3 Executive Summary Serious consideration needs to be given to maintaining control of a number of factors when providing Internet access to unknown and untrusted users. How do you offer wifi securely? In October 2011 the government signed the Anti-Counterfeiting Trade Agreement that will mandate that you are responsible for who uses your Internet if you offer it free or paid and businesses may be prosecuted for illegal downloads and access to inappropriate websites by users of their internet network. The solution recommended will cover the following points to ensure that: The business knows and can identify who is using the Internet network. The business protects itself from the Internet network being used for illegal activities that it may be held accountable for. The amount of data usage and upload/download speeds of users on the network can be controlled. End users data usage is controlled and managed so as not to receive excess data bills from service providers due to going over download limits or worse, the businesses Internet being throttled so the speed of the Internet network is that slow that no-one can use the Internet or even access the business website. Businesses must be aware that Piracy is the term used for copying, selling, or using software that hasn't been properly licensed or paid for. Software piracy is illegal because it is stealing, and attracts hefty fines/imprisonment. Downloading music, games, movies etc, without permission is illegal in Australia - even if you're only downloading for personal use! It's a breach of copyright and if you haven't paid for a copyrighted download or asked permission to download it then you are breaking Australian law. Downloads limits by end users need to be controlled as there is the ability for a user to almost anonymously download large amounts of data by way of movies and other multimedia applications possibly incurring excess data charges for the business or clogging your network so no-one else can access the internet, including your business! Additionally, the possible use of the organisations internet gateway for the propagation of SPAM, could lead to the blacklisting of the business with ISP s and impact its own business use. Time Out Internet will propose a secure and managed solution and include the capabilities to protect against this type of theft and will best impart this level of security while maintaining capital expenditure at a minimum. There are many instances of organisations not implementing the correct security policies and infrastructure that have paid the price. The aim of this solution is to provide a better level of service to attract a greater number of patrons along with protecting your business. Page 3 of 35

13 Sample Voucher Sample Voucher with Collect ID details PayPal/Credit Card Purchasable Plans Business wifi can make you money! If you want to sell wifi to your customers, one of the easiest and autonomous ways to do so is by setting up some purchasable plans that allows your customers to buy data using a credit card or PayPal account, 24 hours a day. Don t miss out on a sale due to the office/shop not being open! You set the pricing and plans and you get 100% of the revenue. Your business needs its own business PayPal account which the end users money is paid into when purchasing the Internet. PayPal is easy to set up and we have step by step instructions to help you). This is a handy service for customers that require more Internet access than the business provides freely - they can purchase from you at their leisure. PERMANENTS, LOCK AND LEAVES OR SHORT TERM RENTALS If you are an accommodation provider that has permanents, lock and leaves or short term rental properties on your portfolio, this is the perfect way to offer Internet to them and get a Return on your Investment. Quite often the permanent, lock and leaves or short term rentals cannot get a phone line into their unit/apartment or only have a short lease period to take advantage of the cheaper monthly fees that ISP s provide, such as Telstra Bigpond and these people are forced to use USB data dongles for their Internet access which is very expensive. You can set up some plans to sell to them that are well priced and competitive and you can receive a monthly payment for Internet from these users a win/win for you and the tenant! Page 13 of 35
14 SUGGESTED DATA PLAN PRICING AND TIME FRAMES. The following plans are suggested only. You can set whatever pricing and timeframes you want. You can adjust your pricing and plans whenever you need to. Our recommendations are: Keep plan options to 3 4 too many options just confuses the guests Keep the pricing desirable below USB dongle recharge pricing. If you make the pricing desirable, people will buy it. Have a good gap between 1Gb 5Gb as most people will buy the larger option. Data Amount Time frame to use data Fee 500Mb 3 days $4 - $6 1Gb 7 days $9 - $10 5Gb 30 days $ Gb 30 days $50-60 The customer login screen/splash screen below shows some sample purchasable plans and what your customers see. They click the Buy Now button to start the purchasing process and can use a credit card or PayPal to purchase data. Page 14 of 35
15 Create User Accounts GUEST WIFI MADE EASY You can simply log in to the Administration area of Time Out Internet and Create User Accounts as you need to. You allocate a username and password for the customer, the amount of data you wish to provide (free or charge), how many users or devices can log in at the same time using the log in details, limit the upload/download speed (if you want), the time that the data renews each day and a checkout date (if required). There are two types of users you can add under the Add User button. Add Recurring User use this area to set up compendium voucher users the data recurs every day, 7 or 30 days, whichever you choose, for an ongoing period of time Add One Off User this creates a username and password for a one off period of time and data and internet access use for free wifi or to sell wifi. Sample of Recurring User Accounts screen Page 15 of 35
16 The Save and Print button is a handy feature when you set up a user or if a user needs a copy of their username and password and details of their account and what data they have available that you have set up. An A4 sheet will appear and will have the following information on it 1. Your businesses name 2. The amount of people or devices that can login at the same time 3. Amount of data per day for the user 4. When the data renews each day 5. Username 6. Password 7. Troubleshooting tip Page 16 of 35
17 Room Compendium Voucher GUEST WIFI MADE EASY An easy way to manage free wifi in the rooms of your complex is to set up a recurring user as the room number with a unique password for every room in Time Out Internet s Access Control Server. These details can be kept in a compendium in each room (if utilised) or you can print and hand out at reception as guests check in or put in a welcome pack. This feature allows you to allocate and amount of data for free, every day, per room that renews at the same time every day - autonomously. Five people or five devices can log on at the same time using these login details and share the amount of daily allowable data. You do not have to create a username and password for every user or device in that room. Once the amount of data is used, they will not be able to access the internet and will either have to wait until their data renews or purchase some more from you. A template of the voucher below is provided and customisable so you can include the following: 1. Your logo 2. The amount of data allowable each day 3. The time of day the data is renewed 4. The name of your wifi network so customers can identify it easily 5. Unique username and password details for each room If you put the vouchers in a compendium in each room, we recommend that the usernames and passwords are changed every 6 months for security purposes or more frequently if you have regular customers. As a value added service Time Out Internet can set up the compendium vouchers for you and remind you that your passwords are 6 months old and update them for you. A4 or A5 sized compendium vouchers are available Page 17 of 35

