1 Eloise Resource Center Library, Media and Written Arts Studio A Polk County Parks and Recreation / Polk County Library Cooperative / Arts Ensemble Learning Foundation Public Private Partnership Program Purpose The purpose of the policy and procedures manual is to provide a guide for the operation of the Eloise Resource Center Library, Media and Written Arts Studio. The manual will be updated as changes are made in the library and media studio. Library and Written Arts Studio Mission Statement Mission Statement of the Eloise Resource Center Library and Written Arts Studio is to provide a comprehensive selection of bi-lingual and English books, along with media resources for early childhood, adult, and senior adults living in the Eloise community and to offer programming that promotes literacy and the written arts. Media Center Mission Statement Mission Statement of the Eloise Resource Center Media Program is to ensure that residents are effective users of ideas and information. The media center strives to provide the community with a wide range of materials on appropriate levels of difficulty that will encourage growth in knowledge, foster information literary, and establish a life-long love of reading. Written Arts Studio Mission Statement Mission Statement of the Eloise Resource Center Written Arts Studio is to explore critical and cultural perceptions of writing through meaningful conversation and the exchange of ideas among existing and emerging literary artists of all ages and communities, to encourage creative writing, and to establish a life-long love of writing. Objectives The goals of the media specialists are: 1. To teach access, evaluate, and use of information. 2. To maintain a well-balanced collection of media appropriate to the needs of the Eloise Community. 3. To provide assistance in locating and using materials. 4. To promote instruction in information literacy to users. 5. To provide instructional materials that will stimulate growth in factual knowledge and literacy appreciation. 6. To manage a planned program and a welcoming environment. Library, Media Center and Written Arts Studio Hours of Operation The Eloise Resource Center Library, Media and Written Arts Studio is open from 10 a.m. until 5 p.m. every Monday through Friday, except for school and nationally recognized holidays. 2 User Conduct Residents and users of the library media center and written arts studio must follow the established rules of acceptable behavior listed below. Failure to comply will result in the following consequences: Rules 1. Use a quiet voice so as not to disturb other media center patrons. 2. Take care of all library media center and written arts studio materials. 3. Keep hands, feet, and objects to self. 4. Leave food and drink outside the library media center and written arts studio. 5. Follow Internet guidelines. Sign in at the desk when using a computer. 6. Listen and follow directions from all library media center staff. Consequences 1. Verbal warning from a media center staff member. 2. All users that are 17 years old and younger will have parents/guardians notified in writing if consequences greater than a verbal warning must be used. 3. If a user continues misbehavior, the user will be asked to return another time. Users may be separated from others when visiting with a group. 4. If misbehavior is severe, the user will be asked to leave immediately. Library Media and Written Arts Studio Committee A Library Media and Written Arts Studio Committee will be formed at the beginning of each school year. Members include a volunteer teacher from local Headstart programs, key volunteers, and an appointed member of the Eloise Neighborhood Association and volunteer educators. The committee will meet throughout the year to discuss library issues, programs, and activities. In the event of challenged material, one parent, on educator, and one staff member non-representative of programming will join the group to review the complaint and take action. Challenged Materials Policy A special committee will be called in the event of challenged materials. Budget and technology decisions are made by the staff and respective library committee members. Adult and student volunteers are occasionally asked to evaluate content of new titles before the titles are circulated. Throughout the year, all faculty and volunteer members are asked to submit suggestions for library, media, and technology purchases. Programs and Services Faculty and volunteer members needing any of the following services or needing additional information regarding these services and programs are encouraged to contact the Arts Ensemble/EVAC staff at any time. 3 Copying/Printing/Scanning Laminating Binding Periodicals including newspapers and magazines Computers/Internet A-V Equipment Professional Development Information Literacy Skills Equipment Repairs and Troubleshooting Desktop Publishing AVL/Library Cards and Training Technology Integration Digital Cameras (used for Written Arts Studio) Library Media Web Page Management Library materials are circulated in cooperation with the Polk County Library Coop and donated materials collected from community resources and cataloged for use. Library Cards To receive a library card, you must provide a photo ID with your name and current address and you must have a residential address in Eloise or Whaneta. If you don't have a driver's license or ID card, then two of the following will be accepted, one of which must be a photo ID and one of which must have your current address: school ID card other government issued photo ID employee ID card printed personal check credit card statement rental or property tax receipt Books Users may checkout up to two books per library visit. The loan period is two weeks. All books must be returned to the library to renew checkout. Renewals are limited to two. Special permission for more materials may be granted when necessary for an assignment or to complete reading. Reference Materials Reference materials are to be used in the library media studio. Educators and Community Volunteers needing reference materials for community projects may borrow reference materials for use in special programming as necessary. Periodicals Eloise Resource Center Library, Media and Written Arts Studio Page 3
4 Magazines and newspapers are not to be taken out of the library media studio by users but may be borrowed for special programming as necessary by Educators and Community Volunteers. Copies of an article can be made if needed outside the library media studio. Only current issues are displayed. Back issues must be requested. Overdue and Fines Overdue slips and fine notices will be printed out and distributed to users at their residence address. To help users to learn to be responsible, no new loans will be permitted until overdue materials are returned. Fines will be $0.05 each day a book is late after 5 days. Lost and Damaged Books If a book is lost or damaged, the book must be paid for before additional books can be checked out. Payment for a lost book is reimbursed should the book be found and returned in good condition. The Eloise Resource Center Library, Media and Written Arts Studio strives to provide users with materials that will enrich and support education and literacy programming, while promoting the written arts as a creative art medium. Programming will be bi-lingual and will directly impact early childhood ages, adults, and senior adults. It is the responsibility of the studio/center to provide a wide range of materials on different levels of difficulty, with diversity of appeal, and representing different points of view. The inclusion of any item in a collection does not necessarily mean that the center/studio advocates or endorses the contents of that item. Selection Policy The needs of the Eloise Resource Center Library, Media and Written Arts Studio are based on knowledge of the community and of the existing collection. These needs are given first consideration in the selection of materials used to enhance literacy and education for users. Selection Criteria The following criteria are recommended as a guide to selecting the best resources for the library media center/studio: Literary and artistic excellence Lasting importance or significance to a filled of knowledge Favorable recommendations by the Polk County Library Coop Favorable recommendations by the Neighborhood Association Reputation and significance of the author, illustrator, or publisher Timeliness of the material Contribution to the diversity of the collection Appeal to media center patrons Suitability for intended use Eloise Resource Center Library, Media and Written Arts Studio Page 4
5 Request for Media Center and Written Arts Studio Purchases Because the media center and Written Arts Studio strives to support the needs of the patrons as our primary purpose, staff and volunteers are strongly encouraged to take an active role in center/studio purchases in concert with Polk County Library Cooperative guidelines.
