18 Collaboration Session What are you doing to implement the new teacher and principal evaluation systems? What barriers do you anticipate?

19 What are Teachers Thinking About Teacher Evaluation Reform? Over the past three years, districts, states, and the federal government have implemented unprecedented reforms to teacher evaluation systems with the goal of improving teacher effectiveness. Research finds that many teachers embrace strong, meaningful evaluations. Yet teachers' voices have been largely left out of the dialogue. It's time to bring teachers to the table. How do we bring collaborative teams together to have the crucial conversation?

20 Key Points of Consideration: Effective teacher = student achievement (instructional effectiveness sufficient to achieve student learning results) Effective Principal = Effective Teachers Student achievement scores are lagging indicators. Teacher and student behavior is a leading indicator (effective use of research-based instructional strategies) Would we not want a system that focuses on building teacher capacity to raise student achievement?

Help member districts build a common language of instruction that is the foundation for improving teaching and learning Bring an instructional improvement system to members that aligns with federal Race to the Top initiative Become a data hub for member districts by accessing data that reveal professional development needs with complimentary iobservation licenses to view data Identify trends and patterns across districts in the region Discover improvement needs of member districts and tailor additional services and supports to member districts Receive full support and data consultation to understand member needs throughout the program Participate at no cost to you Generate revenues from the program and from additional services provided

28 Shared Services Pilot: Interagency Shared Service Network of Southwest Ohio Educator Evaluation: Design, implement & evaluate a shared services approach to help school districts in the region to align their models for educator evaluation with state guidelines, and; Increase inter-rater reliability among a cohort of principals who can serve as evaluators & complete consistent classroom observations within the region. Design a shared service model across four counties that will deliver a model for teacher evaluator training that includes a video component and a data component to organize, store and facilitate use of multiple evaluator measures for training purposes; Documented process for capturing the cost of joint planning initiatives Documented use of a usability rubric to increase access and value for all participating districts;

29 Shared Services Pilot: Interagency Shared Service Network of Southwest Ohio Transportation: Create a regional shared transportation management center Purchase one routing program module Pilot by concentrating on consolidating and sharing out-of-district transportation of students with disabilities that are geographically close enough to optimize distances. Expand to include additional modules that allow districts to manage such functions as fleet maintenance, driver qualifications and performance tracking [mileage, fuel, parts, mapping, student reports, and others]
