support eco-tourism activities and special events within the County as a means of generating public interest and promoting tourism. Objective X-1.7: Promote and Support Regional Workforce Development and Training Glades County is centrally located within a regional workforce Policy X-1.7A: The County will encourage the development of workforce training that will develop and maintain a qualified and competitively compensated workforce. Policy X-1.7B: The County will encourage both universities and colleges to help establish new workforce education and training programs. Policy X-1.7C: The County will encourage the expansion of existing and new vocational facilities and services. Policy X-1.7D: The County will collaborate with its educational partners in researching approaches to enhance linkages between educational curriculum and the needs of businesses for workforce preparation. Policy X-1.7E: Policy X-1.7F: The County will remain supportive of local schools and training programs. Programs fostered by local organizations and institutions to teach entrepreneurship skills to interested students and residents shall be encouraged as a part of the economic diversity strategy. Policy X-1.7G: The County will encourage connectivity to workforce educational and training facilities, such as universities, colleges, vo-tech, and other training facilities. Definitions of terms for this element: A qualifying county economic development and job creation project means the proposed development, redevelopment or expansion of a target industry. Target Industry means an industry that contributes to county or regional economic diversification and competitiveness. Targeted industries that are eligible to qualify as a county-approved economic development and job creation project include, but are not limited to: 1. The targeted industries of Enterprise Florida, 2. The targeted industries of Florida s Heartland Regional Economic Development Initiative. 3. Projects aligned with efforts of Visit Florida. Economic Development Element X - 4
