It examines the current and historical demand trends, training and compensation patterns. Also looking forward at the direction of emerging physician practice models. Friday March 27 th 7:30-8:15 am 8:15-9:45am 9:45-10am 10 11:30am Registration and Breakfast IMPACT Act and the Opportunity to Align Measurement Presented by: Cheryl Phillips, MD, Senior VP Advocacy & Public Policy, Leading Age Managing the quality measurement in post acute and long term care can seem unique, however with the recent passing of the IMPACT Act the opportunity is there to begin to align measurement and better understand the individual person being served across settings. Networking Break The Future of Rural Health After Transformation Presented by: Keith Mueller, PhD, Gerhard Hartman Professor and Head, Department of Health Management and Policy, College of Public Health, University of Iowa The audience will have an understanding of the changes underway in healthcare finance that affect the future of current organization and providers delivering services in rural communities. They will also leave with ideas about how to shape the changes underway in ways that benefit rural people, places, and providers. There is a special focus on specific approaches to use in rural context..

4 Speaker Bios Day Egusquiza Day Egusquiza brings over 30 years experience in health care reimbursement, hospital business office operations (20 years in an Idaho hospital), contracting and compliance implementation. Additionally, her experience includes eight years as a Director of a Physician Medical Management billing service which included completing an integrated business office between a hospital and a large multi-specialty physician clinic. She has been an entrepreneur in hospital and physician practice accounts receivable management and a leader in redesigning numerous organizations. Her work includes providing guidance as a compliance & reimbursement educator while providing operational insight on the revenue cycle impacts of RAC/Medicare Recovery Audit Contractors. Additionally, she has been instrumental in researching and preparing national education on the impact of the Prescription Drug Benefit. ICD 10 is also on the list of fun projects with audit and boot camps. Day s strength is her ability to operationalize complex regulations into teachable components. Ms Egusquiza is a nationally recognized speaker on continuous quality improvement (CQI), benchmarking, redesigning, reimbursement systems and implementing an operational focus of compliance- both in hospitals and practices. She has been on the AAHAM National Advisory Council, HFMA National Advisory Council, is a past President of the Idaho HFMA Chapter & recently received the Lifetime Achievement Award. She has been highlighted in JCAHO s Six Hospitals in Search of Excellence, Zimmerman s Receivable Report, HFMA s HFM and Patient Account, AHIA Prospective, and numerous healthcare newsletters along with a contributing author to 2006 Health Law and Compliance Update. She received the Idaho Hospital Association Distinguished Service Award for her legislative work and training on new indigent law. Attendees at HFMA s ANI rated her in the top 25% for each year she has presented, earning her the Distinguished Speaker award. Tracy Packingham Tracy joined Triage Consulting Group in April 2013; she has an exceptional background in revenue cycle management as well as business development in healthcare. She brings a wide range of knowledge to Triage, including her volunteer and elected roles in HFMA and AAHAM. Tracy has served the HFMA Greater St. Louis chapter in several roles, including President. She is still very involved at the local, regional and national level. Tracy has recently been elected to serve Region 8 as a Regional Executive for In addition, she has been awarded the Follmer Bronze, Reeves Silver and over eight National Yerger Awards. Tracy has also received four President s Awards for outstanding service and dedication to the chapter. She resides in O Fallon, MO with her husband and three children Kurt Mosley Kurt Mosley serves as Vice President of Strategic Alliances for Merritt Hawkins, Staff Care, companies of AMN Healthcare, the innovator in healthcare workforce solutions. With over 20 years of health care staffing experience, Mr. Mosley is one of the nation s leading authorities on medical staffing trends and has been cited for his expertise in numerous publications, including USA Today, U.S. News & World Report, Modern Healthcare, Hospitals & Health Networks, HealthLeaders, Medical Economics and many others and has been heard on XM Radio s Reach M.D. program. Mr. Mosley served on The Council on Physician and Nurse Supply, a group of health care experts based at the University of Pennsylvania dedicated to finding solutions to the shortage of nurses and physicians. Mr. Mosley served as Contributing Editor to Merritt Hawkins highly regarded book Will the Last Physician in America Please Turn off the Lights, and was an expert adviser to the Health Care Advisory Board s white paper Transforming Primary Care. In addition, Mr. Mosley has keynoted healthcare staffing roundtables for the U.S. Army and for the American Society of Healthcare Journalists. A nationally noted speaker, Mr. Mosley has addressed over 90 healthcare professional organizations over the last two years reaching over 6,500 industry leaders. A graduate of California State University, Fullerton, Mr. Mosley spent several years in professional baseball and now resides in Dallas, Texas.

5 Cheryl Phillips, MD, AGSF Cheryl Phillips, M.D is the Senior VP for Advocacy and Public Policy at LeadingAge in Washington, D.C. Prior to this role she was Chief Medical Officer of On Lok Lifeways, the originator of the PACE (Program of All-Inclusive care for the Elderly) model based in San Francisco, CA. She has also served as the Medical Director for Senior Services and Chronic Disease Management, for the Sutter Health System, a network of doctors, hospitals and other health providers in Northern California. As a fellowship-trained geriatrician her clinical practice focused on nursing homes and the long term care continuum. In addition to being a hands-on medical director of multiple nursing homes in California, she oversaw the network development and quality oversight for Sutter s Sacramento-Sierra region postacute care. Dr. Phillips is a past president of the American Geriatrics Society, the organization representing health care professionals committed to improving the health of America s seniors; and is also a past president of the American Medical Directors Association, the physician organization for long-term care. She serves on multiple national boards and advisory groups for chronic care including the CMS Quality Assurance and Process Improvement (QAPI) Technical Expert Panel in Long Term Care, the National Quality Forum MAP Coordinating Committee, and has provided multiple testimonies to the U.S. Senate Special Committee on Aging. She served as a primary care health policy fellow under Secretary Tommy Thompson, and was appointed by the Governor as a California Commissioner on Aging and appointed to the Olmstead Advisory Committee for California. Currently, Dr. Phillips is the immediate past co-chair of Advancing Excellence, the campaign for quality improvement in nursing homes. Mueller, Ph.D., is Gerhard Hartman Professor and Head, Department of Health Management and Policy, College of Public Health, University of Iowa. He is also the Director of the Rural Policy Research Institute (RUPRI) Center for Rural Health Policy Analysis and Chair of its Rural Health Panel. He has served as President of the National Rural Health Association (NRHA) and as a member of the National Advisory Committee on Rural Health and Human Services. He also served on the Advisory Panel on Medicare Education for the Centers for Medicare and Medicaid Services and the Advisory Committee to the Agency for Health Research and Quality. He has published more than 200 scholarly articles and policy papers, and received awards recognizing his research contributions from NRHA, RUPRI, and the University of Nebraska. His PhD is in Political Science from The University of Arizona, and he completed a faculty fellowship with The Johns Hopkins University.