The customisable login page/splash screen can be show daily specials, advertising, information on your business, etc. It is a graphical interface that you can customise to whatever you want to be shown to your end user when they go to log in. You can embed a static web page into the login page/splash screen, however most websites contain lots of widgets and plug-ins (eg: booking services, links to Facebook, Flash Player slide shows) and will not load as you need to allow the system access to every one of these sites which then opens up your end users to access Facebook, etc without logging in. Time Out Internet can help guide you in regards to static web pages and also embed images into your login page/splash screen. Example customer login page/splash screen Page 19 of 35

26 Law Enforcement - Data Retention/ IP Address Retention/Tracking As of 22nd August 2012, law enforcement agencies will be able to force internet service providers (ISP s) to store data on subscribers under new legislation approved by the Senate. The Cybercrime Legislation Amendment Bill 2011 amends the Mutual Assistance in Criminal Matters Act 1987, the Criminal Code Act 1995, the Telecommunications (Interception and Access) Act 1979 and the Telecommunications Act The changes allow police to force telcos and ISP s to retain data on persons of interest for a set period while a warrant is sought. This period could be up to two years. The purpose of a data retention regime is to ensure that information other than the content of communications is still available for general law enforcement and national security purposes. These legal changes have been lauded by law enforcement and intelligence agencies as key to cracking down on international cybercrime. If you are offering free or paid internet to clients (e.g.: resorts, cafe, restaurant, motel/hotels, library, etc) then you may be requested to retain data and you need to ensure you have the provisions in place to do so. Should law enforcement agencies seek to investigate your business for piracy concerns and identify end users/guests that have accessed the Internet inappropriately, you are obligated to provide the traffic data and location data which can be the trace source of a communication. To help protect yourself and your business from inappropriate Internet access, Time Out Internet, if requested by authorities, can commence retaining IP addresses that your business produces for a rolling 24 month period of time. This information is confidential and can only be accessed by the Time Out Internet Directors if the information is required by law enforcement agencies and the correct authority in writing would be required before the information can be accessed/obtained. Time Out Internet does not keep the Name and Address details of guests, only IP address details, date and time of login, user name and MAC address. The details that Time Out Internet retains will need to be matched to the guests name and address details that you retain when they offer the guest Internet access. The number of months that Time Out Internet retain/track IP Addresses for is subject to change based on Australian Laws and Time Out Internet s customers will be kept abreast of any changes that may occur to retention times.
