3 Milestones of review of meat inspection Late 90 s, early 2000 s discussions started In 2004 a new approach was taken with the adoption of the Hygiene Package In 2009 the CVO conclusions were put in the Council conclusions on the evaluation report of the Hygiene Package In 2009 the Council asked the Commission to prepare concrete proposals for meat inspection review 3
4 Roundtable Conferences Roundtable Conferences were organized on 18 May 2010, 25 October 2010 and 14 December 2011 Participants were Member States, stakeholders and third countries 4
5 Main Conclusions first two Roundtable Conferences (1/2) Maintaining and ensuring Public health, animal health and animal welfare will be the key priority which every revision should ensure EU legislation provides already flexibility (e.g. visual inspection and Trichinella testing) 5
6 Main Conclusions first two Roundtable Conferences (2/2) Promote pilot projects to demonstrate the possibility of risk based meat inspection within the present legislation Risk based meat inspection for pigs is not only reducing Trichinella tests and deleting lymph node incisions, but also addressing other risks like Salmonella International dimension of this topic; a global approach (OIE/CODEX) for a world wide accepted risk based meat inspection 6
7 Follow up In April 2010 the Commission asked EFSA for an opinion on the review of meat inspection EFSA published the opinion on pig meat inspection in October 2011 In 2010 the Commission and New Zealand took the lead on a Codex document on the control of Trichinella and Cysticercus 7
8 General Conclusions of the third Roundtable Conference The reviewed meat inspection has to be risk based Meat inspection can be tailored to the specific situation in a region or a country based on harmonised agreed rules or criteria A global strategy is needed to promote mutual acceptance of revision of meat inspection The role of the OV in public health, animal health and animal welfare, is key 8
9 General Conclusions on control options step by step approach Good Hygienic practices need more attention Controls should be targeted, feasible and cost effective and own checks should be verified by robust official controls Reduced sampling frequency and costs should be an incentive Final goal is maintain and ensure high level of consumer protection 9
10 Conclusions Bacteriological risks Support for categorisation of farms in high and low risk status based on appropriate sampling Reflect on effectiveness of current Process Hygiene Criterion as indicator for herd status Salmonella status should be included in FCI 10
11 Conclusions Parasitological risks Support for limiting Trichinella testing to pigs from non controlled housing farms and outdoor pigs Sows and boars of controlled housing farms should be tested as sentinel animals review of current criteria for controlled housing Verification of controlled housing farms is needed Monitoring of wildlife needs more reflection For Toxoplasma more information is needed to establish effective and feasible controls 11
12 Conclusions consequences for Tuberculosis and Brucellosis Support for deletion of incision and palpation for normal carcases from controlled housing farms Differentiation according to health situation in the region More reflection is needed on impact of different Mycobacterium spp. 12

15 Timeline for future steps Mid 2012 the Commission will present a legislative proposal to amend pig meat inspection June 2012 EFSA will publish the opinion on poultry End 2012 the Commission will organise a fourth Roundtable on poultry meat inspection June 2013 EFSA will publish opinions on bovines, small ruminants, solipeds and farmed game 15
